PWS 1.2.1 How many AFSC/MOS labor categories are required by the AAF, as listed in the

Tashkil, to support the C-208B? For instance Engine Mechanic, Avionics, etc. How many of each MOS, and what skill levels for each?

The contractor is responsible for teaching to the approved Master Task List (MTL) attached to the Performance Work Statement (PWS).

PWS 1.2.3/3.10.3.1 Provides that security will be provided by coalition forces or coalition contracted forces. Does the USG currently have the requirements identified for a coalition contracted force / Private Security Company mandating the utilization of Ex-Pats, TCNs & LNs. In what capacity will each of the nationalities provide?

See Site Visit information regarding provided security. See FBO Post dated 8 Feb 16.

PWS 1.2.3/3.10.3.1 Will security measures of the workplace and residential be identical with the U.S.

military/USG requirements even if provided by a coalition contracted force/Private

Security Company?

There is no guarantee security will always be provided by US Security Forces, but security will always be provided.

PWS 1.2.3/3.10.3.1 Please define what is covered under Life Support Services provided (under 3.10.3.1) i.e. meals, water, transportation, USG equivalent approved lodging, internet security etc.?

The planned Government Furnished Contractor Support Clause (5152.225-5908) will be attached to the Final RFP. This Clause will identify the anticipated Government furnished life support services for the contract.

PWS 1.2.3.2 Military Airlift (Mil Air) for Freight Forwarding or can contractor solution Freight

Forwarding with commercial capabilities?

The offeror may propose a solution for freight forwarding with commercial capability as a waiver for the use of Defense Transportation Services will most likely be executed.

PWS 1.2.3.3 Requires the contractor to furnish transportation for remobilization in the event Mil

Air is not available. Assume this means ground transportation, what security will be provided for the movement of the contractor vehicles as we transition between the bases?

The Government is not dictating ground versus air transportation in the event of remobilization. The USG does not anticipate providing security for contractor furnished remobilization.

PWS 1.2.4.2/1.2.5.2 Requires the contract to only furnish support to AAF-Responsible aircraft when the

AAF has exhausted all available resources and request assistance through the USG for assistance on a task specific basis. PWS paragraph 3.2.5.2.1 and 3.2.5.2.2 identifies two specific tasks that the contractor shall be responsible for on all aircraft, propeller props and over-torque engine repairs. Is the contractor required to repair these two items whether or not the AAF request assistance IAW 1.2.4.2/1.2.5.2?

Propeller repairs and engine over-torques as identified in the PWS will be handled the same as any other repair for the AAF-Responsible aircraft. This will be clarified in the final PWS.

These types of activities will be required by the contractor for the Contractor-Responsible aircraft under the definition of CLS services.

PWS 1.2.5.1 Do all maintenance billets require an A&P certification (to include AGE/GSE and maintenance instructors)?

Specific positions require an FAA A&P license IAW Title 14 of the Code of Federal

Regulations to include experience requirements. The following positions require these A&P licenses: all Maintenance Instructors, all FSR(s), and at least 50% of maintenance positions.

The FAA A&P licensed maintenance positions must have the necessary FAA sign-off authorities and certifications. See the forthcoming final PWS for additional information.

PWS 1.5.2.2 Please provide the instructions for registration in JCXS. Please refer to the JCXS website for all necessary information. https://www.jccs.gov/

Please identify the contract information for the contractors the USG requires ACAs with.

The USG is not mandating certain ACAs. However, the offerors must have the necessary

ACAs to execute the requirements and receive the requisite technical data.

PWS 1.2.5.3 Are there any other contractors/contracts that will be collocated with the C-208B that will require an ACA in order to successfully execute this scope of work?

The USG is not mandating certain ACAs. However, the offerors must have the necessary

ACAs to execute the requirements and receive the requisite technical data.

PWS 3.1.2.5.4 "The contractor shall provide, quarterly, one (1) copy of the pilot operating handbook, pilot’s normal checklist, and the pilot’s emergency checklists."

Is the Pilot handbook requirement relevant to an Aviation Maintenance CLS and

Maintenance Training program? Are you requiring the contract to also provide pilot operating manuals?

