QUESTIONS RECEIVED AFTER SITE VISIT:

1. What do D-P and MICAP stand for? RESPONSE: Demand Processing and Mission Capable

2. Are the weapons in the vault individually packed? RESPONSE: No.

3. Is there an IEU or BSS in Supply? RESPONSE: No.

4. Who pays for materials for packing and crating? RESPONSE: Contractor

5. Does the Government provide the hardware used to process GATES reservations? RESPONSE: Yes

6. Does the Government provide the CTO with a Government phone line for GATES reservation purposes? RESPONSE: Yes

7. How much time does it take to process a GATES reservation? RESPONSE: Approximately 10 minutes

8. Are GATES reservations included in the annual workload quantity of 64,800 Commercial Passenger Movements? RESPONSE: Yes

a. If YES, does the CTO charge transaction fees for Gates travelers? RESPONSE: No
b. 10. If NO. how does the CTO get compensated for processing GATES travel? RESPONSE: Covered under separate CLIN

9. During the site visit there was a list posted on the wall in the transient alert section denoting several “GFE vehicles” labeled Tango 2, Tango 3, etc. -- Are any of these vehicles “Follow Me” trucks?

RESPONSE: Yes.

10. Please verify whether the Transient Alert “Follow Me” vehicles for this contract will be contractor or government furnished.

RESPONSE: Contractor furnished.

11. If the contractor is to provide follow me vehicles, what is the minimum number required?

RESPONSE: Contractor is to meet workload requirements

12. Does the contractor maintain all the base assigned AGE, including what the USAF Reserve C-5 unit uses?

RESPONSE: No

13. The PWS mentions “Government Furnished Follow Me Signs” but I did not see any listed on the Government Furnished Equipment Lists. How many signs are provided to the contractor?

RESPONSE: The Government will provide Follow Me signs.

14. Request a complete copy of the semiannual PMEL Report RCS: HAF-LG (SA) 7808, for the period ending Dec 31, 2009.

RESPONSE: Copy of PMEL report 7808 for the period ending 15 Jul 200 will be provided.

15. Request a copy of the self-sufficiency report for the PMEL.

RESPONSE: No report required in current PMEL Automated Maintenance System (PAMS).

16. Request a copy of the current work orders and facility projects for the PMEL bldg. 884.

RESPONSE: The Government is responsible for the maintenance of Bldg 884.

17. During the site visit, the humidity in the PMEL was tracking at 45 percent- approaching the upper limit. Request a copy of the environmental data over the last 12 months from each room used for calibration.

RESPONSE: No, during last AFMETCAL, PMEL was in tolerance 97% of the time.

18. During the site visit, no government vehicles’ were present at the PMEL. Are the government provided vehicles’ assigned to the PMEL or provided on as needed bases?

RESPONSE: These will be contractor provided vehicles.

19. If a mission requirement and/or deployment require the PMEL best estimated quantity (BEQ) to exceed the 15%, what action is required by the government and contractor to meet the immediate requirement?

RESPONSE; The contractor shall perform IAW PWS reference 4-1.2, 4-1.15.8.through 4-1.15.10.

20. The PWS identifies the requirement in basic support of the JETS. What is the requirement to respond when the JETS has a problem outside of the regular calibration cycle?

RESPONSE: Situation would be worked as with any items of TMDE.

21. Is the JET Engine Test trailer currently being transported to all locations? If not, which ones are excluded?

RESPONSE: Yes, as required by the location.

22. During the site visit, the vehicle bay had a lot of unserviceable equipment and additional equipment. What is the status of this equipment? Is it being turned-in to supply?

RESPONSE: Necessary actions will be taken prior to contract start.

23. Over the last 12 months has the PMEL performed validation and verification on selected items of TMDE for AFMETCAL or the AFPSL? If so, what were the total man-hours used in these test.

RESPONSE: Not tracked but a limited number of validation and verification actions have been accomplished per the PWS.

24. The PMEL is a Type IIC operation with specialized measurement areas, can a contractor request or receive training from the OEM and get reimbursed?

RESPONSE: Yes, the contractor may request OEM training and the requests are evaluated on a case-by-case basis.

25. What is the current workload in sound and luminous?

RESPONSE: See PAMS master ID dated 2010/07/16

26. What is the workload for the roundness machine?

RESPONSE: See PAMS master ID dated 2010/07/16

27. What standard does the PMEL have to certify the surface plates?

RESPONSE: See PAMS master ID dated 2010/07/16

28. Does the PMEL certify gage blocks? If so, how many sets and what grade.

RESPONSE: See PAMS master ID dated 2010/07/16

29. The CBA is thru Jul 15, 2010 with Bionetics. Is there a new agreement in-place? If so, request a copy of the new CBA. What is the provision under the new contract to negotiate changes?

