1.6.5.6.1 The PSSC contractor shall supply a Management Plan to include at a minimum: contractor’s organization, program team (prime contractor, subcontractor, supplier, partnerships, and other team members as required) structure, assignment of functions, duties and responsibilities, management procedures and policies, and reporting requirements for the conduct of contractually-imposed tasks, projects, or programs.
1.6.5.6.1.1 The contractor shall establish and maintain a program team organizational structure possessing the knowledge, skills, and experience necessary to support all PSSC requirements
1.6.5.6.1.4 Specifically explain skills and experience of the program team in areas relevant to the Propulsion Subsystem.

1.6.5.8.3.1 The PSSC contractor shall include, in the Transition Plan, a transition schedule, detailing identification, impacts, and mitigation(s) for on-going Propulsion Subsystem efforts. The PSSC contractor shall execute the Transition Plan and be responsible for performance of all tasks covered within this PWS not later than 6 months after the Contract Post Award Conference.
1.6.5.8.3.2 The PSSC contractor shall address, in the Transition Plan, all necessary material used in the execution of sustainment and acquisition in support of the Propulsion Subsystem. At minimum, the PSSC contractor shall identify how Government-furnished property (GFP), data, documentation, tools, and models can be effectively used to ensure completion of all tasks covered within this PWS while avoiding, to the maximum extent possible, negative impacts to on-going Propulsion Subsystem efforts on other contracts.
1.6.5.8.3.6 The PSSC contractor shall identify, in the Transition Plan, the risks for transitioning Propulsion Subsystems capabilities, responsibilities, and tasks related to PWS requirements at the fourth level for PWS 1.6.5 and at the fifth level for PWS 1.6.6 from the PBC to the PSSC. The PSSC contractor shall provide the level of the identified risks and the criteria used. The Transition Plan shall include recommended mitigation strategies to overcome the identified transition risks.

| 1.6.5.8.3.3 The PSSC contractor shall have the capability to establish or have access to the facilities, equipment, personnel, and data necessary to meet the requirements of the PWS. The PSSC contractor shall have the ability to obtain and effectively utilize these facilities, equipment, personnel, and data not later than 6 months after the Contract Post Award Conference. The Government is not obligated to provide these facilities/equipment and data; however, the PSSC contractor may opt to make arrangements or partnerships to use Government or other facilities/equipment and data. | |||

1.6.6.1.8.1 The PSSC contractor shall support the following software requirements:
1.6.6.1.8.1.1 Test set control, operating, diagnostic, data production, and data storage.
1.6.6.1.8.1.2 Prepare/initiate software Automated Computer Program Identification Number (ACPIN) changes, updates, and problem resolution.
1.6.6.1.8.2 The PSSC contractor shall ensure deficiency tracking capabilities exist within contractor-developed software or COTS software recommendations.
1.6.6.1.8.3 The PSSC contractor shall prepare Software Test Plans (STP), Software Test Descriptions (STD), and Software Test Reports (STR) to support software test and evaluation (T&E) on existing test equipment designed for Propulsion Subsystem maintenance and/or assessment.
1.6.6.1.8.4 The PSSC contractor shall provide the Government with software analysis, development, configuration management, integration, and generation of computer software configuration item (CSCI) requirement specifications and supporting software documentation.
| 1.6.6.1.8.5 Although currently not required, if NSCCA requirements are levied against any Propulsion Subsystem test equipment, the PSSC contractor shall provide support to the Government, the NSCCA, and the PATE software contractor who will provide an independent assessment of weapon system software nuclear surety and functionality. | 1.6.6.1.8 | 4.2.3.2.3 |

