APPENDIX A

DEFINITIONS

1. DEFINITIONS.

1.1 GENERAL DEFINITIONS. This section of the basic PWS contains definitions of terms applicable to all functional areas.

1.1.1. Activity. A work process. An activity uses inputs to generate outputs.

1.1.2. Attribute. A characteristic of a service that is used to determine the quality of performance of that service.

1.1.3. Contract Administrator/Specialist (CA). The individual within the contracting activity responsible for administration of the contract who is appointed by the contracting officer to perform its day-to-day administration.

1.1.4. Contracting Officer (CO). The duly appointed Government agent authorized to enter into, administer, modify, and/or terminate contracts. The CO is the only person authorized to obligate the Government in contractual matters.

1.1.5. Contractor. The entity to whom the Government has awarded a contract, which is subsequently responsible for performance in accordance with the terms and conditions of the contract including its Performance Work Statement (PWS), specifications, etc.

1.1.6. Contractor Acquired Property (CAP). Property acquired, fabricated or otherwise provided by the contractor as for performing a contract and to which the Government has title.

1.1.7. First Operational Performance Period. The interval of time during which the contractor is solely responsible for accomplishment of all activities set forth in the PWS through day-to-day management of the required service. (This period excludes the orientation period and any interval between award of the contract and commencement of performance).

1.1.8. Government Furnished Property (GFP). Property (including facilities, equipment, tools, supplies, parts or any other items) in the possession of, or directly acquired by, the Government and subsequently furnished to the contractor for performance of a contract.

1.1.9. Performance Objective (PO). The outcome described in the SS that is associated with successful contract performance of a specific task or in a specific area. This is a critical success factor in achieving the organization’s mission, vision and strategy which, if not achieved, would likely result in a significant decrease in customer satisfaction or risk mission failure.

1.1.10. Performance Threshold (PT). The minimum performance level of a performance objective identified in the SS that is required by the Government. In the case of surveillance by random sampling, the PT is the maximum number of defects in the random sample chosen that may occur before the Government will apply the price computation system described in the SS.

When the method of surveillance is other than random sampling, the PT is the number of defects or maximum percent of defects in the lot before the Government will apply the price computation system described in the SS.

1.1.11. Quality Control (QC). Those actions taken by a contractor to control the production of outputs to ensure that they conform to the contract requirements.

1.1.12. Surge. An increase in the level of effort beyond normal day-to-day workload that is required to meet mission requirements during a variety of scenarios. This includes the ability of the contractor to ramp-up quickly to support mission requirements early during a surge as well as to sustain the increased level of effort throughout the surge.

1.2. TECHNICAL DEFINITIONS.

1.2.1. Accountable Officer. A government person appointed to keep auditable records of property in numbered stock record accounts.

1.2.2. Accumulation Point. The area in or near the workplace where hazardous wastes are accumulated prior to transfer to a permitted Treatment, Storage or Disposal facility.

1.2.3. Air Force Stock Fund (AFSF). A revolving fund or working capital fund which finances inventories of required material and generates income by selling such material to the requiring activity/customer.

1.2.4. Allowance Document. An AF publication which prescribes items and quantities (basis of issue) of equipment normally required by AF organizations and individuals in the accomplishment of assigned missions, functions, and duties. Allowance documents are published as Tables of Allowance (TA).

1.2.5. Allowance Source Code (ASC). The three position number of the allowance document from which the authorization was derived or an assigned three position number which identifies authorizations for sources other than allowance documents. Approved ASCs are published in AF Index 10. A suffix to the ASC is used to denote subdivisions within the ASC.

1.2.6. Base Comprehensive Plan (BCP). A concise document containing the plans (either incorporated or by reference) that guide the development of the installation. Such plans include transportation, land-use, community centers, environmental quality, facility development (near and long-term), and utilities. Also, as part of the base comprehensive plan updates, most bases update their existing base maps such as base layout and utilities.

1.2.7 Base Supply Accountable Officer (BSAO). Director, Logistics Readiness Division, 88 MSG/LGR.

1.2.8. Cannibalization. The authorized removal of a specific component or assembly from an item of equipment to install on another item of equipment.

