IPW Questions II
Question 1: Our industrial cleaning crew is comprised of 40/8 HOUR HAZWOPER, and Confined Space entry trained and certified personnel with labor categories consisting of Site superintendent, Operator, Clean up technicians and drivers. We do not see any of the applicable categories referenced in the IPW
Wage Determination No. 2015‐4495 provided in the solicitation that match with WG‐3414‐Grade 8
Machining, WG‐3414‐Grade 11 Machining, WG5352‐Grade 8 Industrial Equipment Mechanic, WL‐5352‐
Grade 10 Lead Industrial Equipment Mechanic and WG‐6913‐Grades 6&7‐ Hazardous Waste Disposing.
‐Please see Amendment 2 for the updated labor categories. This effort shall only be performed utilizing the two identified labor categories at the Statement of Equivalent Hire clause.
Question 2‐ The SOW includes handling, and removal of hazardous as well as non‐hazardous waste material. Do we require to pay any premium or other benefits to any of the labor category for handling of hazardous as well as non‐hazardous waste material?
‐No, there is no premium for hazardous/ non‐hazardous waste handling.
Question3 – Please confirm the government intends to perform all Transportation & Disposal (T&D) activities of all hazardous and non‐hazardous waste generated as a result of the Industrial Process
Cleaning contractor services.
‐The contractor will be responsible for getting the waste materials to the Waste Disposal Sites located on base and then the USG will dispose of the materials.
Is Contractor required to sign the Amendment SF30?
‐ Yes, contractor must sign the Amendment 1 SF30. The contractor does not have to sign Amendment 2
SF30.
Does USG mean to add a separate Admin Assistant employee class as well (bringing the amount to 8 classes), or is USG expecting contractors to essentially roll‐up the Admin Assistant duties into the
Contract/Program Manager classes?
‐ Per Amendment two, all admin duties will be the responsibility of the Program Manager.
Furthermore, even though USG will supply the contractor with office space, storage, parking, two computers and a printer with network access, will USG allow for telework (even partially) for performance of Admin Assistant tasks?
‐No, this requirement does not call for a telework position.
Since USG added the Contract Mgr and Program Mgr classes to the solicitation, will USG be providing an updated Attachment 8 to include those classes?
‐Yes, per Amendment 2, the USG has updated Attachment 8.
Question, page 61 Hazardous Material Training The government states that Acceptable Documentation:
Provide a certificate for initial 40‐hour course and current annual 8 hour refresher certification (if applicable) for all employees responsible for cleaning, handling, and transporting of hazardous material and waste. Is the government requiring certification be submitted with the RFP?
‐Yes, contractors must submit the training proof with the RFP.
Question page 61 Industrial Waste Removal Experience Industrial waste removal is defined as experience providing industrial cleaning of hazardous waste and effluents from industrial plant/process systems and supporting infrastructure. What is the minimum the Prime can submit and be acceptable?
‐ The minimum that must be met is as follows, however, a subcontractor’s experience may be used if they meet this minimum: Recent means within the past five years. Relevant means present or past efforts involved similar scope and magnitude of effort and complexities this solicitation requires. The efforts must have included "Industrial Waste Removal Experience" and "Environmental Management
Responsibility". For the same magnitude of at least a 3‐5 year Period of Performance.
