1.0 PROGRAM STRUCTURE AND OBJECTIVES

1.1 Program Description

1.1.1 The Sustainment and Modification of Radar Sensors (SMORS) Contract will provide depot-level sustainment services and modification projects for the Missile Warning/Missile Defense (MW/MD) and Space Situational Awareness Ground-Based Radar (GBR) sensor systems and associated support systems under Air Force Space Command (AFSPC) and Missile Defense Agency (MDA) responsibility. This support includes performing High-Altitude Electromagnetic Pulse (HEMP) Hardness Maintenance (HM) and Hardness Surveillance (HS)(HM/HS) on the systems being sustained as well as some associated systems. The existing System Engineering and Sustainment Integrator (SENSOR) Contract currently provides depot-level sustainment services and modification project support similar to what the SMORS Contract will provide. The SMORS contractor will maintain the readiness and operational capability of SMORS Contract-covered systems during the Periods of Performance (PoP) of the Orders. It encompasses all critical functions related to weapon system readiness. The focus of the SMORS Contract is to provide effective sustainment and maintain required system availability at an affordable price. This dictates a seamless, integrated, continuing process to assess and improve product support strategies.

1.1.2 The SMORS Contract will support the Ballistic Missile Early Warning System (BMEWS) and PAVE Phased Array Warning System (PAWS) radars, and the Perimeter Acquisition Radar Attack Characterization System (PARCS). The BMEWS/PAVE PAWS (BPP) radar sensors in the Early Warning Radar (EWR) configuration and PARCS radar sensor contribute MW data to the ground-based radars portion of the Integrated Tactical Warning/Attack Assessment (ITW/AA) system. These radar sensors also perform a space surveillance mission and are therefore considered “collateral” Space Surveillance Network (SSN) sensors. The BPP radar sensors in the Upgraded EWR (UEWR) configuration support the Missile Defense network. These systems are located as follows:

• The BMEWS radars are located at: Thule Air Base (AB), Greenland (BMEWS I); Clear Air Force

Station (AFS), AK (BMEWS II); and Royal Air Force (RAF) Fylingdales, UK (BMEWS III).

• The active PAVE PAWS radars are located at: Beale Air Force Base (AFB), CA (PAVE PAWS

West); and Cape Cod AFS, MA (PAVE PAWS East). The PAVE PAWS radar at Robins AFB, GA (PAVE PAWS South), is in caretaker status.

• The PARCS radar is located at Cavalier AFS, ND.

1.2 Program Objectives

The overarching objective of the SMORS Contract is to deliver required system sustainment in a cost effective manner.

1.3 Contract Structure

1.3.1 The SMORS Contract will be a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) (SAIDIQ) contract that will provide for on-going depot-level sustainment, HEMP HM/HS and modifications for the BPP and PARCS radars. The contract will also include providing depot-level sustainment services, modification projects and Operations, Maintenance and Support (OM&S) services for the non-mission system development and test environment systems associated with these operational radars. The contract ceiling is $866 million. The Government anticipates awarding the IDIQ contract in Dec 17. The SMORS Overarching Contract Scope document describes the overall scope of the SMORS Contract. The initial award of the SMORS Contract will include the basic IDIQ contract and the Transition In Task Order [FA8723-17-F-0001 (F0001)]. The Government may award one or more of the other Task Orders (TO) and Delivery Orders (DO) included in the solicitation, as well as additional TOs/DOs for future requirements. For bidding purposes, the Government anticipates, the BMEWS/PAVE PAWS Sustainment TO [FA8723-17-F-0002 (F0002)] and the PARCS Sustainment TO [FA8723-17-F-0003 (F0003)], if awarded, will be awarded at the same time with parallel periods of performance. The Ordering Period for the SAIDIQ contract will be sixty (60) months from contract award. The period of performance or delivery date of each order will be identified in the individual order and shall not exceed 24 months from the last day of the Ordering Period.

1.3.2 The BPP Sustainment TO (F0002) and the PARCS Sustainment TO (F0003) include integrating products and results from efforts external to the BPP and PARCS Sustainment TOs. This includes integrating (i.e., assimilating) products and results from external, third-party contractors whose efforts will be executing via other contracts when the SMORS contractor assumes sustainment responsibility for the SMORS Contract-covered systems (should the Government issue the BPP and PARCS Sustainment TOs); this document refers to these efforts as “In Flight” Projects. 1.3.3 The Government anticipates executing additional projects via Orders against the IDIQ contract throughout the ordering period. The Government will define the requirements for each additional Order using a separate PWS or SOW. The execution of any additional Orders is dependent on available funds and may fluctuate in scope from Order to Order. The period of performance or delivery date will be specified in each Order. All work to be accomplish via the SMORS Contract must be completed not later than 84 months from SAIDIQ contract award.

