Specific requirements for reporting Failure and Anomaly Analysis (FAA) are not defined. Methodologies and requirements vary by FAA event and reporting will be defined during activities and delivered in contractor format IAW CDRL A016.
Section L 2.2.1.1 6/29 2.2.1.1 b For tables, charts, graphs, and figures, the text shall be no smaller than 8 point. However, no type style requirement for graphics in Section L. Based on our interpretation, we are allowed to use any font style for graphics. Suggest the government allow an alternate font style such as arial so text will have better readability. In relation to this item no changes to documentation are required.
Government will not stipulate font style for tables, charts, graphs, and figures. Therefore, other fonts can be utilized so long as they meet all other requirements in 2.2.1.1.
PWS/Section J 32 1.6.6.1.8.4 PWS paragraph 1.6.6.1.8.4 states "...provide the Government…and generation of computer software configuration item (CSCI) requirement specifications and supporting software documentation." Please clarify "provide" as there are no CDRLs relative to the software documentation. What format and how does the Government want the documentation provided? Clarify what the government means by "provide". CDRL A016 added to PWS paragraph 1.6.6.1.8.4 Any documentation that does not fit into one of the four specified software CDRLs can be delivered under A016.
Changes will be reflected in Solicitation Amendment 3.
Section J - Attachment 1 (Performance Work Statement) 44 1.6.6.2.6.1.2 Paragraph 1.6.6.2.6.1.2 states that “The PSSC contractor shall conduct component-level AS test data analysis…for solid propulsion components including the following…”:
• S1,S2,S3 nozzles
• S2,S3 RC systems
• S2 and S3 ordnance cables
• LITVC assembly
• Igniters
• Raceway cables
The "Solid Propulsion Aging Assessment Long Range Plan" posted in the Bidder's Library has no reference to Raceway cables. Paragraph 1.4.6.4 identifies Raceway Cables and Conduit Support Set as Flight Controls components.
Suggest removing Raceway cables from the list of solid propulsion components. In relation to this item no changes to documentation are required.
For clarification purposes, the current expectation of the Government is raceway cable assessment will be conducted IAW aging surveillance plans provided in the Bidder's Library and those plans may be updated in the future to reflect any updates in efficiencies.
The Propulsion PWS is structured to match current Government IPT responsibilities. Raceway cable assessment is currently being performed by the Government Solids IPT.

The Government has reviewed the request in regards of complexity and detail and believes the 6 page requirement is adequate.

Bidder's Library We reviewed the “Flight Control Equipment Assessment Plan” that was provided in the Bidders Library. We noticed that is does not contain a long term aging plan/table (i.e years with specific test quantities) like the ones that are specified for Solids and Ordnance. Does a similar plan/table exist for Flight Controls, and if so, can it be provided to the bidders? In relation to this item no change to documentation is required.
As similar table that contains a long term aging plan does not exist for Flight Controls. Flight controls assessment is accomplished using data from silo missile tests, and assessment of flight controls as they are processed at Depot.
Section L 16/29 In Section L of the RFP paragraph 6.1.2 and paragraph 6.1.3 reference Section J Attachment 4 (Labor Rate Matrix), although section 6.1.2 is titled “Total Evaluated Price (TEP) Pricing Matrix”. Is there a separate TEP Pricing Matrix? In relation to this item no changes to documentation are required.
There is not a separate TEP Pricing Matrix. To clarify, it is the Government's requirement for the offeror to fill in the labor rates in the Labor Rate matrix (Section J, Attachment 4).
CDRL A044 Safety Studies Plan Block 10 of this CDRL states that “contractor shall submit Safety Studies Plan NLT 15 days after request from Government. The referenced Data Item Description, DI-SAFT-81066 details the requirements of the plan, which includes identification of the hazards associated with the subsystem and components, and will form the basis of the contractor’s safety program.” We would like to know if a Safety Studies Plan for the propulsion system and associated components already currently exists and, if so, will the contractor be granted access to the plan such that only updates to that plan will be submitted (on an as required basis), or is the contractor responsible for the generation, submission and approval of a new Safety Studies Plan? In relation to this item no changes to documentation are required.
Overarching Safety documents for Propulsion systems do not exist. This is a general requirement to provide safety analysis, as needed, for individual efforts within the IPTs. The PSSC is responsible for the generation and submission new Safety documents as required in accordance with IPT work tasks.
CDRL A045 Safety Studies Report Block 10 of this CDRL states that “contractor shall submit Safety Studies Plan NLT 30 days after the end of the year. The referenced Data Item Description, DI-SAFT-81065/T details the requirements of the report, the purpose of which is to verify that the system and all subsystems and components are compliant with required safety design criteria, and that design and interface features which could pose safety related issues have been identified and mitigated.” We would like to know if previously generated Safety Studies Reports for the propulsion system and associated components currently exist and, if so, will the contractor be granted access to those reports such that only updates to the annual reports will be submitted (on an as required basis), or is the contractor responsible for the generation, submission and approval of original Safety Study Reports? Overarching Safety documents for Propulsion systems do not exist. This is a general requirement to provide safety analysis, as needed, for individual efforts within the IPTs. The PSSC is responsible for the generation and submission of new Safety documents as required in accordance with IPT work tasks.
CDRL A045 Block 16 was changed from: "Contractor shall submit Safety Studies Report NLT 30 days after the end of each year." To: "Contractor shall submit Safety Studies Plan NLT 15 days after request from Government" to reflect ASREQ frequency requirement.
Changes will be reflected in Solicitation Amendment 3.
CDRL A046 Safety Assessment Report (SAR) Block 10 of this CDRL states that “contractor shall submit Safety Assessment Report (SAR) NLT 30 days prior to CDR. The referenced Data Item Description, DI-SAFT-80102B details the requirements of the SAR, which includes a description of the system and its components, operating procedures, required operational safety requirements, hazard identification and mitigation steps taken to remediate them to an acceptable level, conclusions and recommendations, and other related materials.” We would like to know if a Safety Assessment Report for the propulsion system and associated components already currently exist and, if so, will the contractor be granted access to the plan such that only updates to the plan will be submitted (on an as required basis), or is Lockheed Martin responsible for the generation, submission and approval of a new Safety Assessment Report? In relation to this item no changes to documentation are required.

CDRL A051 Mishap Risk Assessment Report (MRAR) Block 10 of this CDRL Block 10 states that “Contractor shall submit Mishap Risk Assessment Report (MRAR) NLT 15 days after the mishap occurs. The referenced Data Item Description, DI-SAFT-81300A, details the content required for the MRAR, including a general system description and depiction, ground operations discussions, flight operations discussions, summary system description and safety analysis of the aforementioned components, including listing of component hazardous materials, personnel protective equipment required, hazard report sheets and other required safety related information. A failure/mishap record is included in the MRAR which, in the case of an incident, will have to be updated, and the MRAR submitted to the Government.” We would like to know if a Mishap Risk Assessment Report for the propulsion system and associated components already currently exists and, if so, will the contractor be granted access to the Report such that only updates to the report will be submitted (on an as required basis), or is the contractor responsible for the generation, submission and approval of a new Safety Assessment Report? In relation to this item no changes to documentation are required.
