FA8571‐R‐0004 Questions & Answers
1. Will there be a site visit?
No there will not be a site visit.
2. Is telework for a position not listed in the five identified labor categories acceptable to USG?
No
3. Per PWS Section 1.4 Task Tracking, is there a software that USG will provide for this function or can Contractor utilize COTS or even proprietary software so long as the report is generated as an
MSE Workbook?
No, software not provided. Contractor can use proprietary software so long as the report is generated as an MSE Workbook
4. Is there truly no technical writeup requirement, only Past Performance, Pricing, TCIR/DART data, and HAZWOPER certificates?
There is no technical evaluation, only Past Performance, Pricing, TCIR/DART data, and
HAZWOPER certificates.
5. On Solicitation Page 61 or 63, “Key Personnel” is mentioned. Is it safe to assume Key Personnel includes the Contractor Manager/Alternate and the five (5) identified labor categories?
Yes.
a. If so, is USG wanting resumes in addition to HAZWOPER certificates?
No, resumes are not required.
6. Same page, is the total amount of Past Performance ten (10)? Five (5) for Industrial Waste Removal

7. Can you provide an estimate (ball park) or percentage of T&D costs based on the previous contract?
The government assumes T&M is being referenced. There was not a T&M CLIN on the previous contract.
8. Do you plan to allow prospective participants to conduct a site visit prior to the Q&A deadline?
No, this requirement will not have a site visit.
9. We understand the Transitional period will begin on 18 September – 17 October. What is the anticipated award date?
17 Sept 2023 is the transition date. The period of performance will begin 17 October 2023.
10. Please clarify level of effort required (total man hours) for the BASIC CMXG 30 day transition period‐‐
CLIN 0001
This is not a level of effort contract. The transition period is for CAD cards (management and admin) and
DBIS cards for employees. Also, for the new contractor to shadow previous Contractor for 30 days.
11. Appendix 1 (Equipment list rev. 07/23) – Not all Estimated time to complete include crew size.
Please clarify crew size for all estimated time to complete (AMXG, CMXG, EMXG, MXSG or CLINS 0001 through 0011).
The USG is only stating the work that needs to be completed, the contractor will propose how many employees are needed to complete the IPW Cleaning.
12. Section 1.4 of the PWS references the contractor’s owl shift work from 12:00 am to 8:30 AM. Please clarify if all IPW Cleaning is to be conducted between 12:00 am – 8:30 am.
The IPW cleaning will need to be accomplished with two shifts, the owl shift and the day shift.
13. We understand the government will be proving the contractor with office space, storage, parking and supplying two computers and a printer with network access.
Yes, this is correct.
a) Please clarify if contractor will have access to government’s Work order system? If not, is there a preferred Purchase order software solution approved to work on the governments network?
No. The contractor will use PIEE (WAWF) site.
b) Please confirm if the government is looking for the contractor to maintain a Program/Project Mgr and Admin assistant onsite at all times through the contract period as per CLIN 0013
