CDRL A126, Commercial Off-The-Shelf (COTS) Manuals and Associated Supplemental
Data, is listed in GRID Table 1, Rights in Noncommercial Technical Data, Computer
Software and Computer Software Documentation. CDRL A126 concerns commercial data. As such, we believe it is more appropriate for this CDRL to be listed in GRID
Table 2.1, Commercial Technical Data and Commercial Software Products.
Request the Government remove CDRL A126 from GRID Table

40 1.6.5.2.3.5 Section 1.6.5.2.3.5 of the PWS refers to the Guidance SSC scope as follows: "The contractor shall provide inputs on weapon system performance and accuracy to the
Government for each flight test. Analysis tools and methodologies are required to properly evaluate the performance of each test." It is unclear if this requirement is at the weapon system level or for the Guidance contribution to the weapon system.
There are a number of other instances in Section 1.6.5.2 were the PWS refers to
"weapon system support" as well. As written, it is unclear where the delineation between the ISC and the Guidance SSC is for this scope.
Request the Government clarify if the FTUE technical assistance scope in PWS 1.6.5.2.3 is bounded to the Guidance
Subsystem only or is intended to be a broader weapon system level scope as written in the PWS. In the cases where the scope is intended to be for guidance only, recommend the
Government insert the phrase "the guidance contribution to the weapon system..."
Guidance SSC contractor input on weapon system performance and accuracy for flight tests is limited to guidance subsystem inputs which contribute to the weapon system.
Section J Attachment
39 1.6.5.2.3 There is overlap between the PWS scope defined for FTUE Flight Test Analysis and
Anomaly Support and the scope defined for Assessment in Section 1.6.3.2. Without some clarity, the costs may not be captured correctly against the CLINs and the offerors may not partition the scope consistently for evaluation purposes.
Request the Government clarify the scope to be included in
CLIN X001 and X051 for Analysis and Anomaly Resolution.
PWS requirements defined in FTUE Flight Test Analysis
(1.6.5.2.3) and Anomaly Support (1.6.5.2.4) sections are activities that will occur specifically following FDE events. PWS requirements defined in Guidance
Subsystem Assessment (1.6.3.2) are assessment activities that will always continue to occur even if FDE events are halted/delayed/cancelled.

(2.1.1.4) are written to imply that the offerors will be evaluated on the approach to the CWBS, Schedule, and
CSOW. Our interpretation is that the government wants the actual CWBS, Schedule, and CSOW for the
Awardable Task versus the approach.
Clarification is needed on Awardable Task
CWBS, Schedule and CSOW delivery requirements. Are the actual documents to be delivered or our approach in developing the documents?
Section L&M dictates to the offerors that they will be evaluated on their CSOW, CWBS, Schedule, and
Proposed conceptual design. As detailed in sections
L&M the contractors must deliver the actual CSOW, CWBS, and Schedule that will become contractual documents upon delivery after contract award for evaluation versus a technical approach of how these documents will be developed. The CSOW, CWBS, and
Schedule are to be delivered in Technical Volume II sections 8-1, 8-2, and 8-3 respectively (Sections 8-1 and
8-3 do not count towards page limit). Section 8-4 will be used by the offerors to present their proposed conceptual design.

Will the Air Force consider amending the RFP to allow contractors to propose an alternate fee structure for the IWRP incentive plan? This would, of course be subject to a bilateral agreement between the parties.
Collaboration and agreement on the thresholds, objectives and bandwidths of the incentives will assure that appropriate levels of incentives are established to optimize contractor performance.

Do the roll-up levels of the WBS need to be populated, or should the matrix be populated at the level that the BOEs were estimated? For example, do rows need to be added to
WBSs 1.0, 1.1, 1.1.1 to summarize each of the Labor Categories used in all of the level 4 WBS elements
(1.1.1.X)?

The Matrix should be populated at the 4th WBS level as indicated on the Matrix. The 3rd, 2nd and 1st level does not need Labor categories populated unless there is an addition at that level of work. Only total FTE needs to be populated.

Deconfliction between Instructions 2 and 4 needed: Instruction 2 states
“Add labor category title, quantity of personnel fulfilling skill and annual hours each member will contribute to efforts of the specified WBS element”.
Instruction 4 states “FY Quantity” data should be reported as man-year based. i.e. FDE equivalent”
In this context, what is the nomenclature for “FED”? Does the man-year based quantity as stated in instruction
#4 replace the quantity of personnel and annual hours portion of Instruction #2?
Need clarification on what type of data required for populating the FY quantity column.
