The contractor shall provide a fully operating roof system ready for Government use, with all information regarding roof plan layouts, dimensions, structural/mechanical/electrical data, and utility locations considered approximate and subject to field verification. The facility will remain occupied throughout construction, with work performed during normal duty hours (0700-1600 Monday-Friday), except utility outages. Working hours outside this schedule to meet the baseline schedule shall be performed at no additional cost to the Government.
The contractor must provide specific key personnel including a Project Manager (minimum 10 years combined experience in construction management roles, with at least 2 years as Project/Program Manager), Quality Control Manager (meeting specifications section 01 45 00.00 10), Site Safety and Health Officer (Level One or Two SSHO per USACE EM 385-1-1), and Project Superintendent (minimum 5 years construction experience with at least 2 years as superintendent/foreman on similar commercial projects, qualified as Level Three SSHO). All personnel must maintain current licenses and certifications at the contractor's expense and be visibly identified with badges displaying company and employee names. The contractor shall submit resumes within five calendar days after Notice to Proceed (NTP), with required experience levels maintained throughout the contract duration. Subcontractor firms performing work requiring registered professionals must be authorized to offer engineering or architectural services in a U.S. State or Territory.

The contractor must designate a Certifying Official to complete AFMC Form 496 applications for all personnel requiring badges. FOD (Foreign Object Debris) awareness and prevention training is required for all contractor personnel per specification section 00 71 00, though the work is not located in an airfield operations area and does not require personnel to work near operational aircraft.
The contractor shall establish a comprehensive quality control program complying with specification section 01 45 00.00 10, including an inspection system monitoring task execution, deficiency prevention methods, and maintenance of inspection records. QC documentation shall be submitted weekly with progress reports. The EPDM membrane shall be Class A, Type I, non-reinforced, bi-laminate, cured single ply with minimum 90 mil thickness, white in color, meeting Addendum P of ASHRAE Standard 90.1-2010 for 3-year aged Solar Reflective Index of 75. Rigid insulation shall be closed-cell polyisocyanurate foam conforming to ASTM C 1289, Type II, Class 1 with average R-value of 24 and minimum slope of 1/4-inch per foot. The contractor must provide structural load analysis signed/sealed by a licensed structural engineer, roofing system shop drawings, overall roof drainage plan with tapered insulation layout, walk pad layout, and approved manufacturer's assembly letter. The contractor shall furnish the roof membrane manufacturer's 30-year no-dollar-limit warranty and provide a two-year roof system installer warranty covering installation workmanship defects.
The contractor must submit working documents for Government approval prior to commencing construction, including roof structural load analysis with wind uplift pressure calculations and existing structure analysis per UFC 3-301-01 emphasizing rain and ponding loads; roofing system shop drawings depicting wind uplift values and fastener spacing; overall roof drainage plan with tapered insulation layout and drain locations; walk pad layout; and approved manufacturer's assembly letter with wind uplift and fire rating classifications. Documentation shall follow specification section 01 33 00 submittal requirements, submitted electronically via optical disk, email, or file transfer service such as DoD SAFE, in Adobe Acrobat PDF format for reports and TAFB Form 3000 for material approvals. All documents requiring Government signatures must be capable of digital signing and saving. Drawings produced by the contractor shall be created in AutoCAD format adhering to Tri-Services A/E/C CADD Standard Release 6.0, with ANSI D size (22" x 34"), scale minimum 1/8"=1', submitted in PDF format with as-built record drawings in DWG format. File naming conventions must strictly follow standardized formats with project number WWYK######, effective date YYYYMMDD, contractor initials, and sequential numbering with no spaces.
Progress reports must be submitted weekly or as directed, utilizing scheduling software reporting features, providing same information as AF Form 3065, with percentage of work completed for each element during the reporting period, cumulative percentages, and comparison to baseline schedule. The contractor shall submit a draft progress report within 10 calendar days after NTP with the baseline schedule. Construction QA Inspector and Project Manager review progress reports for recommendation to the COR regarding approval; approval does not constitute acceptance of work as 100% compliant with Order requirements.
Within five days of substantial completion and prior to pre-final inspection, the contractor shall submit working as-built drawings clearly indicating authorized field changes, updates based on existing conditions, and corrections. Within 10 days after pre-final inspection approval, the contractor shall incorporate redlines into CAD files and submit final Record Drawings labeled "RECORD DRAWING AS-BUILTS" for Government approval. Operation and Maintenance manuals and DD Form 1354 are not required. The contractor shall provide a 16-inch by 16-inch metal plaque containing project number and title, contractor/subcontractor names and phone numbers with installer warranty expiration date, roof system warranty information with expiration date, and roof manufacturer phone number, with stainless steel fasteners and location determined by 72 ABW/CE.
Environmental Management survey indicates lead-based paint concerns for roof vents. The contractor must comply with hazardous material requirements per specification section 00 72 00, including Material Data Sheet review and HAZCOM information exchange prior to use. The schedule shall be developed in accordance with specification section 01 32 16.00 20, Small Project Construction Progress Schedules, utilizing the Network Analysis Schedule/Critical Path Method format.
The schedule shall generally match the schedule submitted with the Contractor's accepted proposal, with the following additional information included:
(1) Order start (NTP) and end dates.
(2) Additional detail/breakdown of major work elements, as necessary.
(3) Cost loading data entered for all work items. Cost loading must total to 100 percent of the value of the Order.
Any partial progress payments for materials, as approved by the CO, shall be entered separately on the schedule.
The schedule will reserve, as a minimum, the final 10% of the Order cost for final acceptance. No progress payments will be made against this final 10% of the Order until all closeout items have been submitted, all punch list items have been resolved, and final inspection/acceptance has been completed.

The Contractor shall develop a progress report utilizing the ‘Reports’ feature of the scheduling software. Contractor developed reports shall provide the same information as AF Form 3065, Contract Progress Report. The progress report shall utilize the same work elements and schedule of values/cost loading data developed for the construction Schedule.
Contractor shall submit a draft version of the progress report to the CO and the COR for approval within ten (10) calendar days after the NTP is issued (with the Baseline Schedule).
After approval, the Contractor shall submit progress reports weekly, or as directed by the CO, throughout the life of the Order. For each progress report, the Contractor shall include the following:
