1. Attached is the Robins Air Force Base Hazardous Materials Management Plan and is effective upon receipt. Request all addressees advise the office of primary responsibility for this plan by the most expedient means possible of any changes which may affect execution and follow-up with a written recommendation for changes.

2. Direct any questions to the 78th Air Base Wing Plans Office at 468-5243. This plan will be reviewed in October of each year; all comments and requests for changes must be submitted to 78 ABW/XP by the 15th of December.

SECURITY INSTRUCTION/RECORD OF OPR REVIEWS AND INTERIM CHANGES

1. The long title of this plan is Robins Air Force Base (AFB) Hazardous Material (HAZMAT) Management Plan. The short title is Robins AFB HAZMAT Management Plan.

2. This plan is unclassified and does not come within the purview of directives governing the protection of information affecting national security. Information contained herein may be disseminated to all agencies and/or personnel with duties requiring knowledge of the plan.

3. Reproduction of this document in whole or part is authorized as required for the development of supporting plans/instructions/checklists.

4. This plan supersedes Robins Air Force Base Hazardous Material Management Plan, December 2020.

PLAN SUMMARY

1. SIGNIFICANT CHANGES. This revision replaces the Robins AFB HAZMAT plan dated

December 2020 and is in compliance with Air Force Manual (AFMAN) 32-7002 (dated 4

February 2020). Summarization of changes: Changed requirement for labels to require bar code printed, self adhesive labels, changed verbiage to read that POU coordinator will maintain POU records, revised AF Form 3952 automation process changeover from two years, to read at least two years.

2. PURPOSE. The purpose of the HAZMAT Management Plan is to provide a standard way to manage hazardous material (HAZMAT) procurement and use and to comply with Environmental, Safety, and Occupation Health (ESOH) requirements. Although the primary focus is on HAZMAT, the broader purpose is to protect the environment, safety, and health of potentially affected Department of Defense (DOD) Air Force (AF) workers and communities.

The provisions of the HAZMAT Management Plan are applicable to each organization, associate unit and contractor that stores or uses HAZMAT on Robins AFB, to include Robins

North Facility, and 3PL ALC (DLA) contract. Air Force members, civilian employees, contractors, and contractor employees of all organizations will comply with the HAZMAT

Management Plan.

2.1. The Installation Hazardous Material Program (IHMP) provides for process-based authorizing, procuring, issuing, and tracking of HAZMAT. It is a repository for data required for meeting HAZMAT reporting requirements, tracking the locations of HAZMAT on an installation, assessing AF processes for pollution prevention opportunities, and measuring success in minimizing HAZMAT use.

2.2. The IHMP ensures HAZMAT users obtain the material required to perform their

AF mission. However, the IHMP will only issue HAZMAT to users that understand and have implemented appropriate ESOH precautions.

2.3. The IHMP ensures the purchase and use of only the smallest quantities of

HAZMAT necessary to accomplish the mission. The IHMP accomplishes this by eliminating HAZMAT usage not essential to mission accomplishment, substituting reduced-risk HAZMAT wherever possible, and minimizing HAZMAT usage when the mission dictates their use. Decision-making on minimization

31098-2700 May 2022 vi and substitution should take into account reducing overall Total Ownership Cost

(TOC) inclusive of ESOH costs within acceptable levels of risks.

2.4. This Plan describes procedures and provides guidance to base and tenant organizations for identifying, procuring, handling, tracking, storing, issuing, and disposing of HAZMAT to accomplish Robins AFB workload requirements. These policies provide guidance for compliance with federal, state, and local environmental regulations. Each tenant organization at Robins AFB should supplement this policy with specific procedures, as needed. Once HAZMAT becomes hazardous waste, the Robins Hazardous Waste Management Plan governs its management.

3. CONDITIONS FOR IMPLEMENTATION. The Robins AFB IHMP supports the accomplishment of the AF mission by minimizing and effectively managing dependence on HAZMAT within acceptable levels of mission and ESOH risk, while reducing associated TOC.

4. OPERATIONS TO BE CONDUCTED

4.1. Collect and maintain all required HAZMAT data in the standardized AF HAZMAT tracking system.

4.2. Protect the safety and health of personnel on AF installations and communities surrounding AF installations from AF misuse of HAZMAT.

4.3. Integrate weapon system HAZMAT reduction needs into the weapon system requirements generation, prioritization, funding, and execution processes.

4.4. Manage mission critical requirements for Class I Ozone Depleting Substances

(ODS).

4.5. Provide the work area supervisor with information necessary to comply with applicable HAZMAT risk communication requirements, especially the OSHA

HAZCOM Standard.

4.6. Comply with applicable HAZMAT management laws, regulations and Executive

Orders (EOs).

4.7. Minimize the generation of HW.

4.8. Provide standardized HAZMAT service to the customer.

4.9. Purchase, store, and issue HAZMAT in smallest quantities required to support mission requirements.

4.10. Ensure HAZMAT issue and use conforms to appropriate ESOH requirements.

4.11. Track HAZMAT by process, facility location and where applicable, weapon system, and Tech Order (TO) or manual.

4.12. Provide HAZMAT data to support AF requirements.

5. KEY ASSUMPTIONS. HAZMAT will always be needed on Robins AFB in order to carry out mission essential operations.

6. TIME TO COMMENCE OPERATIONS. This is an active plan.

7. COMMAND RELATIONSHIPS. Normal.

8. LOGISTIC APPRAISAL. This plan is currently logistically feasible.

1. SITUATION. The HAZMAT Management Plan provides for process-based authorizing, procuring, issuing, and tracking of HAZMAT. It is a repository for data required for meeting

HAZMAT reporting requirements, tracking the locations of HAZMAT on an installation, assessing

AF processes for pollution prevention opportunities, and measuring success in minimizing

HAZMAT use.

