NOTICE TO PROSPECTIVE OFFERORS
Sustainment and Modification of Radar Sensors (SMORS) Acquisition
Conformed SF33 and SB Q&A Solicitation #FA8723-17-R-0001
19 January 2017
The intent of this notice is to provide the SMORS Industry partners a conformed SF33 incorporating all changes to the SF33 addressed through amendment 0003 and answer an Industry question of Section M.
Updated Section J attachments that were changed through amendment 0003 were posted to FBO with amendment 0003 on 13 Jan 17.
1. Industry Question:
RFP Reference: M 2.6 The Government will evaluate the offeror’s proposed approach for meeting the SMORS Contract Small Business (SB) goals of 20% of the total contract dollars proposed for the Orders included in the solicitation being awarded to small business with 5% of this total being awarded to Small Disadvantaged Businesses (SDB).
Clarification: Will the Government please clarify that the SDB goal requirement of 5% SDB is based on total subcontract value in alignment with the DoD goal requirement?
2. Government Response:
As stated in IDIQ, Attachment 10, Section M, para 2.6, “The Government will evaluate the offeror’s proposed approach for meeting the SMORS Contract Small Business (SB) goals of 20% of the total contract dollars proposed for the Orders included in the solicitation being awarded to small business with 5% of this total being awarded to Small Disadvantaged Businesses (SDB).” For solicitation FA8723-17-R-0001, the goal for SDBs is 5% of the goal for SBs (which is 20% of the total contract dollars proposed for the Orders included in the solicitation). The 5% is not calculated against “total subcontract value.” Section M does not use the terminology “total subcontract value.”
