CONTRACTOR OPERATED AND MAINTAINED BASE SUPPLY (COMBS)
SERVICES FOR THE T-6A/B/D TEXAN II AIRCRAFT
SUBJECT: FA8106-23-R-1000 – RFI III Questions/Responses
The Government received the following questions for the subject line RFI. These questions have been edited to remove any identifiable vendor information. See Government responses below:
1. We note that the Government has provided the Flying Hour Data over the last 5 years. Will the Government include the current and historical TNMCS/NMCS Rate over the last 5 years in the bidder’s library?
Answer: No, the Government will not include the current and historical TNMCS/NMCS rates over the last 5 years in the bidder’s library
2. Is the GFP list based off of a current inventory that is considered 100% accurate? Will the
Government provide any information regarding additional spares buys over the last 5 years?
Answer: The current GFP listing reflects the results of a joint USG/Contractor inventory conducted in January 2023. All prior GFP purchases that have been delivered are reflected on the GFP listing provided in the bidder’s library.
3. Can the Government ensure that the GFP inventory/pool of spares is sufficient to meet the metrics?
Answer: No, the U.S. Government cannot ensure that the GFP inventory/pool of spares is sufficient to meet the metrics. The U.S. Government provides Government Furnished Property (GFP) in support of this effort. The GFP is provided to support this effort, aid in contract transition, and reduce risk. The COMBS Contractor shall perform initial and continuing analysis in determining the appropriate levels of material, spares, and equipment required to meet customer performance requirements of this PWS.
Additional material, spares, and equipment, over the provided GFP, shall be provided by the Contractor as Contractor Owned Property (COP) IAW PWS para 1.0.
4. Will the Government ensure that all unserviceable items under the inventory are put into the repair cycle prior to the start of COMBS IV, along with a timeline of when these items are expected back into the serviceable spares pool?
Answer: No, the U.S. Government cannot ensure that all unserviceable items under the inventory are put into the repair cycle prior to the start of COMBS IV; however, IAW the current contract (COMBS III) PWS, the contractor is required to return all reparable GFP in serviceable condition within 180-days of end of the period of performance. Also, IAW COMBS IV PWS para 1.1.16.1, the contractor awarded the COMBS IV contract will be required to create a joint transition plan with the incumbent to address timeline of when items are expected back into the serviceable inventory.
5. Will the Government consider waiving the applicable service summary metrics until the majority of the unserviceable items and top 10 TNMCS drivers from the COMBS III Contract are returned to the serviceable condition spares pool?
Answer: No, the U.S. Government does not intend to waive the applicable service summary metrics. All service summary metrics will be measured beginning the first day of full performance. The only rationale for a waiver to the service summary metrics is outlined in PWS para 2.1.
6. Is there a mechanism in place to give the contractor relief for time change items if the single source vendor does not have adequate stock on hand or parts ordered within lead time.
Answer: No, the Contractor is responsible for all supply chain management activities IAW PWS para 1.0 beginning on the first day of full performance.
7. Is it possible to have a grace period to determine if the spares pools are adequate? We can better understand these numbers if we are able to get at least three years of consumption, average repair or purchase lead time and current quantities on hand.
Answer: No, there is a 6-month transition period to determine if the spares pool is adequate.
IAW PWS para 1.0, the contractor is to perform both initial and ongoing analysis to determine spares pool adequacy. The bidder’s library provides usage data and flying hour data for the last 3 years, flying hour forecast for the next 5 years, and current GFP inventory.
8. Is there a mechanism in place to give the contractor relief if the single source vendor has not sent TMDE equipment out for calibration/weight check, etc?
PWS para 1.0.
9. Will the Government consider including an economic price adjustment clause?
Answer: No, the Government is not willing to absorb the risk of an economic price adjustment clause.
10. The DESCRIPTION in the RFI mentions, “Contractors must establish Associate Contracting Agreement (ACA) or necessary working relationships with Original Equipment Manufacturers (OEMs) in order to access necessary data to support the fleet and allow the Contractor to maintain engines, accessories and repairable assets such that the FAA certification is not compromised.” Is the Government going to provide the necessary data to price a FFP engine overhaul?
Answer: No, the Government is not going to provide all necessary data to price the FFP engine overhauls. The Government has provided in the Bidders Library and PWS, usage data, projected flying hours, and anticipated overhaul schedules (PWS 1.4.1.1 and Appendix D). Should a potential contractor need further data to provide a FFP, it may be necessary to contact the Original Equipment Manufacturers (OEMs) in order to access necessary data.
11. Is there a mechanism in place to give the contractor relief on single vendor parts if the single-source supplier is not able to keep up with the fail rate?
PWS para 1.0.
Any additional RFI questions and responses will be posted on SAM.gov.