2. MISSION. The HAZMAT Management Plan ensures HAZMAT users obtain the material required to perform their AF mission. However, the IHMP will only issue HAZMAT to users that understand and have implemented appropriate ESOH precautions.

3. EXECUTION. This Plan details the Robins Air Force Base Installation Hazardous Material

Management Program (IHMP) in support of the Robins Air Force Base Hazardous Material

Management Process (HMMP).

3.1. APPLICABILITY. This Plan applies to all organizations, tenants, hosted units, and contractors that buy, use, store, or dispose of chemicals or HAZMAT on Robins AFB.

3.2. SCOPE. The term HAZMAT includes all items (including medical supply items, but excluding drugs in their finished form and pharmaceuticals in individually-issued items) covered under Emergency Planning and Community Right-To-Know Act

(EPCRA) (or other federal, state, or local) tracking requirements, the Occupational

Safety and Health Administration (OSHA) Hazard Communication (HAZCOM)

Standard and all Class I and Class II ODS. It does not include munitions or

Hazardous Waste (HW). All items listed in paragraph 3.2 of Federal Standard 313

Revision D (FED-STD-313E) are managed as HAZMAT unless the material has been determined to be non-hazardous or does not meet a tracking requirement.

3.3. EXEMPTIONS. The OSHA HAZCOM Standard [29 CFR 1910.1200(b)(6)(ix)] excludes “Any consumer product or hazardous substance, as those terms are defined in the Consumer Product Safety Act (15 U.S.C. 2051 et seq.) and Federal Hazardous

Substances Act (15 U.S.C. 1261 et seq.) respectively, where the employer can show that it is used in the workplace for the purpose intended by the chemical manufacturer or importer of the product, and the use results in a duration and frequency of exposure which is not greater than the range of exposure that could reasonably be experienced by consumers when used for the purpose intended.”

OSHA further states in a 14 April 2005 interpretation letter that office cleaning products utilized with the same frequency and duration as that of a normal consumer would fall under the Hazard Communication Standard exemption for consumer products in 29 CFR 1910.1200(b)(6)(ix).

3.3.1. Based on the OSHA HAZCOM Standard exemption, consumer products that are used at Robins AFB in such a way that the duration and frequency of use are the same as that of a consumer are not required to be included in the employer’s HAZCOM program. The “Hazardous Materials “Exception” List”

(Annex C-Appendix 1) contains a list of commonly used materials, which when used in such a way that the duration and frequency of use are the same as that of a consumer are not required to be tracked in the standardized AF HAZMAT tracking system nor are they required to be part of the Robins AFB HAZCOM program. (Note: This list is not all inclusive, but simply lists common examples.)

3.4. SPECIAL MATERIALS

3.4.1. LEAD ACID BATTERIES. OSHA determined that lead acid batteries are hazardous chemicals because of their potential chemical exposure risks and physical hazards. As a result, lead acid batteries are classified as HAZMAT and do not fall under the article exemption because they have the potential to leak, spill, or break during normal conditions of use. See Appendices 2 and 3 of Annex C for full details.

3.4.2. AEROSOL PRODUCTS. All aerosol products are classified as hazardous and must be tracked except for those exempt per the OSHA consumer use 29

CFR 1910.1200(b)(6)(ix).

3.5. REVIEW CHANGE INSTRUCTIONS. The HAZMAT Cell (78 CEG/CEIER) is the Office of

Primary Responsibility (OPR) for the distribution, documentation, review, and updates to the

Plan. The Plan will undergo a quadrennial peer and upper level review. The plan will be reviewed annually, no later than 31 December each year, and recorded by the OPR for currency to guidance and mission requirements. Posting of OPR annual reviews and any interim changes will be accomplished in the Record of OPR Reviews and Interim Changes. An OPR review may take place more frequently if any of the following conditions are met:

3.5.1. Changes to regulations or permits affecting the provisions of the Plan, which require immediate change in Plan policies.

3.5.2. Facility modifications or realignment of organizational responsibilities which require the change of procedures and/or policies of the plan.

3.5.3. The Plan proves to be ineffective in the management of HAZMAT.

3.5.4. The Environmental, Safety, and Occupational Health Committee (ESOHC)

Chair requests a special review.

3.5.5. All reviews and interim changes will be logged in the Record of Review and Interim Changes table. Significant changes will cause an out of cycle plan revision with peer and upper level review and signature.

3.6. INSTALLATION ROLES AND RESPONSIBILITIES

3.6.1. The Installation ESOHC Chair will:

3.6.1.1. Formally charter a cross-functional HMMP Team (HMMPT) led by 78th Civil Engineering Group (78 CEG).

3.6.1.2. Provide oversight for the HMMP.

3.6.1.3. Ensure only appropriate aspects of the HMMP

responsibilities are considered for contracting-out. If any IHMP functional responsibilities are contracted-out, those responsibilities must remain under the purview of the individual functional offices that AFMAN 32-7002 assigns those responsibilities to, regardless of the extent that the given functional office has been contracted out. NOTE: Any IHMP task, including the HAZMAT authorization responsibilities, can be performed by contractors, provided (1) the contract complies with the applicable federal and military procurement policies and supports the IHMP deployment requirements, and (2) the AF exercises appropriate and adequate contractor performance oversight.

