QUESTIONS & ANSWERS- SABER 7 May 2010 QUESTION1: Schedule B, and the text on page 51, sub-paragraph C. (b), (4), requires that the coefficient be entered by the appropriate CLIN. We understand this request.

There is also a line by the words NET MAX AMOUNT

Do we extend the $10,000,000 contract max mutiplied by the coefficient and place the product on this second line?

ANSWER1: For Schedule B, you are only required to input your coefficient. The "NET MAX AMOUNT" is a system generated output that can't be removed.

QUESTION2: Beginnning on page 50, under Proposal Format, paragraph C, entitled "specific instructions" heads up the submission details for parts I, II and III.

Inder part II, sub-paragraph (b) 5, the Management plan is limited to six (6) 8.5x11 pages

Under paragraph D on page 53, which in relation to other sub-paragraphs is a peer of sub-paragraph C above, sub-paragraph 4 a,b,c,and d give less restrictive instructions.

Specifically, we have planned to use two fold-outs in our management plan. Under paragraph D, our plan to use 4 single faced 8.5x11 pages and two 11x17 fold-outs is permitted by paragraph D, but possibly conflicted by the language in paragraph C., 2., (b), 5 on page 52 of the solicitation.

Summary: Will the government accept 4- 8.5x11 sheets and 2- 11x17 fold-outs under the six page guidance and the proposal format specifics detailed in paragraph D on page 53 of the solicitation?

ANSWER2: The use of two 11 X 17 foldouts along with four 8.5 X 11 standard pages is acceptable as long as the foldouts are for charts, tables, and diagrams IAW paragraph D.4.(b) on page 53.

QUESTION3: With regards to the proposal submission requirements, Section L: Does the offeror need to submit 3 parts, 1 volume or 3 parts, 3 separate volumes?

A3: 3 Parts, 3 copies of each Part

QUESTION4: I am a bit confused by the following section and if WE as the bidder/ contractor are providing drawings for what we will be performing, how will this be looked at comparing the same things from one contractor to the next?

5.1 Drawings shall be submitted by the contractor, which will indicate to the Government that the Contractor has a full and complete understanding of the construction requirements and that adequate engineering has been done to meet the project requirements. As a minimum drawings submitted shall include;

5.1.1. Proposed scaled civil, architectural, mechanical, and electrical drawings showing design and details.

5.1.2. As-built record drawings upon project completion.

5.1.3. All work shall be in compliance with SABER Contract Specifications.

5.1.4. Contractor shall submit for approval technical data for all equipment.

5.1.5. Contractor shall submit for approval color boards, texture/pattern samples, and style /design literature or product brochures for all finish materials.

If you can advise I would appreciate it so that we are clear on the expectations.

ANSWER4: Yes, the contractors are required to submit the drawings, SOW, etc for the project based on the Statement of Objectives (SOO). This is how the SABER operates. By submitting this documentation and receiving a "Pass" rating on this seed project, the Ktrs are demonstrating they can manage a SABER contract.

The SOO is telling them what is to be accomplished. The Ktr's SOW and drawings tells us how they plan to go about accomplishing it.
