Solicitation Questions and Answers #5 28 Oct 2021
| Q1: | One of our customers has advised that they are unable to submit a completed RFP Attachment 7, Past Performance Questionnaire; however, they are able to discuss our quality of performance via telephonic interview. How should this reference be addressed? We plan to enter the contract and the POC’s information in the PPI tool. Is there anything else we should do to ensure the lack of a response to Attachment 7 is not seen as a deficiency on our proposal submittal? |
| A1: | A lack of completed questionnaire responses will not be deemed a proposal deficiency. The evaluation team intends to conduct interviews with the customer POCs identified within your PPI Tool submittal even if they submit a completed questionnaire. As such, it is okay if the customers choose to wait to discuss performance until the interview. The Government would suggest letting your customers know to expect at least an email from the evaluation team to schedule an interview within three weeks of proposal due date, with a call to follow based upon their availability. One thing an offeror could do in this situation is to identify within the summary page information to Volume II those efforts where the customers have advised you of the inability to submit a completed questionnaire. |
The only issue that will arise when it comes to a lack of completed questionnaire submittal is if there is a situation in which the offeror’s customer POCs don’t submit a completed questionnaire and also don’t respond to the team’s attempts to schedule an interview. That would lead to a determination of inability to obtain quality of performance information, and thus render that specific effort unable to be included within the performance confidence assessment.
Q2: We have a question regarding the PPI Tool and those instances when we are proposing a series of orders that total more than 5 orders. Attachment 1 instructions state that we need to include the information in a separate attachment.
Do we add this information as part of Vol II, Past Performance, as an appendix? Since we need to add to that Volume the report pages generated from the PPI Tool, we believe the same may apply to this separate attachment based on the instructions.
A2: That is correct; the separate attachment to specifically identify all of the orders will be added as an appendix. This can be done similarly to the required summary page document and required RFP attachments (consent forms, client authorization letters, etc) as applicable.
