This document is a Questions and Answers (Q&A) file for Solicitation FA813225Q0042, a federal contract for an office trailer at Tinker Air Force Base. The Q&A addresses several key details including trailer specifications, access requirements, and installation procedures. Specific requirements include a maximum trailer size of 65x30, an ADA ramp, smoke alarms in individual rooms and central areas connected to the base fire alarm system, and four corner offices with potential additional larger offices.
Base access requirements are detailed, mandating that contractors contact the Government Point of Contact (POC) seven business days prior to arrival, obtain a sponsor, meet at Pass and Registration, provide two forms of identification (including a picture ID), and receive a 30-day visitor's pass. Contractors must also comply with specific Air Force directives for vehicle operation. QUESTIONS AND ANSWERS
• Dimensions: The requirement states "maximum 65x30." What specifically is the base looking for? Do they have a floor plan available to provide more bid accuracy? I have attached the layout of the office trailer.
• Floorplan Design: Refer to attached floor plan o If no floor plan has been created yet, what size offices are required for the noted four offices?
o The sheet references "larger offices." Is this in addition to the four corner offices? If so, what are the size requirements and where should they be located?
• ADA Access: The sheet references ADA steps for access. Will an ADA ramp also be required, or just step platforms? Yes, a ramp is required.
• Safety / Smoke Alarms: The specs note smoke alarms in each individual room. Is one also required in the larger open/central area? Is there a specific spec requirement for these alarms? Yes, there is a need for one in the larger area. No specifics, just that the alarms must be connected to the base fire alarm system notification.
• Site Labor Requirements: The document does not mention labor requirements. Will this project require Open Shop Labor, Union Labor, or Prevailing Wage? Is certified payroll required? That would be no to all parts.
• Base Access Requirements: Could you please provide specifics on requirements for installation crews to access the base (e.g., personal requirements, site safety training, or other clearances)? The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes.
The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate, which is South of I-40 off Air Depot Blvd.
The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days. Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