3.6.2. HMMP TEAM

3.6.2.1. HMMP TEAM (HMMPT) is an interdisciplinary team

established at Robins AFB to implement the HAZMAT program. The

HMMPT oversees activities for controlling and tracking all HAZMAT from cradle to grave on Robins AFB.

3.6.2.2. CHAIN OF COMMAND. CE will lead the HMMP Team. The

team will report to the EPC or ESOHC Chair. Individual team members are also responsible for reporting to their functional chain of command on HMMP issues.

3.6.2.3. HMMP TEAM COMPOSITION. The HMMPT will include, but is not limited to, representatives from each of the units identified below. As required, other functional areas such as Finance, Plans, Manpower, Public Affairs, HAZMAT users, and tenant organizations are also members of the HMMPT. Contracted functions may have contractor representation on the HMMP team.

3.6.2.4. HMMP TEAM FUNCTIONS.

3.6.2.4.1. Provide oversight for the HMMP.

3.6.2.4.2. Identify and resolve issues, particularly in policy and resource guidance;

cross feed smart procedures; evaluate performance; incorporate HAZMAT management initiatives into existing procedures; and validate and prioritize strategies that support and enhance HAZMAT management.

3.6.2.4.3. Communicate policy goals and objectives and develop efficient HAZMAT management plans.

3.6.2.4.4. Provide the necessary teamwork, oversight, coordination, and cross feeding to develop and sustain the standardized AF HAZMAT tracking system and associated interfaces.

3.6.2.4.5. Regularly schedule and hold meetings at least quarterly to address HMMP issues. HMMPT Working Group Meetings are sufficient to meet this requirement if there are no high level issues needing elevation to the HMMPT.

3.6.2.4.6. Ensure all functional areas provide resource advocacy in their respective areas for an effective interface between their functional area program and the HMMP.

3.6.2.4.7. Review, validate, and advocate for HMMP-related funding requirements.

3.6.2.4.8. Integrate HMMP requirements into support agreements.

3.6.2.4.9. Ensure personnel obtain and document applicable HMMP training requirements, such as utilizing eDash, AFIT online courses as applicable, or coordinating with the HazMat cell for specific training as needed.

3.6.2.4.10. Include guidance for HAZMAT management in contingency Deployment plans. (NOTE: This guidance must address contractor-performed IHMP responsibilities.)

3.6.2.4.11. Track funded HMMP projects to completion.

3.6.2.4.12. Collect data and report HMMP metrics to senior leadership and their

MAJCOM HMMPT.

3.6.2.4.13. Ensure contracting initiatives involving any aspect of the HMMP specifically define responsibilities for executing the affected HMMP elements, especially IHMP deployment requirements.

3.6.2.4.14. Establish and maintain a management effort to ensure the quality of the installation’s HMMP data.

3.6.2.4.15. Ensure releasable information on HMMP projects or metrics with potential community or media interest are provided to Public Affairs.

3.6.2.4.16. Maintain a current written management plan or operating instruction outlining the roles and responsibilities of those involved with HAZMAT at the installation. This written IHMP Plan or Operating Instruction (OI) will document the roles and responsibilities of those involved with the tracking and control of HAZMAT on the installation.

3.6.2.4.17. Ensure personnel meet all installation-level responsibilities for executing the IHMP.

3.6.2.4.18. Determine for each requested potentially HAZMAT whether it meets the HAZMAT definition specified in this plan and, therefore, must be tracked using the standardized AF HAZMAT tracking system. This process is detailed in 3.7 of this Plan.

3.6.2.4.19. Establish and implement procedures for HAZMAT reduction, recycling, reuse, or shelf-life control, in order to minimize the generation of HW. This is detailed in 3.9 of this Plan.

3.6.2.4.20. Assess customer satisfaction periodically and make improvements whenever possible.

3.6.2.4.21. Ensure any contracting initiatives involving any aspect of the IHMP specifically define responsibilities for executing the affected IHMP elements. Any IHMP task, including the HAZMAT authorization responsibilities, can be performed by contractors, provided the contract complies with applicable federal and military procurement policies, and supports IHMP deployment requirements. If any IHMP functional responsibilities are contracted out, they must remain under the purview of the individual functional office that this supplement assigns those responsibilities to.

3.6.2.4.22. Develop local Government-Wide Purchase Card (GPC) procedures for

HAZMAT purchases to implement the requirements of AFMAN 32-7002. Ensure the Contracting Office implements these procedures and includes them in the GPC training and guidance. This is detailed in 3.7 of this plan.

3.6.2.4.23. Ensure appropriate IHMP requirements are accounted for in deployment planning.

3.6.2.4.24. Determine and document the procedures for effective tracking of HAZMAT from cradle to grave, for facilitating work center inspections for unauthorized HAZMAT, and for supporting the free-issue of unused HAZMAT using bar coding.

3.6.2.4.25. Establish, document, and implement a schedule for and procedures to review and re-validate each AF Form 3952. Move to establish a standing committee that will implement a process to phase in the use of EESOH-MIS as a replacement for superseded AF Form 3952. AFMAN 32-7002 requires organizations on an installation ensure that the procurement of hazardous materials follow HAZMAT Tracking Activity guidelines and is authorized and tracked using the EESOH-MIS standard tracking system. While EESOH-MIS training and proliferation of use is initiated, AF Form 3952 will be referenced in this document and used for HAZMAT Tracking Activity. The objective of this is to review process changes, demand history, technology changes, May 2022 and requirement changes that could impact the validity of an authorization. This process is detailed in 3.7 of the Plan.

