Solicitation Questions and Answers #6 9 Nov 2021

Q1:Section 3.9.3 specifies that SAE AS8090 shall be the governing document for the design of thechassis, unless otherwise specified. Per AS8090 requirements for Type 2 Class C, table 3indicates that this type of system is to have service brakes of either Air, Air over hydraulic, orinertia activated mechanical or hydraulic brakes on all four wheels. This is further reinforced bythe ASM A8090 referencing Federal Motor Vehicle Safety Standards (FMVSS 393.40, 41, 42, 52)which further indicate the need for 4 wheel service brakes. However, in section 3.9.3.6 of the72Kw Purchase Description it specifically states “Surge type, hydraulic type, or automaticallyapplied parking brakes are prohibited.” Section 3.9.3.6 also limits the parking brakes to “boththe right and left wheel positions of the rear axle in accordance with 3.6.1 of SAE AS8090.The purchase description does not make any mention of 4 wheel service brakes. The question is,is a 4 wheel service brake system required on this system, or is the two wheel leaver operatedparking brake sufficient to conform with the specification of the 72kW GPU?
A1:PD21WRWNZEA008 paragraph 3.9.3 states “All other requirements and specifications containedwith SAE AS8090 as applicable to Type II, Group C towed aerospace ground equipment shall bein full force and effect unless stated otherwise herein.” Therefore, PD21WRWNZEA008paragraph 3.9.3 requires the 72 kW/90 kVA GPU to meet the requirements of SAE AS8090 forType II, Group C equipment unless PD21WRWNZEA008 explicitly states otherwise. Note thatTable III and Table IV of SAE AS8090 list requirements for multiple types of towed aerospaceground equipment. Within SAE AS8090, the requirements for mandatory four wheel braking, ofeither parking or service type do not align with the rows and columns detailing Type II, Group Cperformance; therefore, SAE AS8090 does not define a mandatory four wheel brakingrequirement for Type II, Group C equipment and neither does PD21WRWNZEA008.
PD21WRWNZEA008 paragraph 3.9.6.3 is the governing requirement for brakes on the 72 kW/90kVA GPU. There is no mandatory requirement for four wheel parking brakes; the minimumrequirement for parking brakes is found in PD21WRWNZEA008 paragraph 3.9.6.3. The maximumtow speed and GVW of the 72 kW/90 kVA GPU should not justify the use of four wheel parkingbrakes to remain stationary under the conditions required within PD21WRWNZEA008; however,in accordance with SAE AS8090, the contractor shall perform their own braking analysis basedupon the selected components for final determination of parking brakes on the front axle. It isnoted the Government prefers properly sized parking brakes be fitted to the rear axle only asspecified in PD21WRWNZEA008 paragraph 3.9.6.3.
There is no explicit requirement for service brakes of any type contained withinPD21WRWNZEA008. PD21WRWNZEA008 paragraph 3.9.6.3 is the governing requirement forbrakes on the 72 kW/90 kVA GPU and this paragraph only requires parking brakes. As such,there is no PD21WRWNZEA008 mandatory requirement for service brakes; service brakes arenot required nor are they desired. The maximum tow speed and GVW of the 72 kW/90 kVA GPUdo not justify the use of service brakes to maintain braking stability under the operationalconditions required within PD21WRWNZEA008.
The Government will take action to modify PD21WRWNZEA008 to clearly delineate that servicebrakes are not to be installed on the 72 kW/90 kVA GPU.