The pilot operating handbook does not need to be an element of the Maintenance and

Logistics Training Program, however, it is a requirement of the contract awardee to supply one (1) copy each quarter. No, the contractor is not required to provide pilot operating manuals.

PWS 3.2 Please define/explain ancillary supplies. The Government feels that it has provided sufficient information to allow offerors to propose successfully to this requirement.

PWS 3.3.5 "The contractor shall provide support for design changes to the C-208B aircraft.

(CDRL A0XX, DI-CMAN-80639C/T)" What CLIN would this fall under, recommend a

T&M or Cost type CLIN as "providing support for design changes" does not provide enough definition for a FFP effort?

Future design changes, engineering change proposals, etc. will be handled with a reserve

CLIN that will be activated once the specific changes are identified. The offerors should not provide pricing for design changes with their proposals.

PWS 3.6.6 "The contractor shall be responsible for the transportation cost of all personnel and contractor materials to and from program Area of Responsibility, as listed in 1.2.3 of this PWS.” PWS 1.2.3 lists several work locations. What kind of security will be provided during transit from one work location to another?

The USG does not provide security in and out of Afghanistan. Space-Available seats on military aircraft may be available in the event of remobilization.

PWS 3.6.10.4/3.6.10.5 The SCM ensure only C-208 aircraft materials, mod kits and GSE are stored in the

ASD/storage location and ensure no USG mod kits are cannibalized:

Will we have total control over the areas referenced in the paragraphs?

The ASD provides certain space available for the C-208B Program (reference Site Visit

Materials identified in the Bidders' Library on 8 Feb 16). While the contractor does not have total control over the ASD, the contractor will be required to secure their materials in the

ASD. Other contractors have added cages, cypher lock doors on the second level, etc. The contractor needs to provide their solution for securing materials.

PWS 3.8.1.5 Are the flight line fire extinguishers required in this opportunity? Yes

PWS 3.9.3.1 Will there be an environmental baseline study provided to the contractor? No

PWS 3.10 Who is responsible for cleaning office and work spaces, will the USG provide the approved metal containers discussed in 3.10.1.6?

The contractor is required to clean office and work spaces. No, the USG will not provide the approved metal containers discussed in 3.10.1.6.

PWS 3.10.3.1 NOTE Medical and dental care shall be provided by the local economy – e.g., military retirees serving as contractors are to use services provided by the local economy and not expect USG-provided services. Please clarify, not sure what it means.

The USG will only provide medical or dental care in the event of risk to life, limb, or eyesight.

PWS 3.10.2.3 Will the USG be providing telephones and internet service as GFP? The USG does not anticipate providing these services.

DRFP 5152.225-5908 Clause provides for housing but limits it to one location (Kabul), the PWS makes it clear that the contractor will be supporting multiple locations, what are the secure housing arrangements at the other locations.

The clause will identify both locations in the Final RFP.

DRFP 252.228-7001 Will the USG include 252.228-7001 Ground and Flight Risk in the RFP? The USG does not anticipate including this clause in the final RFP.

RFP CLINs 0002 & 0003 Are the AAF Fleet sustainment and O&A CLINs for labor and material or labor only?

Also please confirm those are the only T&M CLINs all others are FFP.

There are two Time and Materials CLINs for the base and each option year: AAF Spares

Replenishment and Over & Above activities. O&A will include labor and material. However, the contractor shall only propose a composite labor rate for O&A tasks. Material will be proposed when each O&A activity is identified. AAF Spares Replenishment will be for material and shipping costs only, however, this CLIN will not be evaluated as part of the offeror's proposal.

PWS 3.6.9 Packaging, Handling, Storage, and Transportation (PHS&T): Does this entail USG and

AAF aircraft?

PWS 3.6.9 applies to both Contractor-Responsible and AAF-Responsible a/c.

DRFP 252.211-7006 Requires the contractor to verify if items are going to one of the locations listed at http://www.acq.osd.mil/log/rfid/. This link appears to be broken, please provide the list of locations that will require the passive RFID tags.

This clause will not be included in the Final RFP.

