GAP-CIE Demonstration The Government plans to award a future contract for the sustainment and enhancement of GAP CIE. To support this effort, the Government will conduct a demonstration of the GAP CIE product on 26 March 2013 at the US Strategic Command (USSTRATCOM) Theater, Offutt AFB, NE from 1:30pm – 4:00pm (CST).
The purpose of this event is to give potential offerors an opportunity to understand GAP-CIE current capabilities. To attend this event, interested parties shall follow the procedures outlined in this correspondence.
1. Security Requirements: The GAP-CIE demonstration will be conducted at the SECRET level. Only those with a Secret clearance or higher will be admitted to the event. The Joint Personnel Adjudication System (JPAS) will be used to verify security clearances. The corporate security official or official designee shall send a visit request(s) through JPAS using AFLCMC-HBC’s SMO Code OD1MF1FN6. (The first digit is the letter O.) For planning purposes, all visit requests must be sent to AFLCMC-HBC via JPAS by 18 March 2013.
2. Potential offerors will be restricted to a maximum of four attendees. If interested in attending the event, potential offerors are also required to complete and e-mail the “GAP-CIE Demonstration Attendance Request Spreadsheet” to Mr. Chris Darrell, darrelce@stratcom.mil and Ms. Rita James, jamesr@stratcom.mil no later than 18 March 2013. The following shall also be “cc” on the email; smalesl@stratcom.mil and reedm@stratcom.mil.
3. Access to Offutt AFB (OAFB): The Government will complete and submit an OAFB Entry Authority Listing (EAL) in advance to allow base entry to attendees who do not have a military I.D. or a Common Access Card. Upon arrival have your driver’s license available, enter OAFB through the USSTRATCOM gate, and tell the guard you’re here for the “GAP-CIE Demonstration.” The law enforcement officer will match your driver’s license to the EAL, and then allow you through the gate to proceed to USSTRATCOM, Bldg 500.
4. Access to the U.S. Strategic Command: For facility access, JPAS visit requests will be used to verify security clearances. Immediately have your security official follow up the JPAS entry with a confirmation e-mail to Ms. James, HBC Security Manager; cc Mr. Darrell. Ms. James will respond by e-mail upon confirmation of your JPAS information. The confirmation e-mail will also include additional entry procedures, and a map to familiarize attendees with Offutt AFB. Finally, all visitors must comply with USSTRATCOM’s Portable Electronic Device Infraction Policy. This means that personal digital assistants, cellular/personal communications system phones, two-way pagers, e-mail devices, audio/video recording devices (e.g., iPods, MP3 players), or hand-held/laptop computers are prohibited in the facility. Upon entering Bldg. 500, the USSTRATCOM Elite Guard will check I.D.s, conduct personal property inspections, and confiscate unauthorized items.
