Additional Questions – 3 Aug 10
1. Amendment 0003, SF 30, Page 2, #2, states that the response date/time is 24 Aug 2010 at 3:00 PM. Instructions to Offerors Addendum, paragraphs 8 and 10(b)(6)(b) state 24 Aug 2010 at 4:00 PM.
Is the proposal due no later than 3:00 or 4:00 (EST) on 24 Aug?
RESPONSE: Since there is a conflict in the two documents, proposals will be due no later than 4:00pm (EST) on 24 August 2010. Amendment 4 will update this change.
2. Q/A Consolidated Responses #8 reads: “PWS Appendices, Appendix D, Passenger Travel Requests. The workload estimate for the number of on call responses is 8. Is this after-hours emergency calls? Please verify and clarify this number.
RESPONSE: Yes, 8 is the estimated number of annual after-hours emergency calls.”
We believe the response is a daily number and not annual. May we see the past year historical data? If not, is the workload estimate of 8 for the number of after-hours emergency calls a daily number?
RESPONSE: The number 8 refers to the estimated number of ANNUAL after hours emergency calls.
3. Q/A Consolidated Responses #86-88 reads: “Regarding PWS paragraph 2-1.13.9.1. What percentage of tickets are issued with:
a. CBA as the form of payment? RESPONSE: 4%
b. IBA as the form of payment? RESPONSE: 1%
c. GTR/LOPA as the form of payment? RESPONSE: Note: Awaiting final decision response from AFMC this week.”
RESPONSE: Does WPAFB still project 95% GTR/LOPA and not credit card sales as form of payment?
RESPONSE: No
4. Q/A Consolidated Responses #17 reads: ADDENDUM TO 52.212-2, EVALUATION – COMMERCIAL ITEMS, SUB-FACTOR 1. Base Supply, Paragraph 3; SUB-FACTOR 2. Freight Traffic, Paragraph 2; Element 2-3: Combat readiness, Paragraph 2; Element 2-4: Military Passenger Terminal, Paragraph 2. Does “comprehensive narrative of qualifications” refer to a brief bio for each individual or a resume? If the Government requires a resume for each individual, will the resumes count toward the 100-page limit for Mission Capability?
RESPONSE: “Comprehensive Narrative of Qualifications” refers to a brief bio for each individual The second part of the question wasn’t answered. Will the brief bios count against the 100 page limit?
RESPONSE: No

RESPONSE: A bio refers to a brief description of the position and job description of the individual.
6. Q/A Consolidated Responses #18 reads: Section III, Paragraph 3.1.2.2, Page III-1: The contractor will be responsible for the replacement of Non-EAID, however, appendix E does not differentiate between EAID and non-EAID. Will the Government provide a breakout of GFE identifying it as EAID or non EAID?
RESPONSE: No.
Who will determine if the item is EAID or Non EAID?
RESPONSE: The Government will determine status.
7. Q/A Consolidated Responses #19 reads: . ADDENDUM TO 52.212-2, EVALUATION – COMMERCIAL ITEMS, SUB-FACTOR 1: Base Supply, Paragraph 3; SUB-FACTOR 2: Transportation, Element 2-1; Personal Property, Paragraph 3; Element 2-2: Freight Traffic, Paragraph 2; Element 2-3: Combat Readiness, Paragraph 2; Element 2-4: Military Passenger Terminal, Paragraph 2. Should the Offeror’s organizational charts identify by name ALL staff or only Key Personnel? If only Key Personnel, please define Key Personnel.
RESPONSE: Organizational charts shall identify positions, and names of individuals likely to fill key positions within the organization. Key personnel would include, but is not necessarily limited to, Managers and Supervisors.
This response conflicts with responses in Q/A # 139 and # 176. Should the RESPONSE state: “Organizational charts shall identify positions and include a structure within the organization. Key personnel would include, but is not necessarily limited to, Managers and Supervisors.”?

