Section L 17 7.1.7.1, c. 3) Section L 7.1.7.1, c. 3) states: “Refer to the instructions at paragraph b. (2) ((a), (b), and (c)) for CDRL A129, Data
Accession List.” It’s not clear what the reference to paragraph b. (2) ((a), (b), and (c)) is. There is no such paragraph in Section L 7.1.7.1, nor in the GRID.
Request the Government clarify this reference.

Section J Attachment

104 3.1.3.2 IPMR This paragraph states that Integrated Product
Management Reporting (IPMR) will be used on this effort
IAW CDRL C001, DI-MGMT-81861.
The IWRP Production Phase is a FFP effort and this type of reporting would not normally be required for FFP work.
Please confirm that the IPMR requirement only applies to the Development phase of the IWRP.
Need verification of reporting requirements to properly scope support effort.
Updated Section J Attachment 3b. Production and
TMRR/EMD requirements are now seperated on
CDRL. TMRR/EMD reporting requirement updated to require reporting at WBS level 3 for 1.4.1 Aerial

Section L 4.2.3.5 Section M 2.1.1.5.2 d) indicates that the offeror's
Organizational Manning Matrix (Section L Attachment 6) will be evaluated as part of the team structure requirement. There is no requirement for filling out or including the Organizational Manning Matrix anywhere in
Section L.
Request the Government provide the
Section L requirement for completing and including the Organizational Manning
Matrix in the Technical Volume. If the
Organizational Manning Matrix is included in the Technical Volume, request the
Government either exclude Section L
Attachment 6, Guidance Organizational
Manning Matrix from the page count for the Technical Volume / Program
Management Support section or require it be provided in softcopy format only.
Updated Section L 4.2.3.5 and M 2.1.1.5. Changes will be reflected in Amendment 2.
Section L Attachment 6 The Organizational Manning Matrix requires hours to be reported at the 4th level WBS while the BOE requirement in Section L 6.1.7 requires BOE estimates to be summarized at the 3rd level of the WBS. This inconsistency will result in a different level of fidelity for the labor hour estimates between the Technical and Cost volumes and causes additional effort to summarize the data at the two different levels.
Request the Government change the
Organizational Manning Matrix to be consistent with the Section L 6.1.7 BOE requirements and report the hours at the
3rd level of the WBS.
Section L Attachment 6 will be filled out to the fourth level as defined in the WBS. The BOE will be reported at the 3rd Level in the cost volume.
Section L Attachment 6 The Organizational Manning Matrix requires labor hour estimates to be reported for all CLINs and WBS elements.
This requirement is inconsistent with the BOE requirements of Section L 6.1.7, where BOEs are only required for CPAF and CPIF CLINs. This inconsistency will result in the Organizational Manning Matrix having a higher level of fidelity for the labor hours associated with the Fixed Price CLINs, which are not required to have a
BOE or explain the Estimating Methodology per Section L
6.3.
Request the Government change the
Organizational Manning Matrix to be consistent with the Section L 6.1.7 BOE requirements and Section L 6.3 Estimating
Methodology and report only the hours associated with the CPAF and CPIF CLINs.
Section L Attachment 6 will be filled out to the fourth level as defined in the WBS. The BOE will only include CPAF and CPIF CLINS as defined in Section L
6.1.7.
Section J Attachment
PADS The PADS GFE list duplicates items (part number and serial number) that are also on the Boeing GFE Tab (53 of
124 items). Also the PADS tab shows no location for any of the PADS GFE.
Request the Government re-release the
GFE list without duplications between tabs and with the current location(s) for all
PADS GFE items specified on the PADS GFE tab.
Removed duplicates and updated locations. Section

Based on information provided by the Air Force at IWRP
Industry Day on 2/5-6/14, we understood that the Air
Force would be posting the process offerors may use to get copies of the GPS Miniature Analog Translator (MAT) design and build information to the Bidder's Library. This information is needed to accurately assess the applicability to the IWRP effort.
Request the Government provide either the GPS MAT design and build information, or provide the process offerors may use to get copies of the information.
Instructions were provided in amendment 1.
Section J Attachment
The Government has posted two updates to a Guidance
GFE list to the unclassified electronic FISAC Bidder's
Library.
Request the Government clarify if these updates are intended to be modifications to Section J Attachment 9 Combined
Guidance SSC & IWRP GFE List. If so, request the Government issue the updates as an amendment to the solicitation.
The GFE List and the TM-86-01 were formally updated in Amendment 1.
Section L 7.3.4.2 Upon review of the GFE list, it appears that test and support equipment for the Gyro Compass Assembly (GCA) and the G6B4 gyro is missing. It is our understanding that the Guidance Repair Contract (F42610-99-D-0006) holds multiple copies of this equipment in Heath, Ohio. In accordance with Section L, 7.3.4.2, offerors are required to provide a listing including quantity, FSN, nomenclature, date needed and duration of availability. Offerors are also required to provide written authorization from the cognizant ACO.
Request the Government either add the
Gyro Compass Assembly (GCA) and the
G6B4 gyro test and support equipment to the Section J Attachment 9 Combined
Guidance SSC & IWRP GFE List, or provide the necessary information, including the contact information for the current cognizant ACO for contract F42610-99-D-
0006, for this equipment.
As referenced in Section L 7.3.4.2. It is incumbent on the offeror to provide the applicable information and written approval from the ACO with their offer.

The FTUE Program Management General Support scope defined in Section 1.6.5.1.2 of the PWS appears to align more closely with work that will be performed under
Section 1.6.5.2, FTUE Technical Assistance. In particular, the development of the web-based tool, collection of all the data required to populate the tool, and the annual maintenance and support of the tool does not align with typical program management activities, and should not be bid as part of the FTUE Program Management X052 CLINs.
Section B indicates that all of PWS 1.6.5.1 should be proposed in CLINs X052.
Request the Government modify Section J
Attachment 2 to move Section 1.6.5.1.2 under Section 1.6.5.2.

Section L Attachment 6 The Organizational Manning Matrix requires labor hour estimates to be reported for all CLINs and WBS elements in a summary fashion for all years / CLINs. It is unclear what the "quantity" and "hours / each" columns represent when the hours are summarized across 8.5 years. In particular, this approach does not provide insight for the
IWRP CLINs or the base Sustainment year, where
Transition could impact the estimate. It appears as if this table is structured for a Fixed Price LOE type contract versus this completion type contract.
Request the Government modify Section L
Attachment 6 to require offerors to provide the data for the base year and each option year versus the apparent summary roll-up of hours for all years that is currently required.

A067 Suggest adding section on quarterly delivery requirements as follows: "Quarterly Delivery - Delivery media for drawings as associated lists shall be in PDF format on CD ROM on a quarterly basis. Drawings can be submitted as a single file for each drawing (multiple sheets per file) or as a single file for each sheet.
Associated lists (specs PL's AL, WL, etc) may be submitted as A-size sheets provided all information and boarders for each sheet of the documents are formatted to print within an 8 1/2 X 11 sheet of paper. If any sheet of the document runs over to another page the file cannot be accepted. Associated Lists shall be submitted as one file for the complete document. Final delivery media for metadata shall be in Microsoft Excel on the same CD ROM as the drawings. CD ROM label shall be marked with the following information: date, contract #, company name, company Cage Code, End Item Nomenclature(s) of top assembly being submitted."