3.6.2.4.26. Develop and execute procedures to ensure HAZMATs brought onto the installation by all contractors are properly managed. This process is detailed in 3.7 of the plan.

3.6.2.4.27. Provide the installation responses to HAZMAT data calls.

3.6.2.4.28. Provide inputs on appropriate HAZMAT requirements to the Contracting Office for inclusion in the contract Quality Assurance Surveillance Plans and the contract Quality Assurance Personnel training.

3.6.2.4.29. Review the installation Self-Help/U-Fix-It program to ensure that the

IHMP tracks and reports HAZMAT issued through the Self-Help store. Self-Help Customers do not require an AF Form 3952, Chemical/ Hazardous Material Request Authorization Form to use a HAZMAT on Self-Help Projects, unless that HAZMAT requires a process-specific authorization.

Material Control has a blanket AF Form 3952 that covers the process for facility managers.

3.6.2.4.30. Review and assess the validity of changes to the standardized AF HAZMAT tracking system requested by installation personnel and forward validated change requests to the MAJCOM HMMP team.

3.6.2.4.31. Ensure that there is an installation-wide free-issue, reuse, and redistribution program for HAZMAT.

3.6.2.4.32. Support DLA Distribution in the development and implementation of

HAZMAT transportation security plans and training.

3.6.3. 78th Civil Engineering (CE) Environmental will:

3.6.3.1. Comply with the installation IHMP.

3.6.3.2. Lead the HMMP Team.

3.6.3.3. Oversees the HAZMAT authorization process as HMMP Team Lead.

3.6.3.4. Serve as the OPR for the HAZMAT Cell.

3.6.6.5. Ensures (HTA) Hazardous Materials Tracking Activity facilities meet applicable

ESOH requirements to support the IHMP.

3.6.3.6. Manage the Data Base Administration (DBA)/System Administration (SA)/Information System Security Officer (ISSO) responsibilities for the standardized AF HAZMAT tracking system.

3.6.3.7. Provide 78 LRS/LGRMSH, 78 OMRS/SGXB, 78 ABW/SEG, and other personnel, as appropriate, with operator training on the standardized AF HAZMAT tracking system. Or, direct HazMat personnel to training resources such as eDash, Base HazMat Sharepoint site, and

AFIT online courses as required. Contractor personnel are allowed to attend the standardized

AF HAZMAT tracking system user training courses.

3.6.3.8. Process all DD 2875 requests for access to the standardized AF HAZMAT tracking system and establish user access profiles.

3.6.3.9. Submit requested changes for the standardized AF HAZMAT tracking system to the software vendor.

3.6.3.10. Maintain and update CE-related HAZMAT data fields in the standardized AF

HAZMAT tracking system.

3.6.3.11. Assess, at a minimum, environmental, fire protection, and emergency response risks of, and control options for, materials.

3.6.3.12. Participate in the HMMPT evaluation of materials that are potentially hazardous, but are not loaded in the standardized AF HAZMAT tracking system.

3.6.3.13. Evaluate each AF Form 3952. Process is detailed in 3.8.2.

3.6.3.14. The CE review of an AF Form 3952 request submitted by a contractor must take into account the inputs from the Bioenvironmental (BE) and Safety (SE) offices regarding potential health and safety risks to government personnel and resources. CE is the only authorizing office that can approve or disapprove an AF Form 3952 submitted by a contractor.

Therefore, CE must, at a minimum, assess whether the authorized contractor HAZMAT usage may cause violations of environmental, fire protection, or emergency response requirements or authorizing contractor usage of a particular HAZMAT in a specific process on the installation.

3.6.3.15. Ensure HAZMAT on the installation is tracked by location, quantity, and process to support fire protection, ESOH, disaster response, and environmental reporting requirements.

3.6.3.16. Submit environmental-eligible IHMPA funding requirements through the environmental programming/budgeting system. NOTE: CE is responsible for providing appropriate funding support for the 78th Logistics Readiness Squadron (78 LRS) HTA.

3.6.3.17. Submit HMMP metric information as required by the MAJCOM HMMPT.

3.6.3.18. Ensure appropriate CE personnel receive operator training on the standardized AF HAZMAT tracking system.

3.6.3.19. Coordinate with BE on the establishment of the process code list.

3.6.3.20. Provide technical assistance and guidance concerning the management and storage of HAZMAT.

3.6.3.21. Establish additional procedures as necessary to implement the requirements of this Plan and AFMAN 32-7002.

3.6.4. The HAZMAT Cell (78 CEG/CEIER) will:

3.6.4.1. Comply with the installation IHMP.

3.6.4.2. Serve as the local “Help Desk” for the standardized AF HAZMAT tracking system.

3.6.4.3. Manage the HAZMAT Freebies Program. (See Paragraph 3.9.1.2.)

3.6.4.4. Maintain the HTA listing in the standardized AF HAZMAT tracking system.

3.6.4.5. Establish new HTA’s upon request from the organization.

3.6.5. The 78th Civil Engineering (CE) Fire Department (778 CES/CEXF) will:

3.6.5.1. Comply with the installation IHMP.

3.6.5.2. Review and coordinate on all AF Form 3952 requests. This process is detailed in Section 3.

3.6.5.3. Inspect existing and proposed HAZMAT storage locations for compliance with

Fire Codes and applicable AF instructions.

