This is a solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation being issued; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Proposal (RFP) No. FA857123R0004.
This solicitation will be solicited under 8(a) Set Aside.
This requirement will consists of a basic year and two option periods utilizing the estimated dates below.

NOTE 1: If the above documentation is not completed and provided with the submission of your quote then the quote will not be evaluated and not be considered for award.
NOTE 2: The contractor shall propose hourly rates IAW tab "T&M Labor Rate". The Pricing Excel Sheet (Attachment 8) applicable hourly rates shall be used for all Unforeseen Equipment Cleaning Requirements work. The labor rates will be fixed for the base year and options years. The rates shall include wages, overhead, G&A expenses, and profit. The hours used in the Pricing Excel Sheet, tab "T&M Labor Rate" are arbitrary for pricing purposes only and are not a reflection of the scope of work.
NOTE 3: This effort shall only be performed utilizing the two identified labor categories at the Statement of Equivalent Hire clause.

Experience Special Standards of Responsibility
Recent means within the past five years. Relevant means present or past efforts involved similar scope and magnitude of effort and complexities this solicitation requires. The efforts must have included "Industrial Waste Removal Experience" and "Environmental Management Responsibility" as defined below. For the same magnitude of at least a 3-5 year Period of Performance.
Key personnel are those employees whose expertise and experience are critical to the performance of the contract, on whom the Contractor relies to establish that it has qualifications to carry out the work, and who would perform the work if a federal contract were ultimately awarded. Key personnel can include subcontractors. Hazardous Material Training: This effort requires workers to have completed OSHA Hazardous Waste Operations and Emergency Response Standard (HAZWOPER;29 CFR1910.120(e)(8)) training. The training covers health hazards, personal protective equipment, site safety, recognizing and identifying hazards, and decontamination. Refresher training required annually. To work with a specific hazardous material, workers must complete training requirements and work requirements set by state or federal agencies on handling that material.
Acceptable Documentation: Provide a certificate for initial 40-hour course and current annual 8 hour refresher certification (if applicable) for all employees responsible for cleaning, handling, and transporting of hazardous material and waste.
Industrial Waste Removal Experience: Industrial waste removal is defined as experience providing industrial cleaning of hazardous waste and effluents from industrial plant/process systems and supporting infrastructure. Control all hazardous material to prevent unauthorized access and procure, handle, package, and label hazardous material.
Acceptable Documentation: Provide a list of a maximum of 5 recent and relevant contracts involving industrial waste removal experience described above (federal or non-federal contracts). Contract information at minimum should include contract #, period of performance, Contract point of contact with phone number and email address, and summary of services on the referenced contracts. Note, government personnel can review past performance on contracts that were not submitted by the contractor to support in the responsibility determination.
Environmental Management Responsibility: Environmental Management is defined as experience including hazardous material, hazardous waste, solid waste, air quality, pollution prevention and recycling.
Acceptable Documentation: Provide a list of a maximum of 5 recent and relevant contracts involving environmental management services described above (federal or non-federal contracts) . Contract information at minimum should include contract #, period of performance, Contract POC with phone number and email address, and summary of services on the referenced contracts. Note, government personnel can review past performance on contracts that were not submitted by the contractor to support in the responsibility determination.
Voluntary Protection Plan: Air Force Voluntary Protection Program (VPP) requirements are applicable to this acquisition as work on an Air Force installation will be required by contractor employees working 1,000 hours or more in any calendar quarter and the employees are not directly supervised by the Air Force installation. As part of your SSR proposal submittal, for each of the past three (3) calendar years immediately prior to the calendar year in which this solicitation is being issued 2021, 2020 and 2019, submit your Total Case Incidence Rates (TCIR) and Day Away, Restricted, and or Transfer Case Rates (DART) for the standard Industrial Classification System(SIC) code or North American Industrial Classification Systems (NAICS) code for the applicable industry as identified on the face page of this solicitation. If TCIR/DART rates are not maintained, submit comparable rates by completing RFP Attachment . This VPP information shall be no more DART - TCIR Chart (Attachment 9) than 3 pages. Note: This VPP information pertains to the offeror. If an unpopulated joint venture is formed (a joint venture in which the employees are employed by the joint venture partners and not the joint venture itself), each joint venture partner must submit these rates. Any proposed subcontractor with employees working 1,000 or more hours in any calendar quarter on an Air Force installation whose subcontractor employees are not directly supervised by the Air Force installation must submit these rates as well. Acceptable Documentation: The submitted TCIR/DART rates or other comparable rates for the past three (3) calendar years 2021, 2020, and 2019 immediately prior to the calendar year in which this solicitation is being issued, shall be compared to the most recently published Bureau of Labor Statistics (BLS) national average for the specific SIC or NAICS code identified on the face page of this solicitation(https://www.bls.gov/iag/tgs /iag_index_alpha.htm).
