| Question: Do we understand correctly that the Government's intent is for the first six months of Basic Pricing Period 1 to be the Transition In period (1 May 2024 - 1 Nov 2024), followed by six months of full contract Performance, beginning on 2 November 2024? | Question: Do we understand correctly that the Government's intent is for the first six months of Basic Pricing Period 1 to be the Transition In period (1 May 2024 - 1 Nov 2024), followed by six months of full contract Performance, beginning on 2 November 2024? | Yes, the 1st six months will be transition-in followed by six months of full performance. | |
| 2 | Attach 5 | Section L, Instructions to Offerors; | |
| Table 2.3, Proposal Organization, pgs 3 & 4 | Reference: Attach 5, Section L, paragraph 2.3.3, Table 2.3, Proposal Organization, identifies the required titles and contents for each proposal volume. |
Discussion: The ITO paragraph references and section titles do not appear to coincide with the remainder of the Section L instructions (all volumes). For Example: Vol I
3.0 Technical
3.2.2 2.3.1 Title Page
3.2.2 2.3.2 Team List (see Attach 2.0)
3.2.2 2.3.8 Table of Contents
3.2.2 2.3.9 List of Tables and Figures
3.2.2 2.3.10 Glossary of Abbreviations and Acronyms
3.2.3 Subfactor 1 Program Management
3.2.4 Subfactor 2 Supply Chain Management
3.2.5 Subfactor 3 Inventory Data Management and Reporting
3.2.6 In addition, the table does not correctly identify the Table of Contents, List of Tables and Figures, and Glossary of Abbreviations and Acronyms for each volume as required per ITO paragraphs 2.3.8 thru 2.3.10 respectively.
Question: Will the Government consider updating Section L, Table 2.3 (all volumes) to accurately identify the desired contents of each volume?
| Question: Will the Government consider updating Section L, Table 2.3 (all volumes) to accurately identify the desired contents of each volume? | Section L, Table 2.3 has been updated with the necessary changes. | |
| 3 | Attach 5 | Section L, Instructions to Offerors; |
Table 2.3, Proposal Organization, pg 4
Section L, ITO Attachment 1.1 Reference: Attach 5, Section L, paragraph 2.3.3, Table 2.3, Proposal Organization, page 4, Volume II Past Performance.
Discussion: Based on a comparison of Table 2.3, Section L.4.0 Factor 2 - Past Performance, and ITO Attachment 1.1 Past Performance Information (PPI) Form/Tool, we are confused as to the intended volume structure and contents.
Table 2.3 has a separate Volume II entry for Past Performance Information Forms (Atch 1.1 PPI Tool), and Relevant Contract Narrative. The PPI Tool identified in Atch 1.1 consists of multiple tabs: Business Relationships; Contact Information; Program Details (which includes a discussion of contract relevance, per Section L instructions); and POC and Key Individuals. Then... 5 rows down in Table 2.3, it identifies a separate requirement for a "Relevant Contract Narrative", which is already addressed within the "Program Details" Tab of the Attach 1.1 PPI Tool.
Furthermore, Table 2.3 identifies the page limit for the PPI Tool as "N/A", and the page limit for the Relevant Contract Narrative as a maximum of 5 pages per contract. The last sentence of Section L.4.3.1 requests that the PPIF not exceed a target of 8 pages, although more or less may be submitted if necessary. Then... the last two sentences of Section L.4.3.2 request offerors to limit their contract relevancy narrative to a maximum of 5 pages, however this limit may be exceeded if necessary.
Questions:
A. Will the Government please update Table 2.3 and relevant Section L.4.0 subparagraphs to clarify their intent for the specific structure and contents of Volume II, Past Performance?
B. Is it the Government's intent that the Past Performance Information (PPI) Form/Tool and Relevant Contract Narrative are two separate Volume II requirements, or should the Relevant Contract Narrative be incorporated within the PPI Form/Tool per the Atch 1.1 instructions?
