Instructions to Offerors Summary

This document is Instructions to Offerors for a federal construction contract opportunity. The Procurement Contracting Officer (PCO) serves as the sole point of contact for the acquisition. Proposals must be submitted by the response date specified on SF 1442, block 13a, via email or DoD SAFE, with the subject line including company name, RFP number, and project title (WWYKXXXXXX format). Proposals must be submitted as completed and signed solicitations with a cover letter delineating any technical or pricing assumptions, exceptions, or conditions. All electronic files must be in Microsoft Office 2007-2013 formats or searchable PDF; password-protected files are prohibited. Offerors must acknowledge receipt of any solicitation amendments via signed SF 30, as unacknowledged amendments may render the offeror ineligible for award. Each page containing proprietary information must be marked accordingly.

Technical proposals must include a cover sheet asserting the proposal meets the mandatory completion date (with obstacles identified if the date is unattainable), followed by a detailed project narrative demonstrating understanding of scope, including project synopsis, work methodology, site verification performed, user impacts, government property protection, supplemental drawings, design calculations, manufacturer data, team contacts, and on-site management capabilities. The proposal must address subcontractor management, design team roles (if applicable), warranty support, differing site conditions handling, and design error procedures. A realistic schedule must be provided incorporating all work elements, submittal reviews, mobilization, material delivery, weather delays, and final inspection, with the final 10 percent reserved for closeout. Cost proposals must include a Microsoft Excel model with non-static formulas showing all costs (labor, materials, equipment, indirect costs, profit), construction cost estimates broken down to CSI Level IV using AF Form 3052, design cost breakouts demonstrating DFARS 236.606-70 compliance, basis of estimates for materials and labor by CLIN, and supporting documentation. Subcontractor quotes must represent best value from at least two vendors meeting government requirements, with justification required if only one acceptable vendor is available. Contract proposals must include company point of contact information, proposal validity period, SAM.gov representations and certifications verification, and names of individuals authorized to obligate the company and negotiate with the government.

Your attention to detail and willingness to provide a proposal in accordance with these instructions will be greatly appreciated. If your company does not provide the necessary cost or pricing data or information requested in these instructions, the government may consider you as non-responsive and may make you ineligible for award. In addition to the requirements in this document, the offeror shall also comply with the Federal Acquisition Regulation, as supplemented.

1.0 General Requirements:

1.8 If this solicitation is amended, all terms and conditions that are not amended remain unchanged and in full force and effect. Offerors shall acknowledge receipt of any amendment and provide confirmation upon submission of the offerors proposal.