2.0 GENERAL INSTRUCTIONS

2.1 General Instructions

2.1.1 The offeror must include in their proposal all data and information requested in Section L. The offeror shall submit all requested data and information in accordance with these instructions. In developing its proposal, the offeror shall comply with all the requirements contained in the Request For Proposal (RFP). The Government may consider an offeror who submits a non-conforming or incomplete proposal to be non-responsive and ineligible for award.

2.1.2 The proposal shall be clear, concise and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather provide convincing rationale to address how (to include approach and associated resources) the offeror intends to meet these requirements. The offeror shall assume the Government has no prior knowledge of the offeror’s capabilities, experience, areas of expertise, unique skills or facilities. The Government will base its evaluation on the information presented in the offeror’s proposal and past performance information gathered through other means.

2.1.3 Elaborate brochures or documentation, binding, detailed artwork and other embellishments are unnecessary and the Government does not desire them.

2.1.4 The offeror shall submit a proposal with a proposal acceptance period [Block 12, Standard Form (SF) 33] of at least 365 calendar days.

2.1.5 In accordance with FAR Subpart 4.8, Government Contract Files, the Government will retain one

(1) copy of all proposals submitted. The Government will destroy all other copies of proposals submitted.

2.1.6 The offeror (division level) shall submit no more than one (1) proposal in response to the SMORS RFP. If the offeror (division level) provides more than one (1) proposal, the Government will eliminate all proposals from consideration. There is no prohibition of one or multiple divisions of a company supporting competing offerors proposing to be the prime contractor.

2.2 General Information

2.2.1 Point of Contact

The Contracting Office is the sole point of contact for this solicitation. The offeror shall address any questions or concerns to:

Mr. Jamey Ciesielski, DAF or Ms. Jodi McCallum, DAF

AFLCMC/HBQK

130 W. Paine St., Bldg 1840 Peterson, CO 80914-2100

(719) 554-8916 aflcmc.hbqk.smors@us.af.mil

2.2.2 Questions, Discrepancies, Errors and Omissions

The offeror may submit questions regarding the solicitation on or before 12:00 pm Mountain Time (MT), 3 Jan 17. If an offeror believes the requirements in these instructions lack clarity, contain a discrepancy, error, omission or are unsound, the offeror shall contact the CO immediately with supporting rationale as well as the remedies the offeror is asking the CO to consider as related to the omission or error. If the Government validates the issue submitted by the offerors, the Government may place responses in the

SMORS Bidders’ Library and will amend the solicitation, if needed, and post to FedBizOpps (FBO.gov) for all offerors to access.

2.2.3 Debriefings

The CO will promptly notify offerors of any decision to exclude them from the competitive range or otherwise exclude them from the competition. Following any such notification, excluded offerors may request and receive a debriefing in accordance with FAR 15.505. Any offeror excluded from the competitive range may request a preaward debriefing or it may choose to wait until after the source selection decision to request a postaward debriefing; however, an offeror excluded from the competitive range is entitled to no more than one debriefing for each proposal. The CO will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.503.

Following any such notification, unsuccessful offerors may request and receive a debriefing in accordance with FAR 15.506. Any offeror desiring a debriefing shall make its request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.

2.3 SMORS Bidders’ Library

The Government established an on-line reference Bidders’ Library for unclassified information related to this solicitation. The Government also established a classified reference Bidders’ Library for classified information related to this solicitation. This classified Bidders’ Library includes the classified information related to the SMORS Contract-covered systems. To request access to the SMORS Bidders’ Libraries, see the instructions posted to FedBizOpps.

2.4 Oral Presentations

The Government will not use oral presentations as part of the evaluations of offerors’ proposal submissions.

2.5 Exchanges of Information

The CO will control exchanges of source selection information between the Government and offerors.