C. Is it the Government's intent that the Past Performance Information (PPI) Form/Tool be submitted as a separate electronic document, labeled per ITO Attachment 1.1, Downloading the PPI Tool (pg 2), paragraph 4, and/or the printed outputs from the PPI Tool, Printing Reports and Submitting PPI Tool (pg 10), paragraph 4, incorporated into the Volume II electronic file, labeled per Section L paragraph 2.3.4? Question A: Will the Government please update Table 2.3 and relevant Section L.4.0 subparagraphs to clarify their intent for the specific structure and contents of Volume II, Past Performance?
Question B: Is it the Government's intent that the Past Performance Information (PPI) Form/Tool and Relevant Contract Narrative are two separate Volume II requirements, or should the Relevant Contract Narrative be incorporated within the PPI Form/Tool per the Atch 1.1 instructions?
Question C: Is it the Government's intent that the Past Performance Information (PPI) Form/Tool be submitted as a separate electronic document, labeled per ITO Attachment 1.1, Downloading the PPI Tool (pg 2), paragraph 4, and/or the printed outputs from the PPI Tool, Printing Reports and Submitting PPI Tool (pg 10), paragraph 4, incorporated into the Volume II electronic file, labeled per Section L paragraph 2.3.4? QA. The Government does not intend to update Table 2.3 for Volume II- Past Performance or Section L 4.0 subparagraphs.
QB. Yes, the PPI Relevant Contract Narrative (IAW Section L 4.3.2) is a separate portion of the Past Performance Volume Submission from the PPI Tool (IAW Section L 4.3.1. and ITO Attachment 1.1.).Per Section L, 4.3.1, offerors shall provide Past Performance Information (PPI) on current or previous contracts (or efforts). The PPI shall be completed in accordance with Attachment 1.1, Past Performance Information Form (identified as “PPIF”) which is accomplished within the PPI Tool itself. ITO Attachment 1.1 states “Offerors must use the PPI Tool (Use latest version at https://www.sam.gov) in order to electronically submit the PPI portion of the Past Performance Volume in accordance with the RFP (FA8106-23-R-1000) for (T-6 Contractor Operated and Maintained Base Supply (COMBS) IV Program). Section L– Instructions to Offerors, Attachment 1.1.” ITO Attachment 1.1 (pages 20-29) show examples of the type of information to enter for PPI within the PPI Tool.
Per Section L, 4.3.2, offerors shall provide a narrative explaining what aspects of the contract is deemed relevant to the proposed effort, and to that aspects of the proposed effort they relate. Specifically, the narrative should focus on similarities to the Factor 1 Technical subfactors, Factor 3 Price, and Scope, Magnitude, Performance Quality, and Complexity, as defined in Section M, paragraph 2.3.2.2 Relevancy Assessment, and should be tailored to the proposed portion of effort. Offerors are requested to limit the narratives to a maximum of 5 pages. However, the offeror may exceed the requested page limit, if determined necessary to fully describe relevancy.
QC. Specific to Section L 2.3.4, offerors shall submit volumes with the file names provided (i.e. Volume II-Past Performce.doc or docx). Specific to the electronic PPI Tool submission, offerors shall provide the PPI Tool with the naming convention described in ITO Attachment 1.1, Downloading the PPI Tool (pg 2), paragraph 4, and Printing Reports and Submitting PPI Tool (pg 10), paragraph 4, (i.e. "XYZCompanyFAXXXX21RXXXX.accdb" for primes and subcontractors).
4 Attach 5 Section L, Paragraphs 2.4.1 and 2.4.2 Reference: 1. Attach 5, Section L, paragraph 2.4.1 identifies the standard line spacing and font size for proposal volumes
2. Attach 5, Section L, paragraph 2.4.2 identifies allowable page and font size for tables, charts, graphs, and figures Discussion: Paragraph L.2.4.1 identifies that page line spacing shall be 1.5 lines, and except for reproduced sections of the solicitation document, the text size shall be no less than Arial 12 Point.
Paragraph L.2.4.2 identifies that within the Technical Volume (only), Text within figures, charts, tables, and graphs shall be no less than Ariel 8-pt. This paragraph, however, does not mention line spacing within these figures, charts, tables and graphs. As written, the specific allowance for font sizes within figures, charts, tables, and graphs only applies to the Technical Volume, and not the Past Performance, Price, and Contract Documentation Volumes. These font size allowances for figures, charts, tables, and graphs would aid the readability for these items included in the other volumes as well.