RESPONSE: New CBAs have been negotiated and are in the signature process. Updated CBAs will be posted on FBO when they become available from the Department of Labor.

30. Do the government QAE’s that are assigned the PMEL, have permanent offices in the PMEL building and/or operate from there on a daily basis?

RESPONSE: This is at Government’s discretion.

31. The PWS states the contractor must get permission to operate outside the normal hours for the PMEL. Can the contractor operate different shifts and/or work schedules on a regular basis? If not, is there a provision to request a change?

RESPONSE: See PWS 4-1.2.

32. Is the contractor required to submit a mission essential plan with the ORIGINAL proposal, as well as the associated cost proposal for that plan, please refer to page 104 of the solicitation, clause 252.237-7023 / CONTINUATION OF MISSION ESSENTIAL FUNCTIONS?

RESPONSE: Contractor is not required to submit a mission essential plan with the ORIGINAL proposal. A contingency plan will be required by the awardee after contract award.

33. DD 254 Contract Security Classification Specification requires a COMSEC Account. Why is a COMSEC account required?

RESPONSE: Mission requirement.

34. Are the quality control plan, and the safety and health plan, required for submission with the initial proposal.

RESPONSE: Neither are due with the initial proposal submission. The Quality Control Plan is due within 30 days of contract award and the Safety Plan is due within 10 days of contract award.

35. Will the government supply all vehicles in support of this contract, or will the contractor be required to provide those vehicles.

RESPONSE: The Government will only supply the vehicles as listed in Appendix G.

36. Who is required to provide transient alert trucks and signs in support of the contract?

RESPONSE: Contractor provides vehicles – Government provides Follow Me signs

44. What is the amount of classified material that requires storage? Are these items requiring storage paper only product, or do they include digital media? (Reference PWS para 2-1.5.2) RESPONSE: The amount/types of classified material is not releasable

45. AFI 24-235 is referenced as the baseline for this mission area. It has been identified as a no longer valid publication by USAF E-Publications. What is the applicable mission reference? (Reference PWS para 2-1.6.1)

RESPONSE: AFI 10-403

46. Is it acceptable to maintain the sample book of Shipper’s Declaration of Dangerous Goods (SDDG) in a digital vice paper format? (Reference PWS para 2-1.6.3) RESPONSE: No

47. Will the existing training material (PWS para 2-1.6.6.2) be made available to the contract awardee?

RESPONSE: Yes

48. Base Movers: Confirm that this applies only to movement of actual unit property within the 20 mile radius of WPAFB, and does not include family moves of personal property within the same 20 mile radius of WPAFB. (Reference PWS para 2-1.7.23) RESPONSE: Applies to Government owned property only.

49. What is the size breakdown (LTL and TL) of the surface freight shipments in the workload data i.e. how many of the 17,028 shipments were LTL, and how many were TL? (Reference PWS Appendix 2-D) RESPONSE: This data is not available.

50. Does a requirement exist for holding of mail beyond the delivery only requirements? (Reference PWS para 2-1.8.1.10) RESPONSE: Yes.

51. How many of the inbound shipments can be classified as “outsized cargo”? How many of the inbound shipments can be classified as “heavy cargo”? How many of the outbound shipments can be classified as “outsized cargo”? How many of the outbound shipments can be classified as “heavy cargo”? (Reference Appendix 2-D) RESPONSE: This data is not available.

52. What is the percentage of packaging and preservation work that are driven by sensitive or classified shipments? (Reference PWS para 2-1.9.6) RESPONSE: This data is not available.

53. Of the 173,988 cubic feet of packaging storage that was identified in the workload data, how does this break down into standardized packages i.e. 7 cube “book cases”, 50 cube warehouse containers, and how many are non standard? (Reference Appendix 2-D) RESPONSE: We are not able to break down cubic feet as requested.

54. The workload data does not reflect any C-17 traffic flying into WPAFB during the reflected timeframe. Is this correct or an administrative oversight? (Reference Appendix 2-D) RESPONSE: This is correct.

55. Does the PAX terminal have any responsibility for meals on outbound aircraft?

RESPONSE: No.

56. What if any interface is required with TSA by the MILAIR PAX Terminal?

RESPONSE: TSA may interface with the MILAIR PAX Terminal.

