Questions & Answers 1Q. In the CDRLs, the cover page lists A0X01 as the Status Report and so on down the page. Yet when we look at the CDRL itself, the Data Item number is different and the sequence of the numbering is different.
1A. The CDRLs are numbered A001, A002, A003,... But the generic ones for option years are A0X01, A0X02, A0X03,... Where the "X" stands in for the year of the contract (i.e. A0101 for the first year following the basic period and A0201 for the second year following the basic period).
2Q. Can CDRLS and DiDs be in Adobe pdf?
2A. Do not interpret Section L 4.2.5.2. “…The contractor shall use his proposed CSOW to prepare CDRLs including appropriately tailored data item description references”, as to require CDRLs or DIDs in your proposal. The sentence applies post award.
3Q. Regarding the structure of Volume III – Cost/Price (reference Table 2.1 Proposal Organization). Do we need to have a tab for 5.1 General Instructions and 5.2 Volume Organization? A response is not required under those sections from us. Also, do we need a tab for Estimating Methodology? Estimating Methodology is addressed in 5.2.2.
3A. What if anything you put under General Instructions or Volume organization in your pricing volume is up to you. Use them to help us understand your price proposal if necessary. Estimating methodology can be part of Section 2.
4Q. Does the Government intend that the proposed base rates include the following costs, or must they be included in overhead?
Federal Holidays (11)
Employee vacation days (the Wage Determination indicates that two weeks are required at one year of continuous service on the contract)
Employee 401k costs
It is our understanding that the Government requires acknowledgement of tenure for those who have continuous service that meets the Wage Determination criteria (based on service with the contractor and any successor). Therefore, are these costs to be shown within the fully reimbursable rate (established wage determination + mandatory reimbursable components) or included only in the overhead added to the established wage determination rate? … 4A. The base rate is the rate the worker earns or is paid on his pay check. Anything else goes into the company’s NTE rate.
5Q. In working pricing with our subcontractors, we’re finding different interpretations of the guidance provided in Paragraph 5.1.3.1 of Section L, Instruction to Offerors. That guidance appears to be different than that found in the TEP Worksheet Instructions, Item 1 of the Pricing Matrix. Please clarify. Particularly, confirm whether the information in Tab 15 and 16 is to show unburdened base salary rates.
5A. The Government does not think that there is a contradiction. Rates in 4 & 5 are the fully burdened NTE rates, whereas 15 and 16 are base rates from which Service Contract Act adjustments, shift differentials etc. will be calculated from.