Question: A. Will the Government consider amending paragraph L.2.4.2 to allow single spacing for figures, charts, tables, and graphs?
QB: No the current direction in 2.4.2 will remain the same.
5 Attach 5 Section L, Paragraph 3.2.3, Subpara g
Section L, Paragraph 2.3.3, Table 2.3 Reference: Attach 5, Section L, paragraph 3.2.3.g, identifies inclusion of the offeror's approach to Small Business Participation.
Discussion: Paragraph L.3.2.3.g.1 requires offerors to submit a completed Small Business Participation Commitment Document (SBPCD) per the ITO Attachment 3.0 template. Large Business Primes are also required to submit a subcontracting plan tailored to this contracting effort. However, Table 2.3, Proposal Organization, does not identify where within Volume I to include these documents, whether they are included within the volume maximum page limit., or if they are to be submitted as separate electronic documents.
Question: A. Will the Government consider amending both Table 2.3 and ITO paragraph 3.2.3.g to identify the desired location and submittal method/medium for both the required Small Business Participation Commitment Document (SBPCD) and Subcontracting Plan?
Question B: Does the Government intend for the SBPCD and Subcontracting Plan to be submitted within the Volume I, Subfactor One, Program Management narrative, or as separate electronic documents?
Question C: Does the Government intend for the SBPCD and Subcontracting Plan to be included within the Volume I maximum page limit, or excluded from the volume page count? QA: The Small Business Participation Commitment Document (SBPCD) and Subcontracting Plan will be submitted with Technical Volume I, Subfactor 1, Program Management and will be excluded from the 65 page limit, Table 2.3 has been updated.
QB: Yes, see above.
QC: The SBPCD and Subcontracting Plan will be excluded from the Technical Volume I page limit, Table 2.3 has been updated.
6 Attach 5 Section L, Paragraph 4.1.4 Reference: Attach 5, Section L, paragraph 4.1.4 identifies the requirement for offerors to submit "Commitment to Perform as Proposed" letters signed by the Prime contractor and each Subcontractor.
Discussion: Prime offerors are required to provide past performance citations within Volume II Past Performance, for themselves and "Significant Subcontractors" (those performing over 5% of the total effort or a critical function). Paragraph 4.1.4 identifies "each subcontractor" for submission of "Commitment to Perform as Proposed" letters, but does not specify if submittal of those letters is limited to only those "Significant Subcontractors" for which Past Performance citations are submitted. Since paragraph 4.1.4 states that if the signed commitment is not fully executed by both parties, the subcontractor past performance references will not be evaluated; we assume this requirement only applies to Significant Subcontractors. And conversely, these letters would not be required for subcontractors who do not meet the criteria for identification as "Significant" subcontractors, or vendors/suppliers.
Question: Do we understand correctly, that the "Commitment to Perform as Proposed" letters are only required for entities meeting the criteria as "Significant Subcontractors", for which Past Performance citations are incorporated within Volume II? The Government advises the Offeror to review Section L 4.1.4 in its entirety. Specifically, Paragraph 4.1.4 states "This letter shall be executed and signed by the Prime contractor and each Subcontractor. The letter states that, in the event a contract is awarded to the Prime Contractor, the Prime Contractor and Subcontractor (to include teaming partners, and/or joint venture partners) commit to joint contract performance as described in the proposal. A separate letter shall be completed for each subcontractor separately. If the signed commitment is not fully executed by both parties and provided with the Past Performance Proposal, the subcontractor references will not be evaluated or considered."
Therefore, it is the Government's intent that Offerors will comply with Section L 4.1.4 by providing a Commitment to Peform as Proposed Letter with each subcontractor, not just subcontractors that the offeror determines is as significant subcontractors per Section L 4.3.1.
IAW Section L 4.3.1, only significant subcontractors will be further evaluated for past peformance based on their proposed portion of effort. "Significant subcontractor is defined as a contractor who is proposed to perform over 5% of the total effort, or a contractor who is proposed to perform less than 5% of the total effort but is determined to be performing a critical function."
7 Attach 5 Section L, Paragraph 2.3.6
Section L, 3.2.3.g;
Section L, Paragraph 5.1;
Section, Attachment 3.0 Reference
1. Attach 5, Section L, paragraph 2.3.6, Pricing Information, states: "All pricing information shall be addressed ONLY in the Price Proposal and Contract Documentation volumes."