3.6.6. The 78th Medical Group Bioenvironmental Engineering (BE) (78 OMRS/SGXB)

) will:

3.6.6.1. Comply with the installation IHMP.

3.6.6.2. Provide BE HMMP team participation.

3.6.6.3. Use the standardized AF HAZMAT tracking system for tracking, reporting, and authorization purposes.

3.6.6.4. Ensure appropriate BE personnel receive operator training on the standardized

AF HAZMAT tracking system.

3.6.6.5. Submit requested changes for the standardized AF HAZMAT tracking system to the HAZMAT Cell for review and validation.

3.6.6.6. Assess, at a minimum, health risks of, and control options for, materials.

3.6.6.7. Participate in the HMMP team evaluation of materials that are potentially hazardous, but are not yet loaded in the standardized AF HAZMAT tracking system by reviewing new HAZMAT requests submitted via AF Form 3952s. Evaluations will be conducted/documented in the standardized AF HAZMAT tracking system.

3.6.6.8. Evaluate each AF Form 3952. BE evaluations will include a review of HAZMAT related work area surveys, and will identify conditions of use for HAZMAT. Decide whether to authorize without additional restriction, authorize with additional restrictions, or not authorize the request to use a HAZMAT. This process is detailed in section 3.7.

3.6.6.9. Review AF Form 3952 requests submitted by a contractor “for Information purposes only.” This review of contractor AF Form 3952s does not involve evaluation and approval of the contractor’s safety and health programs. The purpose of the BE review of an AF Form 3952 request submitted by a contractor is to, at a minimum, identify potential health risks to non-contractor personnel and resources and to advise CE and the Contracting Office on how to mitigate identified hazards from planned contractor HAZMAT usage.

3.6.6.10. Maintain and update BE-related HAZMAT data fields in the standardized AF

HAZMAT tracking system.

3.6.6.11. Review the standardized AF HAZMAT tracking system data to help define requirements for BE process evaluations.

3.6.6.12. Ensure the incorporation of medical logistics HAZMAT data into the standardized AF HAZMAT tracking system.

3.6.7. The 78th Logistical Readiness Squadron (78 LRS/LGRMSH) will:

3.6.7.1. Comply with the installation IHMP.

3.6.7.2. Designate appropriate LRS personnel (with supply expertise) to participate in the HMMP team.

3.6.7.3. Establish the LRS HTA and designate the LRS HTA supervisor.

3.6.7.4. Maintain and update the HAZMAT-specific fields in the Integrated Logistics

Supply System (ILSS).

3.6.7.5. Conduct data queries as directed by the installation HMMP team.

3.6.7.6. Receive, research, process and approve/disapprove all Robins ODS and HAZMAT requests. Allow only authorized parties to order and receive HAZMAT.

3.6.7.7. Coordinate all AF Form 3953 requests for ODS. Maintain a record of all processed AF Form 3953 requests.

3.6.7.8. Review all GPC requests for purchasing HAZMAT and assign control numbers.

This may be accomplished in either the standardized AF HAZMAT tracking system or via hard copy form. The hard copy GPC Form is included as Appendix 4 to Annex C of the Plan. Also, maintain records of all GPC HAZMAT requests.

3.6.7.9. Certify that requested products do not contain any ODS unless an AF Form

3953 authorizes its use.

3.6.7.10. Verify all chemical authorizations and quantity requirements are recorded in the standardized AF HAZMAT tracking system prior to procurement actions.

3.6.7.11. Ensure HAZMAT is properly procured and Organization Resource Advisors establish an Organization/Shop Code (Org/Shop) to use when ordering HAZMAT through ILSS.

All hazardous material must be ordered using shop codes HM or HZ. These shop codes will aid in the identification of HAZMAT ordered through ILSS.

3.6.7.12. Notify the HAZMAT Cell of all new HAZMAT accounts that are established.

3.6.7.13. Perform all stock control and demand processing functions to ensure the requested and approved materials are in route as soon as possible to the customer.

3.6.7.14. Provide coordination/assistance on all AF Form 3952 requests to ensure the correct Material Stock Number (MSN) is assigned. Perform research/analysis to ensure no excess is due in. Process is detailed in 3.8.2.

3.6.7.15. Brief HAZMAT procedures at GPC training classes.

3.6.7.16. Maintain and provide to organizations the General Services Administration

(GSA) Defense Logistics Agency (DLA) Paints and Coatings, High to Low Volatile Organic

Compound (VOC) Cross-Reference List. Check this list prior to placing SBSS orders to ensure only low VOC paints and coatings are purchased, unless the process is exempt from National

Emission Standards for Hazardous Air Pollutants (NESHAP) reporting.

3.6.7.17. Load all new requests for HAZMAT accounts into SBSS, with the appropriate

HDSC loaded against the Shop Code.

3.6.7.18. Manage Direct Vendor Deliveries and input receipts into the standardized AF

HAZMAT tracking system upon receiving notification from customer.

3.6.7.19. Manage Direct Vendor Deliveries and process receipts into SBSS upon receiving notification from customer.

3.6.8. The HTA will:

3.6.8.1. Comply with the installation IHMP.

3.6.8.2. Manage the material request, receipt, storage, tracking, issue, inspection, and distribution of HAZMAT. The usage and storage of HAZMAT must be tracked in the standardized AF HAZMAT tracking system from cradle to grave.

3.6.8.3. Immediately forward to the HMMPT information on any requested material that is not currently loaded in the standardized AF HAZMAT tracking system and is potentially hazardous via the approval process detailed in 3.8.

