ADDITIONAL QUESTIONS AND RESPONSES
210. Reference Mission Capability section of Sub Factor 3 (Elements 3-1,3-2 & 3.3). In the Instructions to Offerors, Element 3-1 addresses Transient Aircraft Services and Element 3-2 addresses AGE Maintenance. These two elements are fine. However, Element 3 addresses Hazardous Materials Program Management. I believe it should address the NDI/JOAP Lab Management. The TA/AGE/JOAP functions have very little, if any exposure to hazardous materials and there is no mention of any HAZMAT Management in our section (Sub-Factor 3).
QUESTION: I ask that Element 3 be changed from Hazardous Materials Program Management to NDI/JOAP Lab Management RESPONSE: No. We have researched the section referred to in this question. The maintenance section does manage an important HAZMAT Program, to include Age underground fuel storage tanks, a paint booth, oils solvents and other items. Therefore, the Element 3 should not be changed to NDI/JOAP Lab Management.
211. Reference: “SF1449, Amendment 1, Summary of Changes, 2. SUPPLIES AND SERVICES OR PRICES, CLINS 3009, 3010, 3011 (“i.” “j.” and “k.” respectively)” Question: The “Quantity” element for each of the specified CLINs is blank. Is it the government’s intent that the “Quantity” element of CLIN 3009, CLIN 3010, and CLIN 3011 be “6”? If not, please indicate the desired quantity.
RESPONSE: The quantity should be 6 for CLINS 3009, 3010 and 3011. A conformed copy of the SF 1449 thru Amendment 3 reflects the appropriate amount and will be posted to FedBizOps.
212. Reference: Attachments 7, 8, 9, 10, 11, 12 and 13 – Wage Determination and six (6) CBAs.
Question: Because seniority levels impact vacation entitlements and thusly productive hours proposed, will the government provide the average seniority level of the collectively bargained employees currently employed under the current contract as well as any wage-determined (non-CBA) employees?
RESPONSE: No. This is not releasable information.