2. Attach 5, Section L, paragraph 5.1, General Instructions, in relation to pricing information, states: "Under no circumstances shall this information and documentation be included elsewhere in the proposal."
3. Attach 5, Section L, paragraph 3.2.3.g requires submittal of a completed Small Business Participation Commitment Document (SBPCD) and a Subcontracting Plan, both of which require inclusion of the proposed Total Contract Value and dollars and percentages attributed to Small Business, broken-down by socio-economic categories.
4. Attach 5, Section L, Attachment 3.0, Small Business Participation Commitment Document (SBPCD), requires input of pricing information in the form of Total Contract Value, and the apportionment of the proposed price attributed to each Small Business socio-economic classification.
Discussion: The submittal requirements for the SBPCD and Subcontracting Plan appear to conflict with the prohibition of inclusion of pricing information in any proposal documents with the exception of Volume III Price, and Volume IV Contract Documentation.
Question: Will the Government consider revising paragraphs L.2.3.6 and L.5.1 to allow pricing information to be included in only Volumes III, Price, IV, Contract Documentation, and the Small Business Participation Commitment Document (SBPCD), and Subcontracting Plan? Updated Section L, Paragraph 2.3.6 and 5.1 to include pricing information also in ITO Attachment 3.0 for SBPCD Template and Contract Documentation Volume IV.
8 Attach 5 Section L, Paragraph 6.3.5 Reference: Attach 5, Section L, paragraph 6.3.5, Attachments to the Model Contract, instructs offerors to "provide the following as attachments to the model contract."
Discussion: Paragraph L.6.3.5 does not list any requirements to be attached to the model contract.
| Question: Does the Government intend to provide a listing within paragraph L.6.3.5, of additional items to be included within Volume IV, Contract Documentation, as attachments to the Model contract? | USG added the references to ITO attachments 1.1 - 3.0 in section 6.3.5. | ||
| 9 | Attach 2 | Draft PWS, Paragraph 1.1.6 | Reference: Attach 2, Draft PWS, paragraph 1.1.6, Diminishing Manufacturing Sources and Material Shortages (DMSMS), identifies the Offeror's role in supporting DMSMS efforts/studies for the T-6 platform |
Discussion: PWS paragraph 1.1.6.a) specifies that the offeror is required to support the "Prime DMSMS Contractor".
| Question: Who is the current "Prime DMSMS Contractor" for which the offeror is to support, and what is the period of performance for that contractor's performance? | T-6 Original Equipment Manufacturer and Prime DMSMS Contractor is Textron Aviation Defense. The period of performance of the Textron Aviation Defense SEPM II Contract is not relevant for this T-6 COMBS IV effort. | ||
| 10 | Attach 2 | Draft PWS, Paragraph 1.1.8 | Reference: Attach 2, Draft PWS, paragraph 1.1.8, Quality Management System, identifies the certification requirements of the offerors proposed Quality Management System (QMS). |
Discussion: PWS paragraph 1.1.8 identifies that contractors shall Implement and maintain a third-party certified AS9100C QMS. The current version of this Quality standard is AS9100D. There are also varying organizational levels of certification that can be applied to the third-party certification requirement: Corporate-level, Program/Contract-level, and site-level. In most cases, offerors are third-party certified at the Corporate or Program/Contract level, but flow-down the QMS requirements to the sites to ensure compliance at the site-level.
Question: A. Does the Government consider Offeror's Third-party certification to AS9100 at the corporate level, with compliance flow-down at the Program/Contract and site-levels, as meeting the QMS certification requirements of PWS paragraph 1.1.8?
Question B: If not, please specify the required organizational level for certification. QA: The Government has updated Section 1.1.8. to reflect AS9100D. Yes, the Government does consider Offeror's Third-party certification to AS9100 at the corporate level with compliance flow down to the Program/Contract and site levels as meeting the QMS certification requirements.