3.6.8.4. Ensure all requests for HAZMAT have prior authorization according to 3.8 before issue.

3.6.8.5. Enter HAZMAT transactions into the standardized AF HAZMAT tracking system.

This includes, but is not limited to, GPC purchases, contractor purchases/used, contracting purchases transactions, vendor samples, and supply system transactions. It is the responsibility of contractors and GPC holders to report HAZMAT purchases and use to the HTA so that material will be labeled and tracked. It is the responsibility of the work area supervisors to report vendor testing samples to the HTA so that the material will be labeled and tracked.

3.6.8.6. Minimize HAZMAT usage or waste by reusing/redistributing excess HAZMAT on base to other AF bases, or through DLA Disposition Services. Before ordering or purchasing

HAZMAT, determine if it is possible to obtain the HAZMAT from the installation free-issue, reuse, and redistribution program, as the preferred HAZMAT source.

3.6.8.7. Work with customers and suppliers to ensure they purchase HAZMATs in practical quantities to minimize waste, handling, and storage costs.

3.6.8.8. Use the Class ODS Requisition Senior Acquisition Official (SAO) Approval process described in Chapter 3 to requisition Class I ODS.

3.6.8.9. Use a bar code tracking label generated from the standardized AF HAZMAT standardized system on all materials determined to be HAZMAT.

3.6.8.10. Perform quality control functions to properly identify items as possible

HAZMATs to prevent inadvertent procurement or issue transactions for unauthorized materials.

Immediately notify the HAZMAT Cell of any suspected or potential HAZMAT that has not been properly coded as a HAZMAT.

3.6.8.11. Work with the Time Compliance Technical Order (TCTO) monitor or the Time Change monitor to ensure all HAZMAT contained in TCTO kits is properly identified and controlled.

3.6.8.12. Maintain and update the HTA-specific and supply-specific HAZMAT data fields in the standardized AF HAZMAT tracking system.

3.6.8.13. Assist customer in identifying HAZMAT stock numbers and/or part numbers.

3.6.8.14. Submit required changes for the standardized AF HAZMAT tracking system to the HAZMAT Cell for review and validation.

3.6.8.15. Ensure copies of SDSs not available in the existing SDS inventory are forwarded to the HAZMAT Cell. This includes updates to SDSs already entered in the standardized AF HAZMAT system.

3.6.8.16. Ensure stock is rotated and materials with the least remaining shelf life are issued first.

3.6.8.17. Ensure all HAZMAT containers have the standardized AF HAZMAT tracking system bar code label affixed, with the exception of kits. Only one label is required for each kit.

3.6.8.18. Issue an SDS to an employee upon request. Manage HAZMAT Inventory levels to ensure excessive amounts are not stored.

3.6.8.19. Contact the HAZMAT Cell to request HAZMAT be placed in the Freebie’s

Program prior to disposal. (This does not include HW).

3.6.8.20. Maintain a manual record of all HAZMAT issued, received and transferred when EESOH-MIS is down, and ensure this data is input into EESOH-MIS system as soon as access is restored.

3.6.8.20.1. Ensure the product to be ordered is on the AUL.

3.6.8.20.2. Fill out AF Form 2005. A copy can be requested from 78lrs.hazmatoffice@us.af.mil. NOTE: Save the file as an .xfd and NOT .xfdl file or 78 LRS/LGRMSH won't be able to open it.

3.6.8.20.3. Email the completed AF Form 2005 and a copy of the AUL to 78

LRS/LGRMSH at 78lrs.hazmatoffice@us.af.mil or fax (926-6056).

3.6.8.20.4. The 78 LRS/LGRMSH Office will order the material Post-Post. Post- Post is the procedure used when SBSS is down for an extended period of time. Instead of a computer generated document, 78 LRS will hand-scribe it and write Post-Post on the document.

3.6.8.20.5. The Post-Post document will be sent to the DLA Distribution warehouse for the material to be pulled and delivered.

3.6.8.20.6. Once the material has been received and signed for by the HTA, 78 LRS will process Post-Post transactions.

3.6.8.20.7. The customer that ordered the material must then go into EESOH-MIS and receive the material and issue it out.

3.6.8.20.8. Log all inventory discrepancies from DLA or ATS and forward to the

HAZMAT Cell weekly.

3.6.9. HTA Supervisor will:

3.6.9.1. Participate as HMMP team members as required.

3.6.9.1.2. Comply with the installation IHMP.

3.6.9.1.3. Provide a safe and healthful work area.

3.6.9.1.4. Work with CE, BE, Safety, and Unit Environmental Coordinator (UECs) to ensure HTA facilities meet applicable ESOH, and Air Force environmental requirements and directives.

3.6.9.1.5. Ensure the HTA performs the functions described in this Plan and meets requirements in AFMAN 32-7002.

3.6.9.1.6. Develop procedures to ensure HAZMAT compliance is maintained for all shifts and for overtime/weekend work.

3.6.9.1.7. Ensure they have an appropriate number of HTA personnel trained on the operation of the standardized AF HAZMAT tracking system (EESOH-MIS).

3.6.9.1.8. Ensure all HTA personnel receive occupational safety and health training appropriate for their HAZMAT-related duties.

3.6.9.1.9. Plan, program, and budget for all necessary HTA resources (personnel, equipment, and funding) through the unit owning the HTA, except as noted for the LRS HTA.

3.6.9.1.10. Submit requested changes for the standardized AF HAZMAT tracking system to the HAZMAT Cell for review and validation.

3.6.9.1.11. Ensure an SDS is on file and readily accessible to workers in each shop using HAZMAT.

3.6.10. The 78th Air Base Wing Safety (78 ABW/SE) will:

3.6.10.1. Participate as a HMMPT member.

3.6.10.2. Comply with the installation IHMP.

3.6.10.3. Use the standardized AF HAZMAT tracking system for tracking and authorization purposes.

3.6.10.4. Ensure appropriate 78 ABW/SE personnel receive operator training on the standardized AF HAZMAT tracking system.

