Q1: When completing Attachment 5 Group B categories, would you like us to complete the Group B portion and leave blank the top section for Group A?
OR
Can we rename the section for Group A, as Group B, adjust the quantity of 72 kW under the Logistics Category question for the 72 kW quantities and delete the blank Group B?
A1: Please complete the Group B portion and leave the Group A table blank for the Group B submittal. The two tables were built to align with the specific relevancy definitions for each group, so it is not acceptable to have the Group A table revised.
Q2: There is a question at the bottom of Group B that asks if the “effort (as identified above)” was submitted to Robins AFB as past performance for a previous procurement effort. Does this question only apply to the Group B section?
A2: The question at the end is applicable to both Group A and Group B submittals; it is tied to the contract information provided at the top before the table.
Q3: When you request access for the DoD Safe, how long is the safe open to submit the RFP? Is the number of days calendar or business days?
A3: The drop-off link request is valid for 14 days. When testing, the webpage only states 14 days with no designation of either calendar or business days. However, as of this date, the 14 calendar or even 14 business days will cover the proposal submittal cut-off time.
Q4: Can more than one individual use the same DoD SAFE drop-off link?
A4: Upon testing, the link could only be sent to one email address.
Q5: Are we required to register for the CAC prior to submitting the RFP in Gate 1? If not, when do you register?
A5: The CAC process discussed in the SOW will not be required to start until after contract award.
Q6: Do we have to encrypt unclassified documents along with CUI documents, or can we encrypt just the CUI documents?
A6: Since all documents within a proposal submission are considered CUI, all documents will need to be encrypted.
Q7: When using the DoD Safe, given the amount of data to upload, can we use the Safe more than one time? If so, is there a limit to the number of uses?
A7: There is an eight (8) GB size limit for data upload; our anticipation is that the amount of information to be provided for two proposal volumes should not exceed this limit. However, if the amount of data to be provided exceeds that, then more than one link will have to be provided.
Q8: Can we submit zip files through DoD SAFE?
A8: Upon testing, a zip file was successfully transmitted through DoD SAFE. However, please note that it is incumbent upon the offeror to ensure all proposal documents are able to be accessed by the Government upon receipt.