QB: N/A
11 Attach 2 Draft PWS, Paragraph 1.1.2.1.B).4;
Draft PWS, Paragraph 3.2.3.3;
Draft PWS, Paragraph 3.2.4.3 Reference:
1. Attach 2, Draft PWS, paragraph 1.1.2.1.b).4 instructs offerors to provide on-site COMBS services during normal Flying and Maintenance operations for the US Army (USA) aircraft at AFTD Redstone Arsenal, Al, Monday - Friday from 0700-1900.
2. Attach 2, Draft PWS, paragraph 3.2.3.3, USA Facilities, only identifies that "The USA will provide secure, restricted access, warehouse facility at Redstone Test Center (RTC)."
3. Attach 2, Draft PWS, paragraph 3.2.4.3, USA Support Services, only specifies that "The USA will provide the following base support all Packaging, Handling & Storage required at AFTD Redstone Arsenal.
Discussion: The guidance for the offeror's role at the COMBS location at Redstone Test Center in support of Army T-6D aircraft appears rather vague. On one hand, the contractor appears to be required to provide COMBS services at Redstone arsenal, but there is almost no additional guidance for site-level support, with the Army responsible for Packaging, Handling & Storage of COMBS assets, which may encapsulate the tasks of receiving, warehousing, issuing, and shipping of parts and materials. It could actually be interpreted that the COMBS provider provides the parts and material and the USA is responsible for the on-site operation.
Question: Will the Government please clarify the role of the COMBS provider in support of the Army at Redstone Arsenal location? Section 1.1.2.1. has been updated to clarify the role of the COMBS provider in support of the Army at Redstone Arsenal location.
USG has updated paragraph 3.2.3.3 to remove this requirement.
Requirements in paragraph 3.2.4.3 remain the same.
| 12 | Attach 5 | Section L, Paragraph 2.4.1 | Reference: Attach 5, Section L, paragraph 2.4.1, states: "Except for the reproduced sections of the solicitation document, the text size shall be no less than Arial 12 Points. Offerors are prohibited fro using other Arial fonts such as Arial Black, Arial Narrow, or Arial Rounded MT Bold." | |
| Discussion: Use of different fonts than used for narrative text for section headers and table/figure captions enhances the readability of the proposal documents. | Question: To allow differentiation between the paragraph text and captions within the proposal narrative, will the Government accept different styles of Arial font for section/paragraph headers and table/figure captions? | No, paragraph 2.4.1. will not be changed. | ||
| 13 | Attach 2 | Draft PWS, Paragraph 1.1.2.1.b, pg 8 | Reference: Attach 2, Draft PWS, paragraph 1.1.2.1.b identifies the required on-site COMBS support hours for the USAF operating locations. |
Discussion: The referenced PWS paragraph specifies the required COMBS support hours as Monday - Friday 0600 - 2400. It is our understanding that the airfields at USAF AETC sites are normally open on Sunday afternoons for approximately 6 hours to accomodate Cross-country returns, and the maintenance organizations are required to staff these times to recover aircraft and re-generate them for Monday morning flight schedules. If established COMBS operating hours are not identified for Sunday cross-country returns, either on-call COMBS support will have to be provided per paragraph 1.1.2.1.f for NMCS/PMCS requirements (90 minute response time), or wait until normal operating time on Monday morning.
Question: Does the Government intend the COMBS to support weekend maintenance at USAF sites solely through on-call support, or did the Government intend to specifiy weekend support hours (similar to the USN sites) to accomodate weekly cross-country returns? No, the Government did not intend to specify USAF weekend support hours. Operations and on-call services outside of normal flying and maintenance operations are covered in Section 1.1.2.1.
Additional weekend support for all services are covered in Section 1.1.3.2.