For unclassified, electronic information, the CO will use email to transmit such information to offerors only if both parties can send and receive encrypted email or other comparable security mechanisms are available. These emails shall include “Source Selection Information – See FAR 2.101 & 3.104” in the subject line. Otherwise, the CO will transmit source selection information via the US Postal Service, other postal service providers (e.g., Federal Express, etc.), fax, pick-up/drop-off by local representative or other means available that provides suitable control of source selection information. In all cases, regardless of the methods used, the offeror is responsible for ensuring the Government receives any communications within established timeframes. Should exchanges of classified information be necessary, the CO will accomplish those exchanges using the appropriate mechanisms and processes based on the classification.

2.6 Discussions

2.6.1 The Government will evaluate proposals against the factors and subfactors identified in Section M of the solicitation. To maximize the Government’s ability to obtain best value, the Government intends to conduct discussions; however, the Government reserves the right to award this effort based on initial proposals, as received, without discussions. Prior to entering discussions, the Government will establish a competitive range. If the Government conducts discussions, based on the initial evaluation of each proposal, the Government will establish a competitive range comprised of all of the most highly rated proposals, unless the Government further reduces the range for efficiency purposes [see FAR 15.306(c)].

If the Government determines an offeror’s proposal should no longer be included in the competitive range, the Government will eliminate the proposal from consideration for award. Therefore, the offeror’s initial proposal should contain the offeror’s best offer. The Government will conduct discussions with every offeror remaining within the competitive range. The Government will tailor these discussions to each offeror’s proposal and the scope and extent of these discussions are a matter of the Government team’s professional judgement. If, during discussions, the Government determines it is in the best interest of the Government to do so, the Government may conduct one (1) or more additional competitive range determinations.

2.6.2 The purpose of discussions may be to gain an understanding of aspects of a proposal, address uncertainties, correct deficiencies or significant weaknesses in the proposal, correct minor errors, negotiate or address any adverse past performance information to which the offeror has not yet had an opportunity to respond. The Government will consider the correction potential of proposals, in the context of an efficient source selection, in determining the content and extent of discussions with the offerors in the competitive range. If conducted, the Government will accomplish discussions in writing by issuing Evaluation Notices (EN) and may conduct face-to-face meetings at Peterson AFB or telephone conferences to supplement written exchanges. The CO will provide detailed instructions prior to conducting discussions. Should the Government conduct discussions with face-to-face meetings or telephone conferences, the offeror will be responsible for reflecting the results of such exchanges in their formal EN responses (including any associated proposal change pages). The Government will evaluate the offerors’ proposal revisions, if any, and consider responses to ENs and supporting materials provided during discussions in establishing interim ratings at the conclusion of discussions. The offeror will be responsible for reflecting the results of discussions in any subsequent Final Proposal Revision (FPR) should the Government request one. The Government will evaluate the offerors’ FPRs to determine the best value offer. Any changes or exceptions in an offeror’s FPR are subject to evaluation without further discussions and may introduce risk that the Government determines the offeror’s proposal is unacceptable and ineligible for award.

3.0 PROPOSAL SUBMISSION AND ELECTRONIC FORMAT

3.1 Proposal Delivery

3.1.1 The offeror shall deliver its proposal to the Contracting Officer. See paragraph 2.2.1 for the CO’s contact information.

3.1.2 The offeror shall coordinate delivery of proposals with the CO at least 24 hours in advance of the due date/time to ensure the CO (or representative of the CO) will be at the location to receive proposals.

Proposal delivery cannot occur after 3:00 pm Mountain Time (MT).

3.1.3 The offeror shall submit all copies of proposals to all recipients no later than 3:00 pm MT, 10 Feb 17.

3.1.4 The offeror may submit its Past Performance Information as soon as practicable, but no later than deadline for proposal submissions identified in paragraph 3.1.3.

3.1.5 In addition to delivering the proposal to the Contracting Officer, the offeror shall deliver, by the date and time specified above, copies of the Cost/Price volume(s) of the proposal to the cognizant Defense Contract Management Agency (DCMA) Contract Administration Office (CAO) and Defense Contract Audit Agency (DCAA) office.

3.1.6 The Government will disposition proposals received after the due date and time specified in paragraph 3.1.3 in accordance with FAR 15.208.

3.2 Electronic Proposal Submissions

3.2.1 The offeror shall deliver two (2) separate electronic copies of its proposal as set forth in Table 1, not including Volume IIA, Classified Static Code Analysis and Volume VI, Classified Past Performance (if applicable). The offeror shall submit separate CDs/DVDs for each volume and shall indicate on each CD/DVD the volume number, title, solicitation number and the offeror’s name. The offeror shall deliver, separate from the remainder of its proposal, two (2) electronic copies of Volume IIA, Classified Static Code Analysis. If applicable, the offeror shall deliver, separate from the remainder of its proposal and the Classified Static Code Analysis, two (2) electronic copies of Volume VI, Classified Past Performance, for citations classified no higher than SECRET. For citations classified higher than SECRET, the offeror shall submit Volume VI, Classified Past Performance, as hardcopy only; in this case, the offeror shall submit one (1) copy and shall coordinate the delivery with the Government Contracting Officer. The offeror shall verify that all files on all discs can be accessed.

