FA8723‐17‐R‐0001 ‐ Government Response to Industry
Line Doc/Atch Paragraph/ Comment Justification/Rationale Government Response Action Date Released ID Item to Industry
1 Sect L L‐III(a)
This section provides the list of Non‐Government Advisors (NGA) whom may be assisting with Government Source Selection. Please provide the Contract Number, Cage Code, or any other POC information to assist in locating the appropriate NGA contact.
Objection to disclosure of a portion of a Contractor's proposal to NGA's is required to the Contracting Officer within 10 calendar days of the issuance of the solicitation. From experience, it's been difficult to get NGA companies to respond even after the correct company POC is contacted. Contract Number, Cage Code, or other POC identification information would help expedite Non‐Disclosure Agreement execution or determination of any objections.
All known info on the subject has been posted to FBO on 2 May 16, 27 Jun 16 and 14 Dec 16. Mr Ciesielski said he would take an action item to try and find additional POC information for the FFRDCs.
The Government will post any new information we receive to FBO.

2 Sect L 9.2.7.6.2 9.3.4.2
Latest DRFP (paragraph 9.2.7.6.2) identifies Government established travel dollars to be proposed for each order (which include all allowable indirect costs). Paragraph 9.3.4.2 restates the requirement to propose travel in accordance with the Government established travel dollars. Paragraph 9.3.4.2 also states to provide the location, number of trips, days and travelers. If we are only proposing Government established amounts for travel, will the direction to provide location, numbers of trips, days and travelers no longer be required?
Clarification. Request for additional data is inconsistent with Government provided travel dollars.
The instructions to provide the information for the seven elements listed in paragraph 9.3.4.2 will remain.
As stated in Section L, paragraph 9.3.4.2, "[t]he offeror shall propose the travel required to implement its proposed approach to satisfying the requirements." This paragraph goes on to state, "[f]or proposed travel, the offeror shall identify the following information" and then lists the seven elements of information the offeror must provide for trips it proposes.
The reference to paragraph 9.2.7.6.2 in this paragraph is to make it clear that the costs proposed for travel are to be the Government‐established amount instead of any costs specifically based on the trips proposed. The Govenrment will consider proposed travel as an aspect of the offeror's overall approach detailed in the offeror's BOEs (see paragraph 9.3.6.5, item 12, which states, "[i]f required to support associated work, the offeror shall identify the required travel in accordance with paragraph 9.3.4.2.")
No change to the solicitation.
The Government needs to post a response to the question after all questions received by the deadline ‐ 3 Jan 17 ‐ have been adjudicated.

10 IDIQ Exh A n/a
The IDIQ Exhibit A contains a comprehensive listing of the CDRLs for the contract. Our RFP review has shown numerous examples where the IDIQ CDRL data item number does not match the individual CDRL data item numbers within the TO/DOs.
For example, Training Conduct Support Document is labeled in the PWS/SOW’s as Bn3N, An37, B042, A03U, B03X, B042, C03U, and C03Z. In the overarching IDIQ Exhibit A CDRLs, it is numbered as “An42”.
Since industry is proposing to the delivery and task order CDRLs only, please confirm that the bidders should follow the TO/DO CDRL data item numbering, with no contractor action required to address the disconnect with overarching IDIQ contract Exhibit A.
n/a
The CDRL data items are numbered, in sequence, by Exhibit, per the DFARS.
Therefore, it is possible similar data items across multiple Exhibits will have different data item numbers.
Correct, industry is to propose to data items contained in the Exhibits and called in the work statements which attached to the delivery and task orders, and is not expected to propose to the IDIQ Exhibit.
No change to solicitation.