| 14 | Attach 2 | Draft PWS, Paragraph 1.1.11.b, pg 25 | Reference: Attach 2, Draft PWS, paragraph 1.1.11.b provides a table of recurring and non-recurring site-level meetings. | |
| Discussion: This table identifies three required meetings specific to USAF COMBS locations (Aircraft Document Reviews, P&S Phase Pre-Dock Meetings, and P&S Time Change Scheduling Meetings). The identifies the "USAF Site Managers" for required participation in these meetings. We understand the importance of attendance at these meetings, however the Site Manager should have the option of designating a site-level employee to attend these meetings on his behalf if neccessary to meet other commitments. | Question: Will the Government consider ammending the required personnel identified in the PWS paragraph 1.1.11.b table for Aircraft Document Reviews, P&S Phase Pre-Dock Meetings, and P&S Time Change Scheduling Meetings to "USAF Site Managers or designees"? | USG has updated PWS paragraph 1.1.11.b table for Aircraft Document Reviews, P&S Phase Pre-Dock Meetings, and P&S Time Change Scheduling Meetings to read "USAF Site Manager or Designee". | ||
| 15 | Attach 2 | Draft PWS, Paragraph 1.2.f, pg 30 | Reference: Attach 2, Draft PWS, paragraph 1.2.f requires offerors to: "Develop a Support Equipment Management Plan to cover corrosion control, identify dedicated manpower by site location, calibration schedule, maintenance schedule, replacement of obsolete/damaged equipment, compliance with Government Corrosion Control Policy (CDRL B023, DIMGMT- 80004A/T)" |
Discussion: It is our experience that Government-provided USAF COMBS facilities do not have the capability/certification for performance of corrosion prevention/control, cleaning, painting, and marking of contractor-provided Support Equipment (SE) at USAF COMBS sites per TO 35-1-3. We were unable to identify in the PWS where co-use of base-level facilities were provided to accomplish these tasks.
| Question: Does the Government intend for T-6 COMBS offerors to be permitted co-use of corrosion control/washrack facilities at USAF and NAS PAX COMBS locations to perform required corrosion control tasks on contractor-provided SE, or will offerors be required to pursue off-site avenues to meet these requirements? | COMBS will use USG corrosion control/washrack facilities. | |||
| 16 | Attach 2 | Draft PWS, Paragraph 1.3.7.2.a.2.a.1, pg 42 | Reference: Attach 2, Draft PWS, paragraph 1.3.7.2.a.2 identifies the minimum number of aircraft batteries to be maintained/stored for each COMBS location. Subparagraph 1.3.7.2.a.2.a.1 further identifies "10 at Laughlin, Vance, Sheppard, and Columbus". | |
| Discussion: Based on the number of aircraft assigned and projected flight hours (PWS Appendix D) at the Laughlin, Vance, Sheppard, and Columbus locations, maintenance of 10 batteries does not appear to be sufficient to support those missions without adversely affecting aircraft availability. When comparing the numbers of aircraft assigned and projected flight hours with NAS Corpus Christi, it appears raising the number of batteries at the Laughlin, Vance, Sheppard, and Columbus from 10 to 15 would be prudent. | Question: Will the Government consider updating PWS paragraph 1.3.7.2.a.2.a.1 to indicate a requirement to maintain/store 15 T-6A/B/D aircraft Batteries at the Laughlin, Vance, Sheppard, and Columbus COMBS locations? | No, the current minimum battery requirement of 10 will remain the same in 1.3.7.2.a.2.a.1. | ||
| 17 | Attach 2 | Draft PWS, Paragraph 1.1.2.2.d, pg 9 | Reference: Attach 2, Draft PWS, paragraph 1.1.2.2.d states: "FRCSE managed pre-expended bins for USN aircraft cannot be utilized to support USAF aircraft unless approved by T-6 engineering authority and COMBS PCO due to DLA parts not having Certificates of Conformance | |
| Question: If DLA parts do not have traceability and Certificates of Conformance, as stated in PWS paragraph 1.1.2.2.d, how does FRCSE's use of DLA parts in support of depot maintenance of USN aircraft/components allow T-6 aircraft to retain FAA certification? | DLA parts are not a requirement of the COMBS IV contract. | |||
| 18 | Attach 2 | Draft PWS, Paragraph 1.1.3.3.a | Reference: Attach 2, Draft PWS, paragraph 1.1.3.3 and 1.1.3.3.a require offerors to assign a "Maintenance Liaison" within the maintenance contractor's Maintenance Control function at Whiting Field, Corpus Christi and NAS Pensacola. |
Discussion: It would appear to be more effective to have a dedicated maintenance Liaison located within the COMBS to accomplish the tasks specified within subparagraphs a thru h, vice an employee assigned within the customer's maintenance control function--physically removed from the ongoing COMBS operation.