3.2.2 For each copy submission, offerors shall place all CDs/DVDs in plastic sleeves/cases in a single 3-ring binder.

3.2.3 The offeror shall submit the electronic copies of the proposal in formats readable by Microsoft (MS) Word 2010, MS Excel 2010, MS PowerPoint 2010, MS Project 2010 and Adobe Acrobat X Pro.

See Table 1 for a complete list of the required proposal elements. The offeror shall include native file (e.g., *.docx) and Portable Document Format (PDF) (*.pdf) versions of all textual material, with all text and text-based elements in tables, figures and graphics electronically searchable and copy-enabled regardless of the document type.

3.2.4 The offeror may use hypertext links to facilitate navigation within the documents of that volume.

Within the stated volume, the offeror shall use separate folders and files to permit rapid location of all portions of that specific volume, including subfactors, exhibits, annexes, attachments and embedded files (icon-based files embedded in pages within other files), if any.

3.2.5 In addition to the requirements of paragraphs 3.2.3 and 3.2.4, the offeror shall also submit a combined copy of all documents within each volume in a single, continuous, editable and unrestricted PDF file. This applies to each submitted volume identified in Table 1. For example, for Volume V – Contract Documentation, the offeror shall submit all required documents as required in paragraphs 3.2.3 and 3.2.4, as well as submit all the documents within Volume V in a single, continuous, editable and unrestricted PDF file, i.e. Cover Sheet, Volume Table of Contents, IDIQ Model Contract, Exhibit A (CDRLs), Attachment 1 – Overarching Contract Scope, etc. in a single, editable, continuous PDF file.

3.2.6 If files are compressed, the offeror shall include the necessary decompression program.

3.2.7 In the event of conflicts between the native file (e.g., *.docx) version of a proposal element and the PDF version, the Government will assume the PDF version is correct.

3.2.8 In discussions (see Section L, paragraph 2.6), the Government will require offerors within the competitive range to resubmit their entire proposal when submitting any revised proposal elements; this does not include classified elements unless the Government requests such re-submissions specifically.

The Government will also require a complete proposal submission with the FPR (should the Government request one), not including classified elements unless the Government requests resubmissions specifically. With each proposal resubmission, the offeror shall provide, in addition to the Master Table of Contents required for Volume IA, a separate Proposal Change Table of Contents identifying what documents changed in the resubmitted proposal from the previously submitted proposal. In the offeror’s proposal resubmission, the offeror shall submit a version with tracked changes and a “clean” version with all changes accepted and incorporated. The offeror shall submit the combined single, continuous editable and unrestricted PDF file copy of all documents for each volume provided with the offeror’s proposal resubmission, as required in paragraph 3.2.5, “clean” and without track changes.

3.2.9 For all classified portions required in its proposal submission, the offeror shall comply with the instructions in paragraph 3.3.10.

3.3 Proposal Content

The offeror shall include in its proposal the elements identified in Table 1.

3.3.1 Proposal Elements

A complete proposal consists of the specified number of separate volumes and attachments identified in Table 1. The format of each volume shall correlate directly with the instructions in Section L. The proposal must provide a direct correlation to the specific questions and requirements given in each instruction. The offeror shall use the titles and include the content for its proposal volumes as defined in this Table. The offeror shall include all required elements within the required page limits.

3.3.2 Cross-Referencing

The offeror shall use cross-referencing within a volume, to applicable attachments to a volume or portions of other volumes to prevent excessive duplication unless specifically prohibited; however, cross-referencing should not impair clarity, as clarity is paramount. The electronic copies of proposal volumes may use hyperlinks to cross-references within a single file. For all other required information, the Government will assume the offeror has omitted it from the proposal if the information is not found in its designated location.

3.3.3 Numbering

The offeror shall use a common paragraph numbering and outlining system among the tasking statements in the Contract Work Breakdown Structure (CWBS) and the Integrated Master Schedule (IMS) that is consistent with the Program WBS (PWBS).