1.6.6.1.9.1 The PSSC contractor shall perform the following types of technical support: shop or manufacturing operations, component evaluation, and destructive and non-destructive testing as requested:
• Hardware problem evaluation and resolution in support of field problems
• Resolution of depot repair problems
• Hardware test and repair in support of IPTs
• Environmental assessment
• Commercial item support issue resolution
• Corrosion assessment and recommendations for compliance with the Government’s Corrosion Prevention and Control Plan
• Corrosion Prevention Advisory Board participation
• Technical reviews of new materials, processes, and technologies for ICBM customers
• Suggestion/ Innovative Development through Employee Awareness (IDEA) (or equivalent) program evaluations
• Materiel Review Boards (MRB) support
• Product Improvement Working Groups (PIWG) support
• Component and material analysis, and assessment to determine chemical composition, degradation, aging, effects of damage, etc.
• Maintaining and supporting flight and depot support equipment (reference Tables in 1.4.9 and 1.4.10)
1.6.6.1.9.2 The PSSC contractor shall support and/or conduct hardware T&E on test equipment designed to support Propulsion Subsystem maintenance and/or assessment.
1.6.6.1.9.3 The PSSC contractor shall provide hardware assessment and analysis, chemical analysis, hardware testing, product and process development, integration, supporting documentation, and technical data.
1.6.6.1.9.4 The PSSC contractor shall conduct activities to support qualification of Propulsion Subsystem components, including operations to build, test, and assess modification/replacement.

1.6.6.1.11.1 The PSSC contractor shall support the Government’s ICBM Product Support Program to include organic depot maintenance planning and engineering support by performing the following:
• Detecting and correcting degraded parts, materials, and manufacturing capabilities
• Developing part repair processes
• Assisting the Government with the qualification of part repair sources
• Developing repaired part inspection criteria
• Developing the technical data necessary to prepare part repair purchase requests and to maintain product baselines
• Correcting and updating obsolete repair parts engineering data and Government supply data
• Identifying parts substitutes and replacements
• Resolving supply usage history and preferred parts list problems
• Developing standards and controls for repair parts modifications and replacement actions
• Providing and reviewing data for repair parts service life analysis

| 1.6.6.1.11.2 When procuring critical components, the PSSC contractor shall ensure that counterfeit parts are not introduced into the system. Counterfeit control measures include: |
• Maximize the use of authentic parts by obtaining them from Original Equipment Manufacturers (OEM), Original Component Manufacturers (OCM), or authorized distributors
• Assessment of vendors/manufacturers
• Maintain traceability of parts origination and distribution
• Recommend material control processes (storage, handling, transport)
• Report, upon discovery, any suspect or counterfeit parts to the Government for reporting to the trusted systems and networks (TSN) focal point and to the GIDEP
• Flow of counterfeit prevention provisions to each first-tier supplier and require that supplier flow the same provisions to all subtier suppliers
1.6.6.1.11.3 When critical components cannot be obtained from the OEM, OCM, authorized distributors, or trusted suppliers, the PSSC shall comply with applicable FAR clauses. Including a request for proposed testing and verification requirements to mitigate the counterfeit part risks.
SUBFACTOR 2 1.6.6.1.13 Demilitarization and Disposal
1.6.6.1.13.1 The PSSC contractor shall provide data and recommendations to the Government as to the recaptilization or disposal of Propulsion Subsystem components, test and maintenance equipment, tooling, specialized fixtures, or any other hardware associated with Propulsion Subsystem Life Cycle Management.
1.6.6.1.13.2 The PSSC contractor shall draft disposal plans, when applicable, which include the demilitarization and disposal of systems IAW current legal and regulatory requirements, particularly Environmental Safety and Occupational Health (ESOH) considerations and explosives safety. PSSC contractor provided disposal plans, at a minimum, shall address:
• Disassembly to the lowest level required to gain access to the item, component, or material requiring removal for demilitarization and disposal
• Removal of older/obsolete items from the inventory first
• Maximizing the use of equipment and parts from deactivated systems for items in the current inventory
• Demilitarization of items, including components, to protect national security and public health and welfare
• Protection of the environment and personnel by minimizing ESOH impacts, resulting from demilitarization and disposal activities
• Minimizing demilitarization and disposal costs by maximizing the re-use of generated waste materials
• Transportation of the item to removal/demilitarization/recycling area and advise Government on the best available transportation options
• Efficient processes to defuel, de-energize, and remove hazardous materials
• Handling procedures for classified materials, explosives, dangerous articles, munitions, and hazardous materials
• Preferred and alternative methods for demilitarization and/or disposal.
• Ensuring critical components are properly disposed to prevent reintroduction of counterfeit parts into the supply chain.
1.6.6.1.13.3 The PSSC contractor shall dispose of assets and materials, including hazardous materials and propellants as addressed 1.6.6.1.13.2.

1.6.6.2.6.1.1.2 Upon Government request, the PSSC contractor shall conduct AS testing and analysis (including providing test material and sample preparation) and conducting destructive and nondestructive testing to include, but not limited to, testing of propellant, liner, insulator materials, case, and stage subsystems and components.
1.6.6.2.6.1.1.3 To support solid propulsion AS, the PSSC contractor shall maintain an alternate and independant capability to obtain solid propellant material for test. The PSSC contractor shall coordinate their propellant testing with similar activities conducted by the Hill AFB propellant laboratory (OO ALC/MXDTA).
1.6.6.2.6.1.2.1 The PSSC contractor shall also include nonconformance documents (including AFMC Form 202, Nonconforming Technical Assistance Request and Reply, field generated 107, MAR Requests per TO 00-25-107, Maintenance Assistance, and shelf-life analysis) in performing the requirements in 1.6.6.2.6.1.2.
1.6.6.2.6.1.2.4 Upon Government request, the PSSC contractor shall conduct AS testing of the components identified in 1.6.6.2.6.1.2.

1.6.6.2.6.3.3 Upon Government request, the PSSC contractor shall conduct AS testing of the components listed in 1.6.6.2.6.3.2, or other ordnance items identified by the Government (including any material for test and sample preparation) and conducting destructive and nondestructive testing as required. In addition to other tests requiring identification in the PWS, photographic requirements may also be identified for AS testing.
SUBFACTOR 1 1.6.6.2.6.4 Flight Controls Assessment
1.6.6.2.6.4.1.2 The PSSC contractor shall conduct component-level test data analysis including: component-level tests, acceptance tests, wing missile test and maintenance data, and nonconformance requests (including AFMC Form 202, Nonconforming Technical Assistance Requests and Replies and field generated 107, MAR Requests per TO 00-25-107, Maintenance Assistance) for the following flight control components:
• P89A1 Stage I flight control unit

1.6.6.2.6.4.1.3 The PSSC contractor shall support Government efforts to assess flight control aging and conduct Closed Loop Failure Analysis (CLFA) on items in 1.6.6.2.6.4.1.2 and subcomponents.
1.6.6.2.6.4.1.4 The PSSC contractor shall conduct materials testing and perform flight control subcomponent evaluations and assessments as requested by the Government.

1.6.6.2.6.5.3 Upon Government request, the PSSC contractor shall conduct AS testing of the components and related materials listed in 1.6.6.2.6.5.2, or other flight battery items identified by the Government, including any material for test and sample preparation as required.
1.6.6.2.6.5.4 The PSSC contractor shall support Government efforts to assess flight battery AS IAW the FAA on each flight battery item.
SUBFACTOR 1 1.6.6.2.8 Assessment Data
1.6.6.2.8.1 While assessing subsystem and component OSS&E, the PSSC contractor shall maximize the use of all available data, including those generated through previous and current sustaining engineering efforts and any other applicable data available to supplement data specifically generated for Subsystem Assessment efforts.
1.6.6.2.8.3 The PSSC contractor shall address bias issues and mitigation efforts to minimize data bias during assessment efforts.

1.6.6.2.10.1 The PSSC contractor shall support the Government in ensuring the functionality of Government-owned models identified in 1.4.11 to include updates if required.
1.6.6.2.10.2 The PSSC contractor shall maintain the ability to develop new models upon Government’s request.
