5.5.8 Annual
Price Changes
In recent years, industry has seen many changes caused by economic uncertainty, Government budget adjustments, and mergers and acquisitions which has impacted price escalations beyond historical averages for effected companies. Several industry manufactures have experience double digit price increases during this time.
Would the Government consider including an Economic Price Adjustment (EPA) clause to address industry uncertainty and the suggested 5% price increase reasonableness? This would reduce risk of out-year pricing and improve price balance and realism of the offerors.
As stated in FAR 16.203-3 “A fixed-price contract with economic price adjustment shall not be used unless the contracting officer determines that it is necessary either to protect the contractor and the Government against significant fluctuations in labor or material costs or to provide for contract price adjustment in the event of changes in the contractor’s established prices.” Based on the Government’s market research and historical data, the Government is unable to identify areas of uncertainty/risk that would justify the inclusion and use of an Economic Price Adjustment (EPA) clause. As a result, the Government will not be including an EPA clause in solicitation FA8106-15-R-0007 nor in any subsequent award documents.

Labor Wrap Rates
Offerors are cautioned against bidding any low proposed pricing with the intention of raising pricing after contract award.
Will the adjustments to the labor wrap rate be allowed based upon upward adjustments in accordance with FAR 52.222-43 Service Contract Labor Standards – Price adjustment (multiple year and option contracts)?
Only the labor categories that are affected as a result of a change in an applicable Wage Determination would be adjusted IAW FAR 52.222-43.
Only the wage and fringe benefit portion of any applicable labor wrap rates under CLIN X013 – O&A Labor would be adjustable as stated IAW FAR 52.222-43 (d) “Any such adjustment will be limited to increases or decreases in wages and fringe benefits as described in paragraph (c) of this clause, and to the accompanying increases or decreases in social security and unemployment taxes and workers’ compensation insurance; it shall not otherwise include any amount for general and administrative costs, overhead, or profit.”

Historical Flying Hour Utilization
The historical flying hour utilization data indicates a lower aircraft utilization rate that what is estimated in the solicitation.
As provided in Attachment 8 – C-12 Section M Evaluation Factors for Award, Estimated Quantities Table, these are only estimates for evaluation purposes only. The Government is not obligated to the estimated flying hours.
RFP Questions and Clarifications 25 Feb 2016 data. Does the Air Force intend to utilize the aircraft in line with the solicitation estimates?
This is an indefinite delivery indefinite quantity (IDIQ) contract, which only guarantees a contract minimum of CLIN X021 for Phase In at a quantity of 1 Lot. As stated in Attachment 8 – C-12 Section M Evaluation Factors for Award, para 2.5.7 “The following table [Estimated Quantities Table] provides estimated quantities to be used in calculating the Total Evaluated Price. NOTE: These estimated quantities are for evaluation purposes.”
Furthermore, the statement located under the Estimated Quantities Table heading states “The following quantities are FOR EVALUATION PURPOSES ONLY. The figures are not to be used for computation of workload.”

C/D Model)
With multiple aircraft, support locations, and potential configurations associated with the requested firm fixed price Sub-CLIN, adding additional Sub-CLIN’s would provide offerors more clarity and opportunity to provide an accurate price proposal for the requested item.
Do all the AFMC C-12 C/D model aircraft have the same propeller configuration? If not, would the Government consider adding a Sub-CLIN for the each aircraft configuration and support location?
The Government is currently in the process of converting all AFMC C-12 C/D/F models to the four bladed prop configuration, however, all AFMC C-12 C/D/F models will have the same four bladed prop configurations (with the exception of BV-08 at Holloman AFB) by the time full performance will begin.

Attachment 1 – Descriptions and Specifications
CLINs X001AC and X001AE both appear to be for Edwards AFB base operations cost. Other support locations split among multiple line items identify a percent to include in each, for example Andrews AFB.
How should the Base Operations cost be split among the two items? Based upon the percent of flight hour utilization or some other percentage.
The Government will update the solicitation and Attachment 1 – Descriptions and Specifications on CLINs X001AC and X001AE to further explain the breakdown of percentages for Edwards AFB Base Operations.

Note 5 – Payments for Travel and Per Diem
Note 5 states “travel expenses shall be reimbursed at actual cost (any overheads, subcontractor costs / add-ins, bulks fees, or profit shall not be paid on travel cost). The term “overheads” appears to imply indirect cost which are allowable per FAR 52.216-7 and as detailed under the CLIN description for X015 Travel and Per Diem.
Would the Air Force please clarify the intent and allowance of indirect rate cost associated with travel expenses?
If deemed unallowable under CLIN X015, please provide clarification on the CLIN item to be used for recovery of these allowable cost.
The Government will update Note 5 in the RFP to state “See Attachment 1 – C-12 Descriptions and Specifications, CLIN X015 for additional information/instructions.”
The Government will also update Attachment 1 – C-12 Descriptions and Specifications, CLIN X015 to include the following statements “The Contractor may include its allowable, allocable, and reasonable charges in accordance with FAR 31.205-46 and FAR 52.216-7, “Allowable Cost and Payment,” for cost reimbursable travel and per diem.
Fee/Profit and subcontractor costs/add-ins are UNALLOWABLE under this CR CLIN. ”

Attachment 10, as provided with Amendment
The Collective Bargaining Agreement (CBA) provided for Andrews AFB service personnel has expired and most likely does not reflect the current wage rates for this location.
Will the Government provide a copy of the current labor agreement applicable to this performance location?
As stated in RFP Question 1-33 and shown in Attachment 10 – C-12 Wage Determinations posted to FBO on 2-16- 16, the Government has provided the Collective Bargaining Agreements (CBA) that are currently on contract. In the event applicable Wage Determinations or CBA’s are updated with newer revisions, the Government will determine the most feasible and logical time to incorporate them into the solicitation/contract.

Section L 6.3.6 Base Support Requirements
L 6.3.6 states “The Government plans to provide the support listed in Attachment 5 – C-12 Performance Work Statement, Appendix E - Base Support Agreement.”
The title of Appendix E in the PWS is identified as “Government Resources.”
Will the Government provide clarification concerning the correct title of PWS Appendix E?
The Government will update Attachment 7 – C-12 Section L Instructions to Offerors, para 6.3.6’s title to reflect “Government Resources.”
