GLOBAL ADAPTIVE PLANNING COLLABORATIVE INFORMATION ENVIRONMENT (GAP CIE) COST/PRICE MODEL
Solicitation # FA8707-12-R-0014
Date: 31 May 2013

Instructions

PRICE MODEL INSTRUCTIONS FOR
FA8707-12-R-0014
GAP CIE Pricing Model, Ver. 1.0 Dated 05/31/2013
Assumptions:
1.The Fringe Benefit allocation base is total labor dollars.
2.The Labor Overhead allocation base is total direct labor dollars PLUS associated fringe benefit.
3.The G&A allocation base is total cost input.
4.DCAA audited Facilities Capital Cost of Money (FCCoM), is incorporated in TAB "Loading Factors". Must submit DD 1861.
5.The Government will rely on Offerors to tell us in the TAB "Loading Factors" what their annual Full Time Equivalent (FTE) is per year.
6.Fixed Fee is not applied to ODCs Travel and Materials.
7.Client site refers to work done at Government locations.
Directions for PRIME:(ONLY FILL IN AREAS HIGHLIGHTED IN YELLOW)
1.Primes should delete TABs "0001 Sub", "0001 Skill Mix Hrs", "CLIN X004 ODC/Travel", "SUB Labor Prime Fills in", "Grand Total" and "IDIQ Rate Table" before sending to their Subcontractors.
2.Primes shall input the Skill mix / hours for the work to be performed for software deliveries under the "0001 Skill Mix/Hrs" tab, for themselves and their subcontractors IAW Section L of the soliciation. This tab has descriptions in the column headings comment boxes and further breakdown each major labor category into hours of specific tasks listed in this tab. All hour totals for each labor category and the grand total of hours will equal to the total hours on the corresponding "0001 Prime and 0001 Sub" tabs.
3.If required, Primes will bid all ODC / Travel costs, including associated burdens.
4.Primes shall manually fill in "SUB Labor Prime Fills in" tab, for their Sub's labor category, hours, rate and type of contract (use dropdown menu) for the FFP CLINs X005 and 0009.
5.Primes shall ensure the "Grand Total" tab accurately calculates all costs proposed.
Directions for both PRIME & SUB(s):(ONLY FILL IN AREAS HIGHLIGHTED IN YELLOW)
1.If the assumptions are valid, fill in only the cells that are highlighted in yellow, beginning with the company name at the top of the "Loading Factors" tab.
2.If the assumptions are not valid, modify appropriate loaded rates in the "Loading Factors" tab, and if needed throughout all TABs. Identify changes by highlighting the cells with changed formulas in Green and describe the changes as well as the reasons for those changes in the space provided at the bottom of the "Loading Factors" tab.
3.Primes and Subs shall complete tab "0001 Prime". Once you input the Labor Categories, direct rates, and hours the remaining columns and rows will automatically fill in based on the information provided in the "Loading Factors" tab.
4.Primes and Subs shall complete tab "CLINs X005, 0009 FFP". The Prime and/or Sub shall provide an explanation of rate build-up if the rate proposed for a particular Labor Category under this TAB is different than the Total Rate shown on the "0001 Prime" tab.
5.Proposed costs shall have no more than two rounding places. We understand minor rounding errors. (Amounts in "Grand Total" will be to the nearest whole dollar.)
6.If applicable provide your proprietary statement in the footer of each TAB.
Directions for SUBs:(ONLY FILL IN AREAS HIGHLIGHTED IN YELLOW)
1.Subcontractors must submit to the PCO the following TABs "Loading Factors", "0001Prime", and "CLIN X005, 0009 FFP"
2.Subcontractors must submit to their PRIMES their fully burden rates by Labor Category so that the PRIMES can fill in the "0001 Sub" and "SUB Labor Prime Fills in" Tabs
Helpful Hints and Reminders:
1.For approved DCAA loaded rates not identified in the Loading Factors TAB you can include these changes by inserting or deleting new rows or columns in the middle of ranges, the applicable formulas and references for computational cells can be input using the "click and drag" technique.

Smales Lee E CIV USSTRATCOM/ESC-HSB:

Tasks include database design, database performance tuning, database administration, and a understanding of the implementation language and environment.

Smales Lee E CIV USSTRATCOM/ESC-HSB:

Design of specific software components and patterns within the context of the established software Architecture Based Design artifacts and architectural guidelines.

Smales Lee E CIV USSTRATCOM/ESC-HSB:

Develop the operational source code to include the input and/or output of a programming language conversion process, such as machine code, object code, and source code.

Smales Lee E CIV USSTRATCOM/ESC-HSB:

Task includes the testing of individual units of source code to determine if they fit for use. A unit is the smallest testable part of an application.

Smales Lee E CIV USSTRATCOM/ESC-HSB:

Review of the code and unit test outputs to validate operational suitability and determine action Items. All new and modified code as well as modified generated code is to be reviewed. Code review is not necessary for unmodified generated code.

Smales Lee E CIV USSTRATCOM/ESC-HSB:

Corrects the defects that are found in the coding process after unit test and code reviews.

Smales Lee E CIV USSTRATCOM/ESC-HSB:

Tasks include the processes, procedures and reviews that allow developed software access to the STRATCOM environment.

Smales Lee E CIV USSTRATCOM/ESC-HSB:

Development, production, and delivery efforts required to provide CDRL Data Items in accordance with contract instructions.

Smales Lee E CIV USSTRATCOM/ESC-HSB:
