Questions and Answers January 27, 2016
Question 1: Will the current Training Manual be made available for use as a base line for the development of manuals?
Question 1 Answer: No. The requirements for the TOs have changed significantly over the last few years and previous TO versions cannot be used as a baseline.
Question 2: Confirm the size of 50K tanks requested per MIL‐PRF‐32233B, size "IV" or size "IV‐A".
Question 2 Answer: IV‐A is the correct size. An amendment will be issued for clarification.
Question 3: Can early submittals of Vol. III of the solicitation be electronic?
Question 3 Answer: In accordance with the provision," Proposal Requirements", submission of initial proposal packages via electronic mail will not be accepted. Initial proposal packages shall be either mailed or hand‐delivered. Please see the provision, "Proposal Requirements" for instructions on submitting a complete proposal.
Question 4: Please clarify the page limit for Volume III, Past/Present Performance Information.
Proposal Requirements A (page 88) indicates there is no page limit for the volume. E(1)(d)(1) states the limit for the completed FACTS sheet for each contract is 3 double sided pages. Per A (2) (page 88) it appears we are able to include supporting documents, etc. Are we able to include separate schedules, narratives, etc. documenting and explaining our statements made on the FACTS sheet for Volume III, Past/Present Performance Information?
Is there a limit on the number of pages we can submit for Volume III Past/Present Performance Information?
Question 4 Answer: Additional information may be provided; however, offerors are encouraged to put as much information as possible on the FACTS sheet wherein they clearly correlate present and past performance with the requirements of the RFP. The offeror must clearly describe the relevance of the effort to the work proposed.
In accordance with the provision, “Proposal Requirements”, Volumes I, III, and IV do not have page limitations; however, each FACTS Sheet submitted for each contract, within Volume III, shall cover no more than both sides of three (3) 8 1/2 x 11 inch pages.
Question 5: We would also like to clarify the binder and CD/DVD organization you are requiring. The last sentence in Proposal Requirements A (page 88) says “Proposals shall be submitted in two 3”, 3 ring notebooks with each of the three volumes, or sections separately tabbed and identified.” The first sentence in E(1)(a) (page 91) could be interpreted to mean that Volume III, Past/Present Performance Information is in a separate 3 ring binder.
Do you want 2 complete sets of our proposal (Volume I, II, III & IV), each in a tabbed 3 ring binder and Volume IV Cost/Price Proposal (Attachment 6) also on a CD‐R or DVD‐R (2 copies)?
Question 5 Answer: Two complete sets (paper copies of Volumes I, II, III & IV), each separately tabbed in 3 ring binders (one complete set per binder) are required. One CD/DVD may contain Volumes I, II, III, & IV provided they are separately identified and tabbed in the CD/DVD. The only Volume that is required twice electronically is Volume IV, Cost/Price Proposal.
Question 6: Do you want 2 CD/DVD and 2 paper copies of Volume IV Cost/Price Proposal?
Question 6 Answer: See Answer to question number 5.
Question 7: Do you want 1 CD/DVD or 2 CD/DVD and 2 paper copies of Volume I Completed RFP with Clauses?
Question 7 Answer: See Answer to question number 5.
Question 8: Do you want 1 CD/DVD or 2 CD/DVD and 2 paper copies of Volume II Written Technical Proposal?
Question 8 Answer: See Answer to question number 5.
Question 9: Do you want 1 CD/DVD or 2 CD/DVD and 2 paper copies of Volume III Past/Present Performance Information?
Question 9 Answer: See Answer to question number 5.
Question 10: We are in process of preparing our submission and I can't locate where the exception to 1st article test with other than JP‐8 is located in the attachments.
Could you please point me in the right direction?
Question 10 Answer: Please see MIL‐PRF‐32233B, Attachment I, paragraph 3.
Question 11: We believe it is in the best interest of the government and for the safety of our soldiers that 52.246‐11, Higher Level Contract Quality Requirement, be added to this solicitation, requiring the quality management system used by the contractor be ISO 9001:2008 (untailored). Why is there no such requirement in the solicitation as it is presently written?
Question 11 Answer: The Government recognizes the critical role quality assurance plays in the production of the collapsible fuel tanks as defects can be hidden in the finished product which are only later revealed by catastrophic failure of the tank in the field. The Government will evaluate quality in each offeror’s proposal before the contract award is made, i.e. Technical Subfactor One, paragraph e, Joining of Materials. This subfactor provides the offeror the opportunity to discuss in detail how their QA processes will ensure a reliable product from receipt of material to final production tests. Based on the research conducted by the Government, the quality clause 52.246‐2, Standard Inspection is determined appropriate and applicable to this requirement as reflected in the RFP and ultimately the contract.
