F.3 AIRCRAFT CONDITION INSPECTION (ACI) DELIVERY SCHEDULE
(a) Definitions:
(1) Input - The delivery by the Government of an aircraft to the designated rework site, which enables the Contractor to accept physical custody of the aircraft.
(2) Induction Date - The date by which the Contractor must have commenced the work required by Sections 5 and 6 of
Attachment 1, Performance Work Statement, on a particular aircraft. This date shall be deemed to be the first day of in-process time for that particular aircraft. The aircraft must arrive prior to 0700 hours on the scheduled induction date. The induction date will be established by the Government and included in the contract modification/delivery order.
(3) In-Process Time - The number of consecutive calendar days, excluding Federal Government holidays, allowed from induction date through the completion date of the ACI, including all over-and-above maintenance actions required.
(4) Scheduled Completion Time - The calendar date by which the particular aircraft will have completed its in-process time. This date may be extended in accordance with the provisions of subparagraph (c) and (e) below.
(5) Acceptance - Government acceptance of the ACI by the authorized on-site Government representative of the ACO as evidenced by signed acceptance on the DD Form 250. Final acceptance is subject to inspection, including Functional Check
Flights (FCF) on the particular aircraft. Final acceptance marks the actual completion date of the ACI on a particular aircraft.
(b) ACI Induction/Inspection: The Government, at its sole discretion and at no increase in contract price, may input aircraft up to ten (10) calendar days prior to the induction date established in each modification. The Contractor shall be allowed to debrief pilots, inventory aircraft contents, ground run, compressor wash, defuel and hangar the aircraft, with no impact to the induction date or in-process time.
(c) In-process Work:
(1) The in-process time per aircraft for ACI and over and above work is ninety-eight (98) calendar days unless extended in accordance with paragraphs (3) or (e) below.
(2) The estimated aircraft induction schedule for aircraft for all fiscal year periods of performance is as follows:

This schedule represents the Government’s best estimate and is provided for planning and budgeting purposes and to permit the
Contractor to schedule resources accordingly. Failure of the Government to order ACIs in the estimated quantities described above will not entitle the Contractor to an equitable adjustment in price under the Government Property clause of this contract.
The ACO shall issue a modification to authorize the Contractor to proceed with the ACI and to establish the induction date and completion date for the particular aircraft.
(3) Within fifteen calendar days after the induction date of each aircraft for ACI, the Contractor shall submit to the
Government a written estimate of the total number of man-hours required to complete all over and above repair actions discovered as a result of the ACI inspection. NOTE: Any discrepancies discovered during ACI that can be accomplished in the field will not be approved as an over and above requirement to be performed during the ACI effort.
(4) The in-process time per aircraft for strip and paint and over-and-above work is twenty five (25) calendar days unless extended in accordance with paragraph (5) or (e) below.
(5) ) Within ten calendar days after the induction date of each aircraft for strip and paint, the Contractor shall submit to the Government, a written estimate of the total number of man-hours required to complete all over and above repair actions discovered as a result of the fuselage inspection after stripping
(6) The Government and the Contractor will agree, within five (5) working days after Government receipt of the written estimate, to the total number of man-hours required to complete any authorized over-and-above maintenance actions. If the total over-and-above maintenance man-hours agreed to exceeds 400 man-hours, the ACO shall extend the in-process time for the aircraft on the basis of the following formulas:

NOTE: If there are multiple O&A repairs and they can be worked concurrently then the longest O&A repair will be used to extend the ACI time frame, if there are sequential major repairs then they will be added together to extend the
ACI time frame.
EXAMPLE
If a repair requires 180 hours and has 2 aircraft technicians assigned to accomplish it, then the formula for calculating the allowable calendar day extension is:
180 hours = 90 hours/ aircraft technician(s)
2 aircraft technician(s)
90 hours/ aircraft technician(s) = *11.3 Work Days** of Allowable Delivery Ext
8 hours/day/ aircraft technician(s)
* Fractions of days will be converted to whole days when calculating the delivery due date (Example 11.3=12).

(7) The ACO shall issue a modification establishing an adjusted (revised) schedule completion date for the ACI and strip and repaint efforts as necessary.
(8) Should the Government and the Contractor be unable to agree on the estimate of the number of agreed to over and above hours to complete any aircraft, the ACO will unilaterally determine the in-process time/scheduled completion date for the aircraft. The Contractor shall then be obligated to meet the schedule, but may exercise its rights under the “Disputes” clause of the contract.
(d) Completion of Work: The work ordered shall be completed no later than the scheduled completion dates defined in paragraph (a)(4) above.
(e) Extensions of Scheduled Completion Date: If delays for causes beyond the control and without fault or negligence of the Contractor arise subsequent to the establishment of the completion date arrived at under paragraph (c) above, the Contractor may request an extension of the scheduled completion date. The Contractor shall initiate a written request to the Government within 24 hours of the recognition of the delay(s), containing justification for the extension as a result of the delay(s). The ACO may grant such a request in whole or in part, if warranted, by verbal notification to the Contractor with in 1 day of receipt of the extension request. The ACO will promptly execute a modification to revise the scheduled completion date as necessary.
F.4 REPLACEMENT ENGINE DELIVERY SCHEDULE
The Government’s required delivery schedule for replacement engines is set forth below:

NOTE: All NRT for the shipment of engines will be negotiated on a case-by-case basis, but at no time will the NRT exceed the values listed in the table above.

