Questions – 16 Aug 10
1. Is subfactor 5 included in the 100 page limit?
RESPONSE: The Contingency Plan should be submitted as an attachment to the proposal, therefore, will not be included in the 100 page limit. Please ensure that the attachment is properly identified as the Contingency Plan.
2. Considering the extensiveness of the requirement to address “each of the services required by the Performance Work Statement”, will you consider extending the proposal due date so that offerors have sufficient time to adequately address all major functional areas in regard to this plan?
RESPONSE: Offerors has been given a total of 45 days to respond to the solicitation, the Government cannot extend the due date further due to time constraints in our schedule.
3. Reference PWS Paragraph 2-1.6.7 and subparagraphs: The subparagraphs of this section are not clear on the duties that are to be performed by the Contractor and those performed by augmentees as part of the Deployment Machine. Paragraph 2-1.6.7.1 states that personnel are to perform “required duties” which implies that the Contractor is to perform all services associated with deployment. Paragraph 2-1.6.7.4 states that the contractor is to provide “support” to the PPF, CDF, QA, Load Planning, and Ramp Services. This implies we are the subject matter experts and that augmentees round out our team. Is the contractor solely responsible for all functions associated with a deployment (PPF, CDF, QA, Load Planning, Ramp Services)?
RESPONSE: Yes.
4. Reference PWS Paragraph 2-1.6.7.12: The paragraph states that the Contractor is to build all pallets and prepare all rolling stock to meet aircraft configurations and specifications. This is counter to our interpretation of AFI. Please confirm that the Contractor responsible for building all organizational pallets.
RESPONSE: Contractor will insure the build-up/preparation of rolling stock is complete to meet aircraft configurations and specifications for organizational cargo (i.e. Joint Inspection). Contractors will be required to build, weigh and mark, and prep cargo for non unit specific cargo.
5. Reference PWS Paragraph 2-1.7.23 and subparagraphs: The subparagraphs states that the Contractor is to perform moving services of tables, chairs, etc. and the workload, on average, shows that the number of pieces to be moved in a single move is more than 160 per move for the 73 monthly moves. Request the Government confirm that the workload data is accurate.
RESPONSE: Workload is accurate.
6. Reference PWS Paragraph 2-1.7.23 and subparagraphs: The subparagraphs states that the Contractor is to perform moving services of tables, chairs, etc. and the workload, on average, shows that the number of pieces to be moved in a single move is more than 160 per move for the 73 monthly moves. Please provide additional information on the number and size of pieces to be moved. Specifically, can the Government provide a breakout on the items being moved to their lists provided in 2-1.7.23.1 – number of desks, number of tables, number of cabinets, etc?
RESPONSE: This Breakdown cannot be provided.
7. Reference PWS Paragraph 2-1.7.23.5 and Appendix D-2: The paragraph states the Contractor will provide special event support. Request quantification of the number of events supported in the workload data for material handling.
RESPONSE: This data is unavailable.
8. Reference PWS Paragraph 2-1.7.23.5 and Appendix D-2: The paragraph states the Contractor will provide special event support. Request clarification of the type of support to be provided – for example, are Contract staff simply required to offload chairs for a retirement ceremony or are they tasked with setup, breakdown, etc?
RESPONSE: The contractor provides all necessary support materials, of ceremonies, air show displays, TDY, and other functions. Contractors are not required to perform setup and breakdown of equipment.
9. Reference PWS Paragraph 2-1.7.23.5 and Appendix 2-F: The paragraph states the Contractor will manage a warehouse for re-issue of furniture; however, there is no space listed for this purpose in the Appendix. Please clarify.
RESPONSE: There is no requirement to maintain a warehouse. An amendment to the PWS will be forthcoming.
10. Is the Contingency Plan excluded from the Volume I page count limit of 100 pages as it is with Solicitation FA8601-10-R-0055 WPAFB: VMO?
RESPONSE: The Contingency Plan should be submitted as an attachment to the proposal, therefore, will not be included in the 100 page limit. Please ensure that the attachment is properly identified as the Contingency Plan.