| Question: Will the Government consider updating paragraphs 1.1.3.3 and 1.1.3.3.a to specify assignment of a dedicated Maintenance Liaison within the Whiting Field, Corpus Christi and NAS Pensacola COMBS locations, Monday through Friday from 0600-1600, to provide the liaison requirements identified in paragraphs b through h? | No, Section 1.1.3.3. will remain the same. | ||
| 19 | Attach 2 | Draft PWS, Paragraph 1.1.11.b, pg 24 | Reference: Attach 2, Draft PWS, paragraph 1.1.11.b, within the table, identifies the minimum required attendees of the weekly T-6 Readiness Cell accomplished via telecon as the Program Manager, Operations Manager, and Textron. |
Discussion: PWS paragraph 1.1.3.3.g requires the Maintenance Liaisons at Whiting Field, Corpus Christi, and NAS Pensacola to attend the T-6 Readiness Cell as well.
Question: Will the Government consider ammending the table within PWS paragraph 1.1.11.b to include the Maintenance Liaisons at Whiting Field, Corpus Christi, and NAS Pensacola as required attendees of the weekly T-6 Readiness Cell telecon? USG has updated PWS paragraph 1.1.11.b table to include Maintenance Liaisons.
| 20 | Attach 2 | Draft PWS, Paragarph 1.3.5, pg 39 | Reference: Attach 2, Draft PWS, paragraph 1.3.5, Engine Tracking requirements for USN COMBS locations in subparagraph b, and USAF COMBS locations in subparagraph | |
| Discussion: The referenced PWS paragraph identifies Engine Tracking requirements for USN COMBS locations in subparagraph b, and USAF COMBS locations in subparagraph c. Engine tracking of USA aircraft at the Redstone Arsenal COMBS, however, is not addressed within PWS paragraph 1.3.5. | Question: What is the Government's intended approach for accomplishment of engine tracking of the USA aircraft at Redstone Arsenal? | Engine reporting is not required of the USA aircraft at Redstone Arsenal. |
| 21 | Attach 2 | Draft PWS, Paragraph 3.2.f, pg 62 | Reference: Attach 2, Draft PWS, paragaph 3.2.f indicates the Government will "provide administrative supplies and materials" at USAF COMBS locations. | |
| Discussion: We ar unclear as to the scope of the Government's intended provision of administrative supplies and materials at USAF locations. | Question: Will the Government please clarify the scope of their intended provision of administrative supplies and materials (e.g. copier/printer paper, ink,) at the USAF COMBS locations? | USG has deleted 3.2.f "provide administrative supplies and materials". |
| 22 | Attach 3 | Attachment 3 - Draft GFP | Discussion: File Attachment 3 - Draft GFP.pdf isued on Feb 22, 2023 via SAM.gov, was issued as a Adobe .pdf file. Based on the contents of the file, it appears this is an output from a database program, however in it's current adobe .pdf format, it is unusable to accomplish analysis of the contract GFP. |
| Question: Will the Government consider re-issuing Attachment 3 in a format compatible with either Microsoft Excel or Microsoft Access to enable offerors to accurately analyze the GFP associated with this solicitation? | Yes, USG will reissue Attatchment 3 via Microsoft Excel. | ||
| 23 | Attach 2 | Draft PWS, Paragraph 1.3.12.1.d | Reference: Attach 2, Draft PWS, paragaph 1.3.12.1.d requires the contractor to "Provide and maintain a Master Repair/Overhaul Parts Listing identifying each repairable and the associated OEM, 14 CFR Part 145 Repair Station(s) or Government authorized source of repair(s)" |
| Question: Is it the Government's intent that the required Master Repair/Overhaul Parts Listing submitted per CDRL B027 include all repairables, or is there an intended minimum dollar threshold? | CDRL B027 includes all repairables. | ||
| 24 | Attach 2 | Draft PWS Paragraph 1.3.12.2.b | Reference: Attach 2, Draft PWS, paragraph 1.3.12.2.b requires the contractor to "Ensure that parts are eligible for installation in the form of an FAA form 8130-3 Authorized Release Certificate, Airworthiness Approval Tag, FAA Form 8130-9, Statement of Conformity, and/or Certificate of Conformity as required and appropriate" |