1.2.9. Defense Reutilization and Marketing Office (DRMO). The Defense Logistics Agency (DLA) organizational entity having accountability for and control over reusable property, scrap and waste.

1.2.10. Distinguished Visitor (DV). A flag officer in the grade O-7 or above, Senior Executive Service (SES) personnel, President/Vice President of the United States, visiting Heads of State, and internationally known personalities, including foreign visitors and prominent government or elected officials.

1.2.11. Environmental Protection Agency (EPA). At the federal level, it is the agency of the Executive Branch tasked to oversee protecting the environment on a national scale. Enforcement programs include air, water, solid waste and hazardous waste. The federal agency is broken down into ten EPA regions each covering a specific area of the United States. Many states have also created a state EPA for enforcing state environmental regulations. The federal EPA may delegate enforcement of federal EPA requirements to the states, if the state has a media compliance/enforcement program that is either as stringent as or more stringent than the federal requirements.

1.2.12. Environmental Protection Committee. An inter-disciplinary committee at the base, MAJCOM, or Air Staff tasked with assuring that the Air Force achieves and complies with all required environmental compliance issues and projects future requirements in a pro-active stance in regards to environmental management. Committee members include the installation commanders, operations, maintenance, resource management (transportation, supply, fuels, finances), civil engineering, public affairs, judge advocate and bio-environmental health.

1.2.13. Equipment Authorization Inventory Data (EAID). A record of in-use equipment, mission category, and allowance source information.

1.2.14 Enterprise Solution – Supply (ES-S). A component of the Integrated Logistics System – Supply (ILS-S) designed to leverage the services of the GCSS-AF integration framework (IF), commercial-off-the-shelf (COTS) system development tools, and custom components to achieve a seamless integration and presentation of operational supply information. ES-S provides role-based security access through the AF Portal to the Standard Base Supply System (SBSS), Stock Control System (SCS), Defense Logistics Agency's (DLA) Integrated Data Environment (IDE), Global Transportation Network (GTN), and the DoD Supply Discrepancy Reporting (WebSDR) system.

1.2.15. Fair Wear and Tear. The deterioration of items attributed to normal usage.

1.2.16. Foreign Object Damage (FOD). 1) Any damage attributed to a foreign object that can be expressed in physical or economic (monetary) terms that may or may not degrade the product’s required safety and performance characteristics. 2) A term commonly used to describe objects which if not removed from within or around aircraft cause, or have potential to cause, internal or external damage to aircraft.

1.2.17. Hazardous Material (HM). Any substance or material, in any quantity or form, that has the potential to harm human health or the environment. HM includes materials which are physical hazards. The materials listed as hazardous in Superfund Amendments and Reauthorization Act (SARA), Title 313d, and subsequently all products containing these materials as constituents in percentages above safe levels as determined by the Environments Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) studies. Specific hazardous substances definitions may be found in OSHA 29 CFR 1910.1200, 29 CFR 1910.1000, Subpart Z, Toxic and Hazardous Substances, EPA 40 CFR Chapter 1, Table 302.4 Section 261.33, Section 302 of SARA Title III, the EPA Lists of Lists, and the Department of Transportation 49 CFR Section 172.101, Hazardous Material Table. Hazardous Material stock class numbers and their definitions can be found by using Federal standard 303 C, Table I and II in lieu of specific information.

1.2.18. Hazardous Materials/Hazardous Waste Management. The tracking and controlling of a hazardous material throughout its life cycle, from the conception of a need for a material until the end of its useful life in which it becomes a waste to its ultimate disposal place.

1.2.19. Hazardous Waste (HW). Wastes, which are listed by chemical name in 40 CFR 261 subpart D and / or exhibit a characteristic described in 40 CFR 261 Subpart C and/or any used hazardous substance that exhibits the characteristics of ignitability, corrosive, reactivity, or toxicity as listed in Title 40, CFR.

1.2.20. Integrated Logistics System - Supply (ILS-S). See Enterprise Solution – Supply

(ES-S).

1.2.21. Intermediate-Level Maintenance. This level of medical equipment maintenance provides calibration service, quality assurance surveillance, technical assistance, consulting on equipment procurement and management assistance to all bases within a MERC region.