DRFP 252.211-7007 Please confirm that this clause is only applicable to items entering the DoD supply system and is therefore not applicable to this work effort. Request this clause be deleted.

As GFE will be provided for this effort, DFARS 252.211-7007 will be included in the RFP and eventual contract.

DRFP 252.245-7001 Please confirm that there are no serially-managed items on this contract therefore clause 252.245-7001 is not applicable at this time. If serially managed items are added to the contract at a later date it will be added via modification and the contractor will be allowed to price the UID markings at that time.

Currently, there are no serially-managed items on this contract. However, DFARS 252.245-

7001 will be included in the RFP and eventual contract due to the inclusion of GFE.

PWS 3.7 Will the USG provide a definitive list of what is considered O&A work? See PWS 3.7.

Please clarify how many living spaces (i.e. beds) will be made available to contractor by site?

Sufficient living quarters will be provided to the contract awardee.

“The contractor shall provide replenishment of non-reparable GSE (including special tools) to maintain GSE levels..” Is this a reimbursable item? If not, will the government provide a list of GSE to better calculate this cost?

Replenishment of AAF GSE will be handled as over and above actions in accordance with

PWS 3.7.

PWS 3.11.3.7 Is the successful bidder responsible for supply chain management of the ASD or will they be considered a "user" of the MIS?

The successful bidder is not considered responsible for the ASD outside of stocking parts for the AAF and keeping the two inventories separate (contractor and AAF). Please see answer

18 above for additional information. The IFS/MIS requirement has been removed at this time.

PWS 3.11.3.7 If supply chain management is not a required performance function, why is the successful bidder expected to purchase the software modules as required in

Reference 1?

The IFS/MIS requirement has been removed at this time.

PWS 3.11.3.7 If the contractor provided these modules, would the contractor be required to provide a separate server for this software and/or also fund the integration of these modules into the existing system?

The IFS/MIS requirement has been removed at this time.

PWS 1.2.4 Due to the fact that the verbiage changed from USG-Responsible to AAF-Responsible, is it still possible that aircraft will be transitioned to Afghan control?

Yes, aircraft title will likely be transferred to AAF prior to CLS start. However, maintenance responsibility will be broken out into Contractor-Responsible for the identified aircraft in the

PWS, and AAF-Responsible for the others.

PWS 1.2.4 Will the Afghans be transferred support equipment and materials when the title transfer occurs?

No, only the title to the aircraft will transfer. Ground support equipment and materials will not be provided for Contractor-Responsible aircraft. These items will be contractor-furnished equipment.

Will a Government Furnished Property List be provided? Yes, a list was included in the Bidders' Library on 05 February.

PWS 3.2.5.1 Is the requirement for FAA A&P certificates only, or is there an equivalent that is acceptable?

No equivalent is acceptable.

PWS 3.3.6 Is there a requirement for a specific number of field service representatives (FSR)? Currently only FSR support at Kabul is required. The Government is not stating a specific number. The potential offerors should include this in their approach, but pay specific attention to the requirements for FSR support in the PWS.

Is there a comprehensive security contract for Afghanistan? If so, who provides services?

See previously answered questions regarding security.

PWS 3.11.2.4.1.1 Will the maintenance training device (MTD) be ready to use on Day 1? The USG anticipates that the MTD will be ready for use on Day 1 of this contract.

Is the USG still requiring a 30 day turn around time for proposals? The USG will require the Past Performance Volume to be received 30 calendar days after

RFP release and all other Volumes 45 calendar days after RFP release.

Does the USG require an original and 5 copies or an original and 4 copies? The USG requires an original and 4 copies.

Will the technical volume page count be increased after the Draft RFP Conference? Yes, the Technical Volume page count will be increased.

PWS 1.2.3 Is it a possibility that all a/c will be brought back to Kabul? It is a possibility in the future, but the current requirement is for the services at two (2) performance locations.

Can the March RFP release time frame be narrowed? The USG anticipates mid-March for RFP release.

Is a security plan in place if US forces withdraw? Please see previously answered questions regarding security. The requested information is outside the purview of this contract and the Program Management Office.

