SERVICES FOR THE T-6A/B/D TEXAN II AIRCRAFT
SUBJECT: FA8106-23-R-1000 – Industry Day Questions/Responses
The Government received the following questions from the subject line effort’s Industry Day activities. These questions have been sanitized to remove any identifiable vendor information.
See Government responses below:
1. Will the Government provide additional consumption data?
a. Yes. Additional consumption data will be included in the Bidder's Library.
2. Will the Government elaborate on its expectations for a COTS product?
a. USG expects a COTS ERP system that will provide the Government with
Industry Standard Supply Chain Management. Specific capabilities are outlined in Draft PWS para 1.3.3.
3. How will special tools and equipment be replaced? How is it paid for?
a. Refer to Draft PWS para 1.2. The CLIN structure that will be included in the
DRFP will better demonstrate how support equipment will be paid for.
4. Are all consumable and bench stock items required to have a Certificate of
Conformity?
a. Yes. All parts on Commercial Derivative Aircraft require Certificate of
Conformity.
5. Is the T-6 Program Office COTS ERP requirement for a proven, commercially marketed ERP package per the definition provided in the Federal Acquisition Regulations (FAR), Subpart 2.101?
a. Yes.
6. Will the Government elaborate on part sharing between the USAF and USN?
a. All parts in the T-6 Program are considered joint assets.
7. Does the Contractor have the flexibility to share parts between the USAF and USN?
a. Yes. All parts in the T-6 Program are considered joint assets.
8. Does the funding source impact the ability to share parts between USAF and USN?
a. No, unless specifically identified in contract funding documentation. Parts are in a joint spares pool and can be used across all sites regardless of funding source.
9. Will the Government provide any additional workload data?
a. Yes. Additional data will be provided in the Bidder’s Library.
10. Will the Government change or add material handling requirements?
a. Requirements will be clearly outlined in PWS at RFP release.
11. Does PWS para 4.1.3 mean that Engines, Landing Gear and Props, regardless of scheduled or unscheduled maintenance, are considered over and above (O&A) for the duration of the contract?
a. No. The Government only anticipates unscheduled maintenance to be treated as O&A. Scheduled maintenance will not be treated as O&A. The Government intends to reflect this in subsequent versions of the Draft PWS.
12. Will the Government consider a non-flying hour CLIN for sustaining material costs of the fleet to accomplish the flying hour program?
a. Not at this time.
13. Will the Government elaborate on engine maintenance costs and overhaul requirements?
a. Additional data will be provided in the Bidder’s Library. Please refer to FAR
22.1003(a)(1) for the definition of a major overhaul.
14. Is a new Management Information System (MIS) planned for use on the next contract iteration? If so, will the Government provide the MIS or direct the Contractor to provide it?
a. No, a new MIS is not planned for use on this contract separate from the ERP.
15. Will the Government provide current DMSMS or limited source of supply metrics?
Current part obsolescence metrics?
a. Additional data/reports will be included in the Bidder’s Library.
16. Does the USN provide hardware without Certificates of Conformance reflecting/showing compliance to OEM standards?
a. Any parts provided by the Contractor should have a Certificate of Conformance.
17. Draft PWS para 1.1.6 requires the contractor to support the DMSMS prime contractor. Will the Government identify the name/CAGE of the current DMSMS prime contractor?
a. Yes, the DMSMS prime contractor will be identified at award.
Any additional questions and responses will be posted on SAM.gov under FA8106-23-R-1000 (previously FA8106-22-R-0001).
