About this file
This document is a Special Provisions section (Section 00 80 00) of the Tinker Air Force Base General Requirements specification for contractors working on the installation.
The specification establishes mandatory requirements for contractor operations at Tinker AFB, with emphasis on airfield safety and construction site management. Contractors must protect excavated areas from rainwater damage by providing and maintaining sufficient pumping equipment onsite. All haul routes must be directed by the Contracting Officer, and contractor activities on the airfield require pre-coordination with the Contracting Officer and Chief of Airfield Management (CAM) in compliance with TAFBI 13-204. Construction equipment is limited to 12 feet in height, and no equipment or personnel may access aircraft movement areas or approach within 200 feet of runways without Tinker Control Tower authorization. For projects exceeding seven days, all contractor personnel operating in movement areas or on aircraft-parking ramps must complete flight line driver training and maintain portable radios for Ground Control communication. Shorter projects may receive expedited authorization with flight line orientation briefing instead. Contractors must coordinate with the Contracting Officer for required airfield authorization passes. All runways, taxiways, and aprons must remain open unless otherwise specified. Traffic control in automobile movement areas must comply with the Department of Transportation's Manual on Uniform Traffic Control Devices, with barricades, warning lights, signs, and flagmen provided at contractor expense. Road closures are restricted to one lane on two-lane roads and must maintain two open lanes on four-lane roads at all times, with three lanes during rush hours. Waste materials become contractor property and must be removed from base at contractor expense. A winter recess period between December 1 and March 1 may be negotiated as a no-cost modification adjusting the delivery order completion date accordingly.
