NOTICE TO PROSPECTIVE OFFERORS
Sustainment and Modification of Radar Sensors (SMORS) Acquisition
Cross-Reference Matrix Use Solicitation #FA8723-17-R-0001
18 January 2017
The intent of this notice is to provide the SMORS Industry partners information regarding the Government’s intent of the Cross-Reference Matrix addressed in IDIQ, Section J, Attachment 9, Section L, para 5.3.
1. Industry Question:
There appears to be some inconsistencies in the Cross-Reference Matrix provided in Section L. For example, under the BPP Sustainment Task Order (F0002), the row associated with WBS 1.2.1.1, BPP Programmed Depot Maintenance (PDM), shows the applicable CLINs as “n001, n007.” However, this WBS element has 5 sub-elements tied to the FPIF Labor (and associated Data) CLINs (n001, n007), CPIF Labor (and associated Data) CLINs (n002, n008), the CR Material CLINs (n003), the CR Travel CLINs (n004), CR ODCs CLINs (n005) and the CR Software Licenses & Subscriptions CLINs (n006).
Thus, it appears this row should show all of these CLINs. Could the Government clarify its intent for the various rows in the Cross-Reference Matrix where such apparent disconnects exist?
2. Government Response:
The Government acknowledges there are disconnects in the Cross-Reference Matrix template included in Appendix A. The Matrix the Government included in Appendix A is a template and was intended to provide offerors an understanding of the type of information the Government anticipates offerors will provide in their proposals. The Government instructed offerors to use this template as the basis for the Cross-Reference Matrix required to be included in their proposals. As a template, offerors should adjust the rows to be consistent with their proposals and provide the appropriate information for the items addressed by the columns, both of which could necessitate an offeror changing the entries the Government provided in the template.
Paragraph 5.3 provides the instructions regarding the Cross-Reference Matrix. The Cross-Reference Matrix an offeror provides will be for informational purposes only and the Government will use it as a tool to better understand how different elements relate to each other within the offeror’s proposal and to the various elements of the solicitation. If the Cross-Reference Matrix conflicts with any other requirement, direction or provision in the solicitation, the other requirement, direction or provision shall take precedence over the Cross-Reference Matrix. The Government will not evaluate the Cross- Reference Matrix.
