More Questions – 6 Aug 10
1. Reference RFP Section B, CLINS 0008, 1007, and 2007: The narrative references household goods inspection; however, the paragraph references the counseling portion of personal property. Please clarify what functions are to be bid against these CLINs.
RESPONSE: PWS Para 2-1.12 states all personnel property functions.
2. Reference RFP Section B, CLINS 0010, 1009, and 2009: The narrative references materiel handling; however, there are no paragraph to reference what PWS paragraphs are to be included in this optional CLIN. Please clarify what functions are to be bid against these CLINs.
RESPONSE: Surface Freight (2-1.7), Packaging and preservation 2-1.9 3, Base Movers (2-1.7.23)
3. Reference RFP PWS 2-1.6.7.1: The referenced paragraph states that the services are to be provided in accordance with the Installation Deployment Plan. Request a copy of this plan be made available for offeror review.
RESPONSE: IDP is not releasable.
4. Reference RFP PWS 2-1.3.2.1 and PWS 2-12: The hours for operation listed in the 2-1 references do not explicitly state the hours of operation for the Personal Property Office. Are the hours the Personal Property Office the same as for Traffic Management?
RESPONSE: Yes the hours are the same as listed in PWS 2-1.3.2.1
5. Reference RFP Appendix 2-D: The workload for Personal Property does not include estimates for Inbound Shipments. Please provide an annual count for inbound shipments.
RESPONSE: Inbound shipments are not tracked by government.
6. Reference RFP Appendix 2-D: The workload for Personal Property does not include estimates for Non-Temp Storage. Please provide an annual count for Non-Temp Storage lots to be managed by the Offeror.
RESPONSE: Data is not available.
7. Reference RFP Appendix 2-D: The workload for Personal Property provides a count of 4,709 inspections per year. Please confirm this count as accurate as it seems inordinately high based on the limited information provided in the Appendix.
RESPONSE: This number is correct, 80% of all personal property shipment in the PPPO geographic operating area of responsibility, either physically or telephonically.
8. Reference Collective Bargaining Agreement, Personal Property: The CBA includes a category called “Shipping/Receiving Inspector (Cleveland)”. Request the Government break out the inspections workload to reflect the number handled by a remotely located employee.
RESPONSE: Workload cannot be broke out anymore than is spelled out PWS.
9. QUESTION: Reference Instructions to Offerors, 5: "...all interested offerors are requested to verify that their companies have been found to be "In Compliance" ... This can be verified by accessing the OFCCP National Preaward Registry...". According to their referenced website, the only company names on the registry are ones that have been audited within 2 years. Request that companies do not have to be included in the registry, but are in compliance.
RESPONSE: Per FAR 22.805, A request for clearance from the appropriate OFCCP regional office shall be conducted prior to award for any contract/subcontract of $10 million or more. Therefore, companies need to be included in the registry in order to receive an award.
10. Section 1, Subsection 1, Paragraph 1-1.2.6.11, Page I-1-11, Supply. This requirement specifies onsite inspection of a minimum 10 percent of hands-on inventory of all equipment for that unit. No workload data or number of equipment accounts was provided in Section IV, Appendix D for this effort.
RESPONSE: Workload data has been added to Section IV, Appendix D. (See solicitation amendment #5). The onsite inspection will be 10 percent of the on-hand equipment for the account.