8. Q/A Consolidated Responses #38 reads: Section I, Subsection 3, Paragraph 3-1.4.8, Page I-3-6, Transient and AGE Maintenance: Will the government provide historical cost data on past annual expenditures for budgeting purposes?
RESPONSE: Yes When will this data be posted?
RESPONSE: Within thirty days after contract award.
9. Q/A Consolidated Responses # 186 reads: Ref: PWS-Section 1-Subsection 2-Transportation, PWS 2-1.7.23 (SS-2-7) Base Movers, PWS 2-1.13.11 Car Rental Reservations, and PWS 2-1.13.12 Hotel Reservations, will the Government provide the workload for these areas?
RESPONSE: Not available If this data is not available, only the incumbent can accurately determine staffing and pricing. Will the Government provide number of personnel or some other data to estimate staffing and pricing?
RESPONSE: This data is not available.
10. Q/A Consolidated Responses #190-192 reads: Ref: PWS-Section 1-Subsection 1-Supply, PWS 1-1.4.1, does after hours support require personnel on duty or on call? RESPONSE: PWS clarified.
How many UTA weekends are there per month and what shops must be manned to support the UTA weekends? RESPONSE: Two weekends per month. DP and MICAP are to be manned.
With the changes made from the Conformed RFP thru Amendment 3, Demand Process/MICAP appears to be missing Saturday and Sunday hours from 0701 till 0000 each day. Or are you stating the contractor is on call for the 48 hrs except for UTA weekends. Please clarify. Contractor will be on call on UTA weekends RESPONSE: DP/MICAP are manned UTA Weekends- Saturday and Sunday 0800-1600, after hour support (on call) starts at 1601 hrs on UTA weekends. See PWS 1-1.4. Supply Hours of Operation.
11. Q/A Consolidated Responses # 167 reads: Since vehicles necessary for the performance of this contract are leased from the GSA, will an identical lease arrangement be available? Can current costs for this lease (these leases) be made available?
RESPONSE: Approval has been received from GSA allowing the lease of their vehicles in support of this contract. Current costs will not be provided.
Where in the PWS is this updated RESPONSE: Leasing of GSA vehicles is not covered in the PWS, nor will the PWS be updated to reflect this language. The Government must obtain approval for GSA in order to lease GSA Vehicles. At award, the contractor will be given approval from the Contracting Officer to lease GSA Vehicles if they so choose.
12. Q/A Consolidated Responses #146 reads: Please indicate Transition Date start – December 1, December 3, or December 13 as published in 2 July FBO?
RESPONSE: Currently the Transition Date is set to start on 6 December 2010. However, this is subject to change based on the actual date of award. If this changes, an amendment will be issued to the solicitation.
With a set to start Transition Date on 6 December 2010, what is the Transition End date?
RESPONSE: Currently 31 December 2010.
13. The RCS HAF-ILM(SA) 7808 report posted in response to our (and other’s) request is a one-day snapshot. Is it possible to post a 12-month report so that the annual workload can be evaluated (preferably the most recent 12-month period)?
RESPONSE: Yes a report from15 Jul 2009 thru 16 Jul 2010 will be posted.
14. Reference: LSS Questions and Answers, #203, regarding packing and crating material, and RFP Appendix 2-H- Estimated Material Usage (Transportation-Packing and Preservation). We are unclear on the significance of Appendix 2-H, in light of LSS Q&A #203 stating that workload data is not available from the Government.
Question: Are items listed in Appendix 2-H, Government-furnished material the contractor is required to replace at no cost to the Government once depleted, as specified in RFP Section III, Paragraph 3.1.6-Government Furnished Materials?
RESPONSE: Yes
15. Regarding Q&A 68: Will WPAFB allow the CTO to connect the base phone lines to the CTO’s commercial phone system/software?
RESPONSE: No.
Follow-on Question:
During the site visit I observed that the CTO used an Automatic Call Director (ACD) System, will WPAFB allow the CTO to connect the base phone lines to the CTO’s ACD System?
RESPONSE: No
16. Regarding Q&A 95: Appendix D, Subsection 2 Page IV-D-2-2 Passenger Travel Requests indicate 949 Passengers Moved by Category B. Are the Category B reservations serviced by the CTO? If YES – Is a CTO transaction fee applicable?
RESPONSE: No.

Does the No response mean the CTO does not service Category B reservations?
RESPONSE: The CTO services Cat B reservations.
17. Does the No response mean the CTO does service Category B reservations but the CTO transaction fee is not applicable?
RESPONSE: Yes
