About this file

This document is a General Safety Requirements specification for construction contracts at Tinker Air Force Base (AFB), dated January 2022.

The specification establishes comprehensive safety and health standards that all contractors and subcontractors must comply with when performing work on Tinker AFB. Key requirements include submission of a Contractor Health and Safety Plan within 10 work days of contract award, detailing accident prevention, health protection, and safety precautions. The specification mandates compliance with multiple regulatory frameworks including 29 CFR 1910 and 1926 (OSHA standards), EM 385-1-1 (Army Corps of Engineers safety manual), AFI 91-202 (Air Force Mishap Prevention Program), and AFMAN 91-203 (Air Force Occupational Safety, Fire, and Health Standards). For contracts with more than 1,000 contractor hours per quarter, OSHA Voluntary Protection Program (VPP) requirements apply, including tracking of Total Case Incidence Rate (TCIR) and DART Case Rate metrics, due by January 15 annually. Additional safety requirements address confined space entry, internal combustion engines in occupied buildings, emergency evacuation procedures, and mishap reporting (injuries reported immediately; property damage exceeding $500,000 within 8 hours; lesser damage within two workdays).

Airfield-specific safety requirements are extensive and include Foreign Object Debris (FOD) prevention training, submission of Entry Authority Lists and Vehicle Entry Authority Lists (minimum 14 days prior to access), flight-line driver training and authorization, equipment and material storage locations, construction phasing plans, and Airfield Construction Waiver applications (submitted by the 1st of each month for 60-day approval). Construction on airfield pavements requires a working vacuum-type sweeper on site at all times. Equipment penetrating airfield surfaces or exceeding 100 feet in height requires FAA Form 7460-1 submission. Construction activities are prohibited within 200 feet of runway edges without Airfield Manager approval. The specification includes three attachments: an Airfield Construction Waiver application form, an Entry Authority List template, and a Vehicle Entry Authority List template documenting personnel and vehicle access requirements.