The Contractor shall provide the operational status of each aircraft covered by this contract 60 days prior to contract expiration, along with projected completion dates for any aircraft undergoing repair, ACI, modification, etc. At the completion of the contract, the Contractor shall return all aircraft to the Government in accordance with AF requirements for Mission Capability
(i.e. MESL). The Contractor shall have Mission Capable (MC) aircraft available for Government inspection not later than 30 days prior to contract completion. For those aircraft not in a MC state, the Contractor shall provide the aircraft for inspection and acceptance in accordance with the requirements of this contract, upon completion of the effort, or as directed by the Government.
F.6 DEFENSE TRANSPORTATION SYSTEM (DTS)
The Contractor is authorized to utilize the Defense Transportation System (DTS), to include shipment of unserviceable components to repair facilities, whenever approved by the Administrative Contracting Officer (ACO). Shipment priorities up to and including transportation Priority 1 is authorized for movement within the DTS. Higher priority may be utilized only when specifically authorized and verified in writing by the ACO or the cognizant transportation officer. Priorities assigned under this part are applicable only to movement within DTS between CONUS and overseas sites.
The Contractor shall reimburse the Government for these costs and shall apply directly to the Air Mobility Command (AMC) headquarters for their own billing transportation account code (TAC). The cognizant transportation office will assist the
Contractor in obtaining this special billing code.
F.7 AIR MOBILITY COMMAND (AMC) SHIPMENTS
(a) The Contractor is responsible for all transportation and packaging of materials.
(b) If the Contractor elects, shipment via AMC is authorized for all parts and material between CONUS sites; however, the contractor shall reimburse the Government for these costs and assume all risk associated with the use of this method of transportation. The Contractor shall obtain a reimbursable TAC Code from the Administrative Contracting Officer for use with these shipments.
(c) When directed by the Government to ship via AMC, material that has not been delivered to the receiving site within 20 days from the date of acceptance of the material by AMC shall be considered lost. The Contractor shall immediately ship a replacement for the lost material via established AMC shipment procedures if the part is still required. The cost for replacement of lost shipments will be considered over-and-above and an equitable adjustment will be made to the contract price.
(d) Shipment via military air or military surface/water transportation is authorized on a cost reimbursable basis for parts and material being shipped to any of the C-12 OCONUS sites. The Contractor shall use Transportation Account Code
(TAC): ___TBD_____for these military air shipments and _____TBD______ for military surface/water transportation to the C-12 OCONUS sites. The C-12 OCONUS sites include the following locations:
Buenos Aires, Argentina Islamabad, Pakistan Accra, Ghana Ankara, Turkey
Bogota, Columbia Manila, Philippines Cairo, Egypt Brasilia, Brazil
Budapest, Hungary Nairobi, Kenya Tegucigalpa, Honduras Yokota AFB, Japan
Rabat, Morocco Bangkok, Thailand Riyadh, Saudi Arabia Elmendorf, Alaska
Gaborone, Botswana
F.8 MILITARY STANDARD TRANSPORTATION AND MOVEMENT PROCEDURE (MILSTAMP)
The Contractor shall comply with joint MILSTAMP Regulation (DOD 4500.9-R) which prescribes uniform procedures for the control of shipment moving wholly or in part within the Department of Defense Transportation System. The Contractor shall comply with the requirements relating to documentation, marking, advance notification of shipment dates, and terminal clearances. The Contractor shall not ship directly to a military air or water port terminal without authorization. Government contract administration activities will provide instructions, assistance, and/or authorization to the Contractor as required to fully satisfy MILSTAMP requirements.

F.9 ENVIRONMENTAL CHEMICAL-OIL SPILL RESPONSE AND CONTAINMENT
The contractor shall take action in compliance with requirements set forth under the Code of Federal Regulations, Title 40, Protection of the Environment, and supporting state and local regulations. Incidents less than Title 40 reportable quantities are considered within the management capability of the originator unless aggravating circumstances exist. Incidents exceeding the aforementioned parameters warrant emergency spill response assistance from the supporting air station. In all cases, the
Contractor shall be responsible for initial containment, absorption, and waste management.