57. Are the described counselings conducted in group briefings, or are they by individual member/family? of, is it function of the rank of the moving party? (Reference PWS para 2-1.12.1) RESPONSE: How the briefings are conducted is at contractor’s discretion. Commanders/GO/SES briefing shall be conducted as requested.

58. Does the party collecting excess costs via cash collection have to be appointed as an authorized custodian per the respective DoD Instruction? (Reference PWS Para 2-1.12.3) RESPONSE: No – actual cash collection is performed by local Accounting & Finance Office.

59. Does the party collecting excess costs via cash collection have to be bonded? Reference PWS Para 2-1.12.3) RESPONSE: No – actual cash collection is performed by local Accounting & Finance Office.

60. How many of the personal property moves from WPAFB are for non-PCS moves i.e. TDY attendance of Squadron Officer’s School?

RESPONSE: All workload is included in Appendix 2-D.

61. Concerning the phone log, is a mechanized vice manual capability acceptable? (Reference PSW Para 2-1.13.2) RESPONSE: Manual or electronic is acceptable.

62. The USAF has multiple licenses for airline reservations software i.e. SABRE. Will the contractor be extended permissions to use such software in the operation of the Commercial Travel Office?

RESPONSE: No

63. Will the US Transportation Command’s Defense Transportation Coordination (DTCI) Initiative have any direct impact on the WPAFB LSS contractor’s requirements RESPONSE: Not at this time.

64. Will the government provide a complete PAMS Master ID report so that total workload may be properly analyzed?

RESPONSE: See PAMS master ID dated 2010/07/16

65. Will the government provide a complete PAMS RCS HAF-ILM(SA) 7808 report so that total support may be properly analyzed?

RESPONSE: Yes.

66. Regarding the PMEL workload table in RFP Appendix 4-D, What is the breakdown of the 1,293 items identified as “OTHER?”

RESPONSE: See PAMS master ID dated 2010/07/16

67. Regarding Services Summary (SS) performance objective SS-4-5, how is the lot size determined?

RESPONSE: Lot size is always 27

68. Regarding the Collective Bargaining Agreement (CBA) applicable to PMEL, it expired on 15 July 2010; if there was an automatic extension as stipulated, what are the current wage rates for the classifications outlined in “Exhibit A Wages and Fringe Benefits?” Will these rates increase after 1 October 2010 and if so what are the rate increases?

RESPONSE: New CBAs have been negotiated and are in the signature process. Updated CBAs will be posted on FBO when they become available from the Department of Labor.

69. Both the “Addendum to 52.212 – Instruction to Offerors” and the Contract Data Requirements List (CDRL; dated 20 October 2009) indicate that the Quality Control and Safety & Health plans are deliverable in conjunction (initially) with the proposal; what is expected in the subsequent submissions of the two documents following the 30-day and 10-day periods (respectively) stipulated in the CDRL?

RESPONSE: Neither are due with the initial proposal submission. The Quality Control Plan is due within 30 days of contract award and the Safety Plan is due within 10 days of contract award. The CDRL and Instructions to Offerors will be amended accordingly.

70. During the site visit, it was apparent that there was equipment stored in a non climate-controlled area (garage bay on the far right rear of the building). Are PMEL standards being stored in this area?

RESPONSE: No

71. During the on-site tour, the crash trailer (Attachment 1, LSS w o apps para 3.1.5) the contractor is required to tow was not shown. What is its weight, dimensions and hitch configuration?

RESPONSE: The GVWR 7,200 with dimension of approximately 16’x7’. Hitch configuration is a ball hitch.

72. Has the Teamsters union exercised its rights under Articles 27 in the CBAs to modify or terminate any or all of the 5 agreements expiring on 30 Sep 2010?

RESPONSE: New CBAs have been negotiated and are in the signature process. Updated CBAs will be posted on FBO when they become available from the Department of Labor.

73. Has the International Association of Machinists and Aerospace Workers exercised its rights under Article 22 of the CBA to modify the agreement expiring on 15 July 2010?

RESPONSE: New CBAs have been negotiated and are in the signature process. Updated CBAs will be posted on FBO when they become available from the Department of Labor.

74. Concerning the current contract, what is the current base year and option year total awarded price?

RESPONSE: The current contract period of performance is 1 April – 31 December 2010. The total awarded price was $9,731,126.00

75. Has the Government agreed with GSA to continue the leases for general-purpose vehicles (e.g., follow-me trucks) required by the LSS PWS?

RESPONSE: Yes