1.2.22. Maintenance. All actions required to keep a vehicle or piece of equipment serviceable. This includes inspection, testing, servicing, repairing, overhauling, rebuilding, remanufacturing, cannibalizing, and reclaiming parts, accessories and end items.

1.2.23. Material Safety Data Sheets (MSDS). A summary of safety, health, and emergency response information provided by the product manufacturer or distributor as required by OSHA, Hazard Communication Standard 29 CFR 1910.1200.

1.2.24. Preventive Maintenance. The care and servicing by personnel to maintain equipment and facilities in satisfactory condition by providing for systematic inspection, detection, and correction of incipient failures, either before they occur or before they develop into major defects.

1.2.25. Recurring Maintenance. Maintenance required as a result of incorrect diagnosis, poor quality or work design deficiency, operator abuse, ineffective quality control, or material failure.

1.2.26. Scheduled Maintenance. Periodic prescribed inspections or servicing of equipment, accomplished on a calendar mileage, or hours-of-operation basis.

1.2.27. Standard Base Supply System (SBSS). The unified management system that accomplishes all Base Supply and service workloads. The Standard Base Supply System operates through the collective interactions of supply procedures, service procedures, processing routines, and the SBSS computers.

1.2.28. Support Agreement. An agreement to provide recurring support to another DoD or non-DoD Federal activity. The support to be provided by one supplier to one or more receivers, the basis for calculating reimbursement charges (if any) for each service, the billing and reimbursement process, and other terms and conditions of the agreement are defined in the Support Agreement. May also be termed a Host-Tenant Support Agreement.

1.2.29. Tenant. An organization or activity or one major command or military department that is supported by a host organization or activity under the jurisdiction of a different major command or military department.

1.2.30. Transaction. A Transaction for the purposes of this RFP as it relates to the Commercial Passenger Movement area shall be defined as: A ticket issued against a Passenger Name Record (PNR) regardless of the number of airline segments contained in the PNR as long as it can be issued on one ticket. If more than one ticket must be issued due to lack of an interlining agreement between carriers on the PNR then non-interlining segments may be ticketed separately and will be considered two transactions eligible to be charged two fees. However, in the case of non-interlining electronic tickets that would normally interline on paper, a transaction shall be considered to be the sum of all electronic tickets needed to complete the travel and only one transaction fee will apply.

1.2.31. Transient Aircraft. Aircraft not assigned to Wright-Patterson AFB that have landed for emergency, modification, servicing, or temporary duty (TDY) purposes.

1.2.32. Unscheduled Maintenance. Maintenance that is not scheduled but is required to correct deficiencies and restore the vehicle or piece of equipment to a serviceable condition.

1.2.33. Vehicle Control Officer. An individual assigned to manage the vehicle fleet assigned to a unit.

1.2.34. Wartime Aircraft Activity (WAA) Document. A document that reflects the number of aircraft to be supported during a wartime environment.

1.2.35. Waste Stream. Wastes that exhibits similar characteristics/properties in which they can be “grouped” for the purposes of treatment and/or disposal.

1.3 TECHNICAL DEFINITIONS -- TRANSIENT AND AGE MAINTENANCE.

1.3.1. Maintenance Operations Control Center (MOCC). Activity that coordinates and communicates daily transient aircraft services.

1.3.2. Arrival Services. Services required preparing for and properly parking transient aircraft in an assigned parking area.

1.3.3. Processing Services. Services required preparing transient aircraft to safely continue their mission.

1.3.4. Departure Services. Services required to assist the aircraft commander with launch procedures and return support equipment to the proper storage area.

1.3.5. Minor Maintenance (Aircraft). Maintenance not referred to as major in applicable Technical Orders.

1.3.6. Tenant Aircraft. Any aircraft with a serial number assigned to WPAFB AFB.

1.3.7. Hydrazine. A toxic chemical used to power the emergency generator on the F-16 Aircraft.

1.3.8. Support Equipment. Powered and non-powered equipment used to support aircraft service, maintenance and launching requirements.

This is not intended to cover all of the workload items, but lists the major categories of work. Unless payments or deductions for variations in one or more of these workloads are addressed in a special provision or other portions of this contract, payment or deductions will not be made for any variation in the estimated quantities listed.