3.6.10.5. Submit requested changes for the standardized AF HAZMAT tracking system to the HAZMAT Cell for review and possible validation.

3.6.10.6. Advise HTA facilities on compliance with all applicable OSHA, Air Force Office of Safety and Health (AFOSH), and local standards.

3.6.10.7. Participate in the HMMP team evaluation of materials that are potentially hazardous, but are not loaded in the standardized AF HAZMAT tracking system.

3.6.10.8. Evaluate each AF 3952. 78 ABW/SE will use HAZMAT-related information from prior work safety surveys in the AF Form 3952 review. 78 ABW/SE will identify conditions of HAZMAT use, and worker occupational safety training requirements that must be completed prior to HAZMAT use. The 78 ABW/SE implements 29 CFR 1910.119, Process Safety

Management of Highly Hazardous Chemicals, requirements to prevent or minimize consequences of catastrophic releases of toxic, reactive, flammable or explosive chemicals. The criteria in 29 CFR 1910.119 shall be used in its entirety for program implementation and application unless otherwise specified. PSM may also apply to explosives and pyrotechnics.

Refer to 29 CFR 1910.119, AFI 91-202, USAF Mishap Prevention Program and Defense Explosives

Safety Regulation (DESR) 6055.09_AFMAN 91-201, Explosives Safety Standards, for additional guidance.

Decide whether to authorize without additional restrictions, authorize with additional restrictions, or not authorize the request to use a HAZMAT. This process is detailed in 3.8.

3.6.10.9. Review AF Form 3952 requests submitted by a contractor “for information purposes only”. This review of contractor AF Form 3952s does not involve evaluation and approval of the contractor’s safety and health programs. The purpose of the SE review of the

AF Form 3952 request submitted by a contractor is to, at a minimum, identify potential safety risks to non- contractor personnel and resources and to advise CE and the Contracting Office on how to mitigate identified hazards from planned contractor HAZMAT usage.

3.6.10.10. Maintain and update 78 ABW/SE-related HAZMAT data fields in the standardized AF HAZMAT tracking system.

3.6.11. Work Area Supervisors will:

3.6.11.1. Comply with the installation IHMP.

3.6.11.2. Participate in the HMMPT meetings, as required, or to voice specific issues/concerns.

3.6.11.3. Provide safe and healthful workplaces that comply with environmental requirements.

3.6.11.4. Use AF Form 3952 to submit HAZMAT requirements to the HTA prior to obtaining the required HAZMAT from any source.

3.6.11.5. Provide additional information to authorizing offices as requested to complete

AF Form 3952s.

3.6.11.6. Comply with all conditions of use identified on approved AF Form 3952s.

3.6.11.7. Immediately notify the HAZMAT cell of any changes to the conditions or processes as described on an approved AF Form 3952. NOTE: Any change to the requiring document, procedures, HAZMAT, draw amount or draw frequency described on an approved

AF Form 3952 invalidates the authorization.

3.6.11.8. Ensure all HAZMAT is procured using the process defined in 3.7 (this includes vendor samples).

3.6.11.9. Notify the HTA about vendor samples so that they will be tracked and labeled.

3.6.11.10. Provide work area personnel appropriate HAZMAT training (to include

HAZCOM training). Document all appropriate training on AF Form 55, Employee Safety and

Health Record, or similar training documentation form.

3.6.11.11. Ensure compliance with AF Technical Order (AFTO) requirements for use of

HAZMAT until formerly notified of a TO change to the requirements. Submit requests to eliminate a HAZMAT TO requirement on an AFTO Form 22, Technical Manual (TM) Change

Recommendation and Reply, to the Single Manager (SM) controlling the TO.

3.6.11.12. Maintain an inventory listing of all HAZMAT used or stored in the work area and ensure all HAZMAT containers have appropriate labeling.

3.6.11.13. Maintain only minimal quantities of HAZMAT in the work area and turn in excess HAZMAT to the HTA as soon as possible for reuse or redistribution. Supervisors must avoid storing excess or expired products at the job site or in the work-area.

3.6.11.14. Ensure, for those contracts for which the supervisor is responsible, that

Quality Inspector and Quality Assurance Evaluation tasks involving HAZMAT authorization, reporting, and closeout of sites are taking place properly.

3.6.11.15. Certify on AF Form 3952 that the HAZMAT is required for use in the work area process described in the AF Form 3952 and IAW the requiring document specified in the AF

Form 3952, in order to validate the requirement and to ensure the appropriate workers have the proper training and equipment to safely use the requested HAZMAT in the process identified in the AF Form 3952.

3.6.11.16. Submit requested changes for the standardized AF HAZMT tracking system to the HAZMAT Cell for review and possible validation.

3.6.11.17. Ensure changes to supervisor and employee zone assignments are entered in the standardized AF HAZMAT tracking system. A supervisor and employee zone update occurs

May 2022 for all additions to a zone, deletions from a zone, and all short-term (including loans of one-day or less) or long-term loans.

3.6.11.18. Ensure HAZMAT is not stored in file cabinets, desk drawers, tool boxes, or tool caddies as these are not approved storage locations. Storage of HAZMAT in such locations is strictly prohibited.

3.6.11.19. Ensure HAZMAT is not borrowed or loaned to other shops without proper authorization. Borrowing or lending of HAZMAT is strictly prohibited. HAZMAT must be transferred from one organization to another through the standardized AF HAZMAT tracking system if it is to be used by a different organization.

3.6.11.20. Ensure any Aerospace NESHAP-regulated non-compliant material that is requested and issued is only used on exempt processes.

3.6.11.21. Notify CE Environmental or the local UEC/HTA when new process codes are needed.

3.6.11.22. Ensure employees are aware of the process/process codes and upon requesting HAZMAT from the HTA that the appropriate process/process code is given to the pharmacy attendant.

3.6.11.23. Ensure only properly requisitioned HAZMAT is properly identified and used by shop personnel.

3.6.11.24. Ensure the HTA or HAZMAT Cell is notified for assistance if the warning decals or identification labels on the HAZMAT containers have been destroyed through use or if the contents are unknown. Ensure that unlabeled or inappropriately labeled material(s) are returned to the HTA immediately.

3.6.11.25. Ensure employees are trained in spill reporting and handling in the event of a spill. EPCRA and the Comprehensive Environmental Response, Compensation, and Liability Act

(CERCLA) release reporting requirements are covered in the Integrated Spill Prevention, Control, and Countermeasure Plan (SPCC) and Facility Response Plan. For all spills, personnel must call 911 in accordance with emergency response notification requirements and follow procedures outlined in the SPCC.

3.6.11.26. Ensure that all HAZMAT is issued in EESOH-MIS to an employee or a POU station.

3.6.11.27. Ensure that all HAZMAT when not in use is stored in either an approved, designated flammable locker, cabinet shelf, or freezer, a designated, approved POU cabinet, or in the HTA.

3.6.12. Unit Commanders will:

3.6.12.1. Comply with the installation IHMP.

3.6.12.2. Ensure unit Quality Assurance personnel are monitoring contractors for compliance with IHMP requirements.

3.6.12.3. Ensure units have guidance for preparing and submitting AF Form 3952 requests for HAZMAT (either through installation-level instruction or unit-specific instruction).

3.6.13. The Contracting Office (AFSC/PK) will:

3.6.13.1. Comply with the installation IHMP.

3.6.13.2. Participate as a member of the HMMP team.

3.6.13.3. Include Federal Acquisition Regulation (FAR) Clause 52.233-3, Air Force

Federal Acquisition Regulation (AFFARS) Clause 5352.223-9003, and installation-specific contract requirements in each contract vehicle (contract, purchase order, blanket purchase agreement (BPA), etc.) in which processes require the use and/or distribution of HAZMAT on an installation.

3.6.13.4. Obtain guidance on contractor HAZMAT determination, authorization, and tracking from the HMMP team in support of contractor compliance with FAR Clause 52.223-3 and AFFARS Clause 5352.223-9003. This process is detailed in Chapter 3 of this Plan.

3.6.13.5. Before contract closeout, contact the HTA and the contract Quality Assurance

Personnel to ensure the contractor has fulfilled all contract HAZMAT requirements.

3.6.13.6. Ensure any contracting initiatives involving any aspect of the IHMP specifically define responsibilities for executing the affected IHMP elements in accordance with (IAW) this

Plan, AFMAN 32-7002, and any associated MAJCOM or base supplements. Any aspect of the installation IHMP responsibilities, including the HAZMAT authorization responsibilities, can be performed by contractors, provided the contract complies with applicable federal and military procurement policies, and supports IHMP deployment requirements. For contracts providing for the operation of an AF HTA, include the requirement to comply with paragraphs 3.3.2 , 3.3.2.1, and 3.3.2.2.2 of AFMAN 32-7002; AFFARS clause 5352.223-9000; AFFARS Clause

5352.223-9003; Federal Acquisition Regulation (FAR) Clause 52.223-3, 52.223-5, 52.223-7, and

52.223-19, as well as other appropriate requirements, to include deployment.

3.6.13.7. Implement contract vehicles as needed to support the HTA.

3.6.13.8. Ensure the requirements for GPC purchases of HAZMAT are included in local

GPC guidance and training. Ensure HMMPT members participate in GPC training sessions to address these requirements.

3.6.13.9. Ensure contract Quality Assurance Surveillance Plans include appropriate

HAZMAT requirements, and that contract Quality Assurance Personnel training includes the local IHMP contractor procedures.

3.6.13.10 Ensure contracts, related to AF organizations that oversee Government

Owned Contractor Operated (GOCO) facilities, are in compliance with paragraph 4.2.4 of

AFMAN 32-7002 requiring provisions that obligate the contractor.

3.6.14. The 78th Communications Directorate (78 ABW/SC) will:

3.6.14.1. Comply with the installation IHMP.

3.6.14.2. Participate in the HMMP team as necessary.

3.6.14.3. Validate HAZMAT communications and information requirements, in compliance with the Global Combat Support System (GCSS)-AF strategy and the Command, Control, Communications, Computers, and Intelligence (C4I) Support Plan.

3.6.14.4 According to Air Force 33-series publications, provide assistance to the standardized AF HAZMAT tracking system administrators in the performance of their DBA, SA, and ISSO duties.

3.6.14.5. Provide Local Area Network (LAN) support and access, as required for full functionality of the standardized AF HAZMAT tracking system.

3.6.15. The 78th Security Forces Squadron will:

3.6.15.1. Comply with the installation IHMP.

3.6.15.2. Support LRS and the HMMP in the development and implementation of

HAZMAT transportation security plans and training.

3.6.16. The Unit Environmental Coordinators (UEC) will:

3.6.16.1. Comply with the installation IHMP.
