AMENDED SOLICITATION MEMORANDUM – FIRE ALARM AND SPRINKLER RELOCATION PROJECT

This memorandum amends solicitation documents for Project WWYK250003 at Tinker Air Force Base, relating to the relocation of fire alarm circuits in building O106-062, B3001. The amendment was issued on April 2, 2026, following discovery during a prebid site visit that conveyor structures originally included in the design have been demolished. The primary scope of work requires contractors to remove and relocate fire alarm and mass notification systems from conveyor structures, remove and relocate fire sprinkler piping supported by the conveyor, and install new alarm and sprinkler materials in a code-compliant manner within the scope work area. Additionally, contractors must provide and install new exit signs with battery backup next to or near existing signs; however, the government will provide materials and labor to energize these signs at a later date outside the project scope. The contractor is not responsible for demolishing existing exit signs or connecting new signs to primary power circuits.

Technical requirements include rerouting all fire alarm, mass notification, and sprinkler systems from the conveyor platform to the roof deck steel structure. Contractors must provide red EMT (¾-inch minimum) with compression fittings for fire alarm raceway and may reuse existing red EMT if in like-new condition. Work must comply with NFPA 70, NFPA 72, NFPA 13, UFC 3-600-01, UFC 3-601-02, and Tinker AFB Fire Protection Standards. The project is divided into multiple conveyor sections with phased coordination priorities. Shop drawings for fire sprinkler systems must be prepared by personnel with National Institute for Certification in Engineering Technologies Level III Fire Alarm Systems Certification and reviewed by a Qualified Fire Protection Engineer. Pre-testing of affected systems is required before work commences, and acceptance testing per NFPA 13 and 72 is mandatory upon completion. Project contacts include Bash Jimoh (Project Manager), Jake Miller (Construction Inspector), Joshua Wheeler (CSAG Program Manager), and Billy Deal (Contracting Officer Representative).

SHEET F-102: FIRE ALARM AND SPRINKLER COMPOSITE PLAN GENERAL NOTES

1. This sheet identifies the conveyor location requiring re-routing of the life safety systems currently installed on the conveyor platform. All fire alarm, mass notification, and fire sprinkler systems are to be uninstalled from the conveyor and reinstalled with supports connecting to the roof deck steel. New signs are to be installed only with no operational wiring or EMT. Existing signs shall remain in their current location in their current status.

2. Before removing any electrical conduit, conductors, or devices, ensure and verify that the circuit is properly de-energized.

3. The intent is to disconnect the fire alarm circuits and fire sprinkler drops to demolish the overhead conveyor. Re-route systems cabling and drops to the bottom of roof truss steel above the conveyor platform.

4. Provide red EMT of ¾” inch minimum with compression fittings for all new fire alarm raceway. Existing red EMT may be reused if it is like new condition. All new EMT shall be factory painted red and ¾” inch minimum.

5. New circuit and piping route shall be along the lower roof truss steel supports above the current conveyor platform.

6. Fire sprinkler branch lines and supporting hangers may be uninstalled and reinstalled or demolished, as needed for code compliance.

7. Existing FCI-E3 network fire alarm located on the second level next to O-P aisle. The second level is open to the aisle, located at column O-94/95 on the second level.

8. Existing class A circuits may be converted to class B per the equipment manufacturer's instructions in accordance with NFPA 72. Do not abandon any fire alarm, mass notification circuits or raceway.

9. Perform a pre-test of the alarm and sprinkler systems impacted by the relocation of circuits prior to beginning work. Deficiencies identified during the pre-test will not be the responsibility of the contractor to correct if issue remains during the final acceptance test.

10. Perform an acceptance test for all affected alarm and sprinkler systems in accordance with NFPA 13 and 72, upon the completion of work. Contractor will correct deficiencies not identified on the pre-test.

11. Submittals are required. Accurate record drawings (as-builts) are required to be provided by the contractor as a close-out submittal.

12. Provide work in compliance with referenced codes and standards.
