Solicitation FA8601-10-R-0010

Government responses to RFI’s.

Question 1:

Reference the SOW, Para. 4.1., 4.1.1., 4.1.2. and 4.1.4.: Cost of RS Means or equal software. Due to the fact that this contract is expected to straddle years 2010 and 2011, with the potential of extending past 1/15/2012 with a six month extension, should we include the cost of three annual RS Means Software packages as described in the above referenced paragraphs in our calculations for our coefficient? If the contract start date is after 6/15/2010, this financial element is estimated to cost up to $200,000 (2%) over an eighteen month, $10Million contract. The SOW mentions training, can you provide the number of days this training is estimated to take? The SOW mentions applicable books, does this mean 12 full sets of RS Means Facility, RS Means Master Composite and RS Means Assembly manuals? If so, are we correct to include this estimated cost of up to $60,000 over an eighteen month, $10Million contract, starting on or after 6/15/2010?

Response:

· The software packages will be required throughout the duration of the contract. There is no guarantee that the six month extension will be required.

· The estimated time required for training should be obtained from the software provider.

· Paragraph 4.1.4 refers to 12 copies of “applicable” Cost Data books. The (7) “applicable” books are Assemblies Cost Data, Building Construction Cost Data, Facilities Construction Cost Data, Heavy Construction Cost Data, Repair & Remodeling Cost Data, Site Work & Landscape Cost Data, and Square Foot Costs.

Question 2:

PART I – PRICE PROPOSAL states that we are to submit an original and one (1) copy. However, PART II – TECHNICAL PROPOSAL and PART III – PAST PERFORMANCE INFORMATION does not specify how many copies are to be submitted. Please Clarify.

Response

· One original and one copy of both the Technical Proposal and Past Performance Information is required.

Question 3:

PART II – TECHNICAL PROPOSAL, (b) MANAGEMENT PLAN Please provide a definition of ‘Negotiator(s)

Response

· The negotiator is the individual on the contractor’s SABER team responsible for determining the contract terms for each individual delivery order.

Question 4:

PART II – TECHNICAL PROPOSAL, (b) MANAGEMENT PLAN Does the term “Office Staff” refer to on site or off site staff?

Response

· It is assumed the contractor will have staff at both a home office and a site. Include both in the Management Plan.

Question 5:

Can the Government provide a history of the projects performed by the SABER contract over the past several years? Information such as dollar value, type of project, duration, etc.?

Response

· No. Project costs can range from a few thousand to a few hundred thousand dollars. Project types can include repair of site utilities, renovation of office/lab space, construction of secure spaces, etc. Duration can range from a few weeks to over a year depending on the project.

Question 6:

Can the Government provide a forecast of the number, size, dollar value, and type of projects that will be performed over the next 12 months?

Response

· The total contract amount is in the solicitation. The anticipated number of projects is in subparagraph 1.1.2 in the Statement of work. The size and type of individual Delivery Orders is undetermined.

Question 7:

Truck Wash: If we are to paint all 4 sides of the columns or only the 3 sides that are exposed to the truck wash?

Response

· Treat only (3) sides of columns not receiving structural reconstruction. For the (7) columns receiving structural reconstruction, all (4) sides shall be treated.

Question 8:

Truck Wash: If we are replacing steel and possibly concrete base for new support we may have to remove the metal skin façade at the interior / exterior for access. If that is the case, would we replace the removed metal panel with new or just reuse what was removed?

Response

· Reuse the existing panels.

Question 9:

Truck Wash: What about the rusted metal panels at the interior? Are they required to be replaced?

Response

· No.

Question 10:

The statement does not mention the removal of hose bib and water pipe on the east wall. Should this be removed and re-installed?

Response

· Yes. To clarify the statement of objectives, temporary relocation of electrical, plumbing, etc. simply means to move it enough for the cleaning, priming, and painting of the columns. Reinstall upon completion of treating the columns.

Question 11:

Will the government be providing a schematic with dimensions of the building as discussed on the site visit?

Response

· A schematic was provided in Addendum #1 to Project 10-1888 “Repair Steel Posts” which is the seed project.

Question 12:

Will you please identify on the schematic the (7) columns that need the lowest 2’ portion replaced? I don’t believe these were identified at the site visit. How many are red iron and how many are channel steel?

Response

· See response to Question 11 above. (4) columns are red iron, (3) are channel steel.

Question 13:

Does the existing paint contain lead? Should we assume that lead based paint is present and include in proposal?

Response

· Yes.

Question 14:

Will sand blasting of the columns be permitted?

Response

· Yes. Keep in mind that lead is suspected in the existing coatings, so all waste generated from sand blasting would have to be treated as containing lead as well. Also, the facility has floor drains; it is the responsibility of the contractor to ensure that no construction debris gets into the drainage system.

Question 15:

Will the wash bay be shut down during construction?

Response

· Yes

Question 16:

Are the (6) surface mounted lights on the columns above 8’?

Response

· Yes

Question 17:

For the 6 months to complete the contracted work beyond the 12 months of the SABER contract period, is the successful SABER contractor required to provide the 18 Government cell phones for the additional 6 months completion period beyond the original 12 month SABER contract period (total of 18 months) or only for a total of 12 months?

Response

· The cell phones provided by the contractor to the Government will be required for the duration of the contract.

Question 18:

Regarding the 2 computer servers on which the 4Clicks estimating software is to be installed, are the 2 computer servers existing Government hardware provided by the Government or is the successful SABER contractor to provide the 2 computer servers hardware?

Response

· The software will be installed on existing Government-owned computers.

Question 9:

Within the management plan, it says to include all personnel and roles…. for contract manager, negotiator, etc. (11 positions). However, the management plan is limited to 6 pages. Do you just want a paragraph or so on each position (no resumes I’m assuming) since we also have to write about scheduling and our approach?

Please clarify specifically what you are expecting in this section.

Response:

A short paragraph or series of bulleted items on the experience level of each key individual should be adequate. Provide an organizational chart explaining how your team will function. It is most important that your management plan explains your understanding of the SABER process and issues such as scheduling and management. Providing lengthy resumes and project experience of all personnel is not necessary.
