About this file
This is a Pre-Bid Request for Information (RFI) Responses memorandum from the Department of the Air Force, Headquarters 72 Air Base Wing at Tinker Air Force Base, Oklahoma, dated March 24, 2026, for Project WWYK250003, Relocate Fire Alarm Circuit, O106-O62, Building 3001. The memorandum transmits government responses to 124 pre-bid RFIs submitted by contractors to clarify project scope and technical requirements.
The project scope, substantially modified by Amendment #1, involves removing fire protection and life safety systems from an overhead conveyor system in designated areas and installing new, unenergized exit signs. The project does not require design of a complete new fire alarm or mass notification system, demolition of existing panels, provision of new panels, or replacement of emergency batteries. Key technical requirements include: hydrostatic testing at system working pressure per NFPA 13 for 2 hours; no fire sprinkler calculations required (fewer than 10 sprinklers affected); installation of ¾-inch factory-painted red EMT for fire alarm raceways; fiber optic cabling and patch panel installation at three panel locations (Panels F, G, and B) with termination into patch panels but no connection of fire alarm panels to those patch panels; and maintaining existing fiber terminations for Panel D on the fiber network. Contractor work requires pre-test and post-test inspections of existing systems, with deficiencies identified in the pre-test not being contractor responsibility, but new deficiencies becoming contractor responsibility. Fire alarm testing is allowed throughout the day with proper signage and outage request procedures. The government does not provide comprehensive as-builts for existing fire alarm or sprinkler systems in Building 3001, and the contractor's Designer of Record is responsible for determining applicable project specifications. Project points of contact include Bash Jimoh (Project Manager), Jake Miller (Construction Inspector), Joshua Wheeler (CSAG Program Manager), and Sara Hinds (Contracting Officer Representative).

SUBJECT: Pre-Bid RFI Responses Project: WWYK250003, - Relocate Fire Alarm Circuit, O106-O62, B3001
Reference: Memo, 03 March 2026, Pre-Bid RFIs, Relocate Fire Alarm Circuit, O106-O62, B3001
1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals.
(1) Request for information. What is the expectation for hydrostatic testing requirements for this project?
a. 200 psi (or 50 psi in excess of system working pressure if above
150 psi) for 2 hours
b. Working pressure for 2 hours
c. 24-hour visual test with no sign of leakage
Government Response: The pre-test & Inspection and post-test & Inspection will both be hydrostatic tests for 2 hours at system working pressure per NFPA 13.
(2) Request for information. What are the sprinkler calculation requirements for this project since we will only be resupplying 3-4 existing sprinklers?
Government Response: The fire sprinkler scope of work is to remove sprinkler drops from the conveyor system that is to be demolished. A few relocations may be required, but that will be below the 10 sprinkler per system threshold to require calculations.
Therefore, no fire sprinkler calculations are required.
(3) Request for information. Please provide as-builts for the existing sprinkler systems involved in this project.
Government Response: There is no comprehensive as-builts exist for the fire alarm or fire sprinkler systems in building 3001.
(4) Request for information. Will the fire sprinkler work be able to be performed during normal business hours or will it be after-hours and weekend work?
Government Response: The contractor will have the ability to make accommodations to work after hours and on weekends with Government approval.
(5) Request for information. Will it be acceptable to shut down the aisle between columns
O/107 to O/111 during demolition of the existing sprinkler system? Forklift traffic and pedestrian traffic walking through during demolition will create a hazard.
Government Response: Aisles will be eligible for closure through the Tinker AFB outage request process and Government approval.
(6) Request for information. What days and times are fire alarm testing currently allowed within B 3001?
Government Response: Testing is allowed throughout the day. Fire Alarm testing signs will need to be placed in designated areas during testing.
Contractor shall follow the Tinker AFB Outage Request Procedure.
(7) Request for information. Please provide the correct submittal register
Government Response: The project submittal register provided is only for Division 0 and Division 1. All other submittal registry edits will come from the contractor’s Designer of Record during the contractor’s design process.
(8) Request for information. Please provide the relevant as built drawings per SOW 5.4.
Government Response: No comprehensive as-builts exist for the fire alarm or fire sprinkler systems in building 3001.
(9) Request for information. Where coverage is to be added to another panel, will extending FA wiring via a terminal strip/box be acceptable?
Government Response: As per Amendment #1, no panels are to be demolished and no new panels are to be provided. The adjusted scope of work is to remove or relocate the alarm and sprinkler systems from the overhead conveyor in the designated areas, and to install exit signs without wiring them for operation.
(10) Request for information. Drawing F-100 Exit Signs, note 3 states “contractor is not responsible for the demolition of the existing exit signs.”
Drawing F102, General Note #1 states “All exit signs, FA, MNS and fire sprinkler systems are to be uninstalled from the conveyor and reinstalled with supports connecting to the roof deck steel”.
Government Response: Drawing F-102 has changed in Amendment #1. Exit signs are not required to be uninstalled. New Exit signs are required to be installed but not wired or energized. Tinker AFB personnel will complete the demolition of old exit signs and wiring the new exit signs at a later time. Contractor is only to provide and install new exit signs, unenergized. No 120-volt circuits are required to be provided by the contractor for exit signs.
(11) Request for information. Emergency batteries have a shelf life of approximately one year without being energized before they will not operate.
Please confirm that the contractor will not be required to replace the factory installed emergency battery.
Government Response: Exit sign back-up batteries and fire alarm panel secondary power batteries are not be required to be replaced.
(12) Request for information. Clarification. This project is only for Relocate Fire Alarm
Circuits, not Design of Mass Notification.
Government Response: This project does not require the design of a complete new fire alarm / mass notification system or a new fire sprinkler system. This project is to remove fire protection and life safety systems from the overhead conveyor and to provide new exit signs next to or near the existing exit sign locations.
All work shall comply with the referenced codes and standards. All work shall be documented on contractor’s field drawings for submittal at the end of the project.
(13) Request for information. Will the Government provide information on devices and location of existing circuits for (E) Siemens MXL. And (K) Simplex 4004?
Government Response: The government does not have any as-built information for those systems. The scope per Amendment #1 removed the demolition, relocation, and consolidation of fire alarm panels.
Amendment #1 also removed the new fire alarm control panel.
(14) Request for information. If FA raceways are in EMT that is NOT painted red, may it be reused or does it need to be replaced with Red?
Government Response: Fire alarm EMT shall be ¾ inch and factory painted red. Do not reuse existing EMT if it is less than ¾ inch or if it is not factory painted red.