PWS 1.2.5.3 What is the format and definition for the ACAs? Would a purchase and sales agreement comply with the requirement?

No specific format required. Teaming agreements, proprietary information agreements, anything required to get the requisite information would qualify as ACAs.

PWS 3.2.7 Can you elaborate on the nature of the aircrew training device (ATD) Option CLIN? Site visit minutes have points of contact for the ATD in country. The anticipation is to exercise the option, but the Government reserves the right to not exercise the CLIN.

PWS 3.2.7 Is the ATD provided as Government Furnished Property (GFP)? The ATD is Government Property, not GFP.

PWS 3.2.7 Are parts for the ATD or repairs on the ATD charged to a T&M CLIN? No, all efforts regarding the ATD should be priced as part of the FFP service to maintain the

ATD.

PWS 3.11.3.6 Is there more information on the ASD MIS system? The IFS/MIS requirement has been removed at this time.

PWS 3.11.3.7 Is there a 3rd party that runs the ASD? Yes, but the offeror needs to set up its area in the ASD to meet its needs. There is an upper level and a lower level where the contractor can set up gates or locks to separate the contractor-owned and AAF-owned supply sections.

PWS 3.11.3.7 How does the CLS contractor interface with the 3rd party running the ASD? The CLS contractor needs to requisition spares for the AAF via the T&M CLIN.

PWS 3.11.3.7 Is the responsibility for supply operations training limited to training the maintainers on how to requisition parts in the ASD system?

Yes.

PWS 3.8.3 Has the CRC stopped providing Government contractors with this type of equipment?

The USG does not provide in-country body armor. Please contact CRC for additional information. The offerors should ensure that PPE shipment complies with International

Trafficking in Arms Regulations (ITAR).

PWS 3.10.6.5 Does body armor fit in the definition of PPE? Contact CRC for information related to body armor requirements prior to deploying.

PWS 3.6.10.5 Is the contractor required to provide flight suits, gloves, etc.? No, only headsets required for this paragraph.

PWS Page 52 What are the training requirements of the Services Summary? As currently written, it will be hard for a contractor to control these metrics?

The USG is researching the answer to this question, but the remedy will likely be to re-train, rather than CPAR rating.

TEP CLIN 0001 On CLIN 0001 in the TEP spreadsheet, what is the USG looking for regarding sustaining the fleet?

Offeror is to provide one (1) price to sustain the entire fleet for the year for each identified fleet composition. The entire fleet is split up into Contractor-Responsible a/c and AAF-

Responsible a/c, which are maintained differently in accordance with the PWS.

PWS 3.13 What happens if aircraft maintenance responsibility is transitioned during the year? See PWS Attachment 8 regarding transition of maintenance responsibility. Ideally, maintenance responsibility transition would coincide with the exercise of the option.

PWS 3.6.8.1 Does the pricing for the spares have to be new or can they be overhauled/used?

Should a time between overhaul (TBO) time of zero be identified?

The USG requires new, refurbished, or overhauled parts with a zero (0) time between overhaul (TBO), not used parts.

PWS 3.1.2.4 Is the Data Accession List (DAL) a separate database that the contractor must maintain?

The DAL can be proposed in the format that the offeror thinks best fits the requirement, but a separate database is not required. An email file, a folder, something to maintain the necessary data would suffice. The Government does not need to view the DAL at all times, but rather requires reachback capability if the USG needs this type of information.

Will another Draft RFP be released prior to final RFP release? No.

PWS 1.5.2 Do all personnel require secret clearances and US citizenship? US Citizenship is required for all in-country personnel. The contractor shall obtain Secret security clearances for at least 20% of on-site contractor employees, to include: the Site

Lead/Manager and Scheduler. All personnel must comply with base security requirements in order to operate in the area of responsibility.

PWS 3.3.2 Will Other Design Authority qualify for ECPs? Yes. There is scope in this contract to handle design changes in the future. The contractor will submit design change proposals utilizing commercially approved methods. This effort will not be priced in the offeror's proposal.

PWS 3.6.11.2, 3.11.3.4 Can parts be provided and repaired in accordance with commercial or FAA standards instead of OEM vendor manuals?

Parts shall be provided and repaired in accordance with FAA approved standards and processes.

The contractor will submit design change proposals utilizing commercially approved methods.

Can the USG release the numbers of students graduated to date through the Afghan

Trainer Program?

Yes. Please see Afghan Trainer Program Students Graduated information in the Bidders'

Library.

PWS 1.2.2 Does the operational flying schedule apply to the AAF a/c? The Operational Flying Schedule applies to Contractor-Responsible, but not AAF-

Responsible a/c.

Will the contractor have fleet management input for Contractor-Responsible a/c? Yes, the contractor is anticipated to have input into fleet management decisions for the

Contractor-Responsible a/c.

PWS 1.2.3 Is there an assumption that Kabul will always be the main operating base (MOB)? No. The requirement is performance at two (2) operating locations, but the offerors should not assume that Kabul will always be an MOB.

PWS 3.1.2.5.4 Is the contractor required to submit one (1) pilot operating handbook per a/c? No, the requirement is for one (1) pilot operating handbook total per quarter.

PWS 3.2.3 Data is limited to public data, and not proprietary data? Correct.

PWS 3.2.3(e) Can you define Class 1 and Class 2 configuration changes? See Mil-HDBK-61B for definitions.

PWS 3.2.3(g) What is supply support activation? This statement was removed from the PWS.

PWS 3.3.1 Do you want all service bulletins, or just mandatory? We need to receive both the mandatory and optional service bulletins. The USG will then decide whether to incorporate the service bulletins.

PWS 3.2.5.5.1 Are logbooks only maintained for Contractor-Responsible a/c? Contractors are only required to maintain logbooks for Contractor-Responsible a/c.

PWS 3.3.1.1 Technical manuals are not updated with service bulletins each time they are released?

The USG will reword this paragraph.

PWS 3.3.6 Can the FSR be a function of another individual? The USG is not dictating personnel approach, but all duties of the FSR must be fulfilled.

PWS 3.6.8.5 FAA-certified should only apply to spares, and not ground support equipment? The USG will reword this paragraph.

PWS 3.6.10.5 Is that 2 headsets per quarter per a/c or just 2 headsets per quarter? The contractor shall maintain an aircrew flight equipment stock level of headsets to ensure effective operation of the C-208B. The contractor shall not be required to provide more than two (2) headsets per quarter.

PWS 3.6.10.5 Can you clarify the definition of aircrew flight equipment? Aircrew flight equipment in relation to this paragraph is headsets only.

PWS 3.7.6 Are contractor field teams O&A activities? Yes

PWS 3.10.2.3 Is fuel provided for back up generators if there are power outages? The offeror should address this question in its approach to conducting operations in an austere environment.

PWS 3.11.2.4.1.1 Can consumables for the MTD be used consumables? The MTD must be maintained in a safe status for maintenance and training.

PWS 3.11.2 Will training instructors need to be A&P certified? Yes

Is there criteria for determining AAF self-sufficiency? No, that determination is handled by the AAF, TAAC-Air, and CSTC-A.

What is the definition of small business participation? 10% of FFP total contract value.

Could you please confirm the AAF LOA in place covers maintenance on the C-208? No, because this is a pseudo-FMS case the LOA does not cover. The PWS (Atch 6) for this effort contains significant information with regard to export/licensing and contacting the

Directorate of Defense Trade Controls (DDTC). Each Offeror’s Compliance office will have to ensure they are in compliance for export and import.

Will there be an expectation to improve the current courseware under the contract?

If there are improvements needed in the offerors' opinion, they may include them as part of their approach and later make those changes.

Is there an expectation that the courseware include training support package content such as lesson plans, performance evaluation sheets, student guides, and written tests to support continuity of instruction throughout the contract, including after US forces depart?

Yes, training materials in-country will need to be left at the end of the contract for use by the AAF.

Is it expected that the contractor should deliver training aids such as interactive content or videos to assist in the retention and correlation of the content?

If that is part of the offerors' approach, they may be included. See the PWS for additional information on training aids.
