Itinerary Pre-Proposal Conference – Hope Hotel Bld. 262 CTO (Commercial Travel Office); Transportation Bld. 206 (Passenger Travel Section); Transportation Bld. 206 T/A (Transient Maintenance Section); Maintenance Bld. 93 AGE (Aerospace Ground Equipment); Maintenance Bld. 142 Personnel Deployment Center; Transportation Bld. 143 Cargo Freight Management Section; Transportation Bld. 884 PMEL (Precision Measurement Equipment Laboratory); Maintenance Bld. 254 Supply Warehouse; Transportation Bld. 247 HAZMAT Facility; Supply Bld. 257 D/P, MICAP, MO Bags; Supply Bld. 70 Personal Property, Combat Readiness; Transportation Bld. 1 Base Supply Management Section: Supply Return to Hope Hotel
Rules of Engagement (ROE) Government representatives may not:
Approve or comment on prospective contractors’ methods or procedures.
Offer any advice or recommendations to prospective contractors.
Clarify, make or infer legal interpretations on the scope or intent of the solicitation.
Conference remarks/explanations shall not qualify the terms of the solicitation. Terms & Conditions remain unchanged unless amended in writing.
All questions must be written. Questions and Answers will be shared with all potential bidders via a posting to FedBizOps.
Source Selection Method Performance/Price Trade-off (PPT) Proposals Rated on pass/fail basis Acceptable proposals then ranked according to price Integrated Past Performance Assessment Rating then assigned IAW AFFARS 5315.305(a)(2) If lowest priced, technically acceptable offeror has a Substantial Confidence performance assessment, that offeror would represent the best value and award will be made to that offeror If lowest priced, technically acceptable offeror’s Past Performance Confidence Rating is less than substantial, Government will consider a tradeoff between Price and Past Performance to determine which offer represents the best value to the Government.
NOTE: PPT allows Gov’t to award to other than low offeror if the circumstances warrant.
Schedule B - RFP CLIN Structure: 9-month base, 2 one- year options.
CLIN 0001 – Transition Period CLIN 0002 – 0028 – Base Period CLIN 1001 – 1027 – Option Period 1 CLIN 2001 – 2027 – Option Period 2 CLIN 3001 – 3027 – Optional Extension of Services (Per FAR Clause 52.217-8)
Schedule B – RFP (Continued) Option CLINs – Option CLINs have been added for Optional Services that may or may not be exercised. Please price the CLINs as if they will be exercised.
T&M CLINs – Please utilize the estimated amounts provided in the Schedule Total Evaluated Price – Determined IAW 52.212-2, Para 4a.
Contracting Special Interest Items DD 254, Posted with Solicitation. Secret Facility Clearance is required Past Performance Questionnaire is available with Solicitation. Be sure to ensure your questionnaires are returned by the posted due date.
52.212-1, Instructions to Offerors: Gov’t reserves the right to award “without discussions” – Critical that proposals submitted represent the offeror’s “best effort” EEO Compliance - Anticipated that preaward clearance will be required. In an effort to expedite the award process, ensure your company have been found to be "In Compliance" with EEO within the last two years. This can be verified by accessing the National Preaward Registry at http://www.dol-esa.gov/preaward/.
Contracting – LSS Milestones RFP Closing – 9 Aug 2010 Technical/Price Evaluations Begin – 10 Aug 10 Technical/Price Evaluations Close – 8 Sep 10 Discussions open (if necessary) – 15 Sep 10 Discussions complete (if necessary) – 29 Sep 10 Final Proposal Revisions Due – 22 Oct 10 Contract Clearance – 29 Nov 10 Congressional Notification – 29 Nov 10 Award – 3 Dec 10

Final Thoughts An Award can only be made to a vendor who is registered in CCR. If you are not currently registered you will need to register now.
No recording devices, including video and cameras are authorized for use during this site visit.
Everyone is required to stay with the group and not wonder off by themselves.