11. The Base Supply provided workload data does not provide any data for MRSP/IRSP/MSK assets or kits; is there a current or projected workload for these assets?
RESPONSE: There is 1 MRSP W/2 segments. The overall workload is identified in Appendix D, Base Supply, as parts total workload (RECEIPTS/TINS, DOR'S, SHIPMENTS, AND ISSUES). No IRSP or MSK currently.
12. Given the added evaluation factor noted below, will we be able to submit a 7th Past Performance?
RESPONSE: No. Contractors are limited to six.
13. Reference Optional CLINs X004, X005 (Amendment 0003 revision): The PWS paragraph references provided in these CLINs do not appear to correlate to accurate locations within the PWS. CLIN X004 Weapons Management references PWS paragraph 1-1.2.1 which is “Management and Systems” while CLIN X005 Equipment Accountability Office references 1-1.2.5 “Records Maintenance”. Please clarify.
RESPONSE: PWS paragraphs referenced are in error. Reference to PWS paragraph 1-1.2.1 should read PWS paragraph 1-1.2.17 and reference to PWS paragraph 1-1.2.5 should read PWS paragraph 1-1.2.6. An amendment will be forthcoming to incorporate this change.
14. Reference Section II, Subsection 1-Base Supply, Services Summary Table-Base Supply: Performance Objectives SS-1-5, Use Hazmat Tracking System; SS-1-8 Manage C-1 Mobility Bags; SS-1-16, Ensure proper storage for hazardous materials; and SS-1-17, Manage SA/LW weapons for base requirements all show a remedy that results in a potential reduction of the Supply CLIN. SS-1-5 and SS-1-16 are both a part of optional CLIN X006 while SS-1-8 and SS-1-17 are connected to optional CLINs X003 and X004. Please clarify how CLIN X002 Supply would/could realize a deduction for a discrepancy that occurs within a function that is contractor operated but has its own monetary amount to draw from (i.e. CLINs 3, 4 and/or 6)?
RESPONSE: Deductions would be incurred against the optional CLIN not the Supply CLIN.
QUESTION NEEDING ADDITIONAL CLARIFICATION
Original Question 8. PWS Appendices, Appendix D, Passenger Travel Requests. The workload estimate for the number of on call responses is 8. Is this after-hours emergency calls? Please verify and clarify this number.
RESPONSE: Yes, 8 is the estimated number of annual after-hours emergency calls.
REVISED RESPONSE: After further research, we have determined that the after-hours emergency calls received and serviced by the CTO are estimated at 400 calls monthly, and 5000 calls annually.
Original Question 9. PWS, Section 1, Subsection 2 – Transportation, Page I-2-45, Paragraph 2-1.13.4.2. This requirement is not within the scope of industry standards for a Travel Agency (CTO). There are no commercial travel requirements identified. [Paragraphs] 2-1.13.9.2. and 2-1.13.9.3. [s]tate the CTO source of compensation is derived from commissions provided by vendors and by charging a fee for each ticket issued. SF1449, CLIN 3026 states no funding will be done at contract level for the CTO. How will the CTO be compensated for this service? 2-1.13.9.2. and 2-1.13.9.3 state the CTO source of compensation is derived from commissions provided by vendors and by charging a fee for each ticket issued.
ORIGINAL RESPONSE: Note: Awaiting final decision response from AFMC this week.
REVISED RESPONSE: At this time the government does not know how this service will be compensated.”
NEW QUESTION: If the Government “does not know how this service will be compensated” how does one price the requirement?
NEW RESPONSE: Contractor will be paid off the transportation CLIN 0009 and all sequential out years (i.e. 1008, 2008, and 3008) Question from 12 Aug 10. 1. Will a new CBA for PMEL be posted as the one for PMEL has expired.
RESPONSE: Once the negotiated CBA has been received, it will be made available.
REVISED RESPONSE: The current CBA for PMEL has been granted an extension until 13 Sep 10. Once a new CBA has been negotiation, it will be made available.
NOTE: AS OF TODAY, 16 AUGUST 2010, NO FURTHER QUESTIONS WILL BE ACCEPTED.
