Solicitation Questions and Answers #3 22 Oct 2021
| Q1: | We were looking thru the pricing spreadsheet (Attachment 10 – Price Spreadsheet). In the subsequent year risk factors (Group A Risk Factor tab), the Gov’t mentioned “Engine and Generators” as a cost element in Universal Load Bank. As you know, there is no “Engine nor Generator” in ULB, they are only applicable to GPUs. This seems to be an error and needs to be corrected. | ||||
| A1: | You are correct in that the inclusion of the generator and the engine in the ULB price factor tab | was an error. RFP Attachment 10 was updated, and incorporating via RFP amendment -0001. | |||
| Q2: | We have a question regarding the number of efforts we can provide in the Past Performance | section. We have various IDIQ contracts with multiple delivery orders. Do we consider each | contract with its respective series of delivery orders (aggregate quantities, total dollar value and | total period of performance) as one (1) effort OR will each Delivery Order be considered as one | (1) effort? |
| A2: | Each contract with its respective series of orders will count as one effort. If an ordering type | contract only has one order that demonstrates relevancy, then that one order would count as a | single effort. | ||
| Q3: | Regarding the list of fill-in clauses listed in Attachment 3: | ||||
| FAR 52.223-33: I could not find this clause in the RFP. However, I found 52.223-22 in page 288 | of 303. Is FAR 52.223-22 the one we need to complete? | ||||
| FAR 52.222-18 and DFARS 252.225-7020: Can you clarify that if we complete/answer the | respective FAR 52.204-8 and DFAR 252.204-7007 no further action is required for these (FAR | 52.222-18 and DFARS 252.225-7020)? I want to make sure we do not leave any of these clauses | unanswered. | ||
| A3: | RFP Attachment 3 indeed should have referenced FAR 52.223-22 instead of FAR 52.223-33. A | corrected RFP Attachment 3 will be forthcoming. | |||
| Regarding the FAR 52.222-18 and DFARS 252.225-7020 clauses, completing the respective FAR 52.204-8 and DFAR 252.204-7007 clauses will cover these requirements as long as the representations and certifications posted in SAM for your company reflect the completion of these clauses. If your SAM information does not reflect these clauses, then the proposal submission will need to | address these. | ||||
| Q4: | I had a couple of questions regarding the Oral Discussions after each Gate submission. |
(a) The number of participants is 5, can you change or rotate participants’ after each Gate?
(b) Can critical subcontractors be part of the oral discussion?
(c) Do they have to be included as part of the 5 participants or can they be added in addition to the 5?
A4:
(a) Offerors are not required to have the same 5 participants during the oral discussions. Each gate should have the specific participants needed that can best respond to any evaluation notices provided.
(b) Yes, offerors can choose to include critical subcontractor participants within the oral discussions.
(c) At this time, any critical subcontractor participants would be included as a part of the 5 person limit. However, please note that this could be changed if the Government receives sufficient rationale for a change request.
