2-1 Request an update on the RFP release date for Air Force C-12 CLS. Please provide an announcement to Industry on FBO regarding this topic.
As advised on FBO on 11-30-15, the Government has delayed the release of the RFP to Dec 2015. Dates are subject to change. Any changes in the schedule will be provided on FBO under FA8106-15-R-0007.

RFP Atch 4, ITO, Section L, Para’s 3.2.3.a, 2.3.7, PWS 1.9.2:
Reference:
Paragraph L.3.2.3.a. states: “The proposal must include resumes that meet the requirements of paragraph 1.9.2 of the PWS, letters of intent, and proposed location for each site lead.”
Comment:
This puts any contractor (not the incumbent) at a disadvantage because PWS
1.9.2.4. also requires the Site Lead Mechanics identified to have one year of experience as Site Leads (under this contract or a similar type effort) or undergo a minimum of 90 days on-site training under supervision of a Site Lead Mechanic with at least five years Site Lead Mechanic experience.
Offerors may desire to keep as many incumbent field personnel as possible, consistent with the theme of PWS 1.24.1. Phase-In Period: The Contractor shall execute a transparent phase-in with no disruption to supply and maintenance support. This provides uninterrupted service continuity, and consistency of service, and supports the Best Practice of not replacing competent personnel who desire to stay in place. However, offerors cannot take advantage of providing personnel in place who desire to remain unless their resumes are made available by the incumbent contractor early in the proposal period.

Question:
Will the AF direct the incumbent contractor in the RFP to provide resumes from current Site Lead Mechanics at the start of the proposal period? If not, how will the AF level the playing field? What is an acceptable work-around? NOTE, during the last recompete in 2010, NAVAIR provided relief by deleting the resumes from the AF proposal submittal requirement, and instead required the successful offeror to meet the requirements of the PWS for submitting Site Lead Mechanic resumes during the 90-day transition period.
No, the Government will not direct the incumbent contractor to provide resumes from their current Site Lead Mechanics at the start of the proposal period. While a Contractor may decide to employ incumbent field personnel, the current contract does not contain FAR 52.222-17, Nondisplacement of Qualified Workers. Thus, there is no requirement that an incumbent must furnish a list of field personnel or that a Contractor must employ any of incumbent’s workforce. The incumbent’s field personnel are not the only available workforce able to meet the Government’s requirements for this effort. No preferential treatment is being given for performance as the incumbent contractor. It is the Contractor’s responsibility to obtain resumes from qualified individuals meeting the Government’s requirements.

DRFP C.2, X021 - Transition; PWS 1.24.1. Phase-In Period; L.5.2.2. Pricing Information Requirements:

C.2, X021 – Transition: Does not provide a performance period.
PWS 1.24.1 states, “The Contractor shall provide a one year phase-in orientation plan.” And, “The Contractor shall work with the incumbent Contractor 30 days prior to the first day of full performance to identify all open aircraft discrepancies.”
L.5.2.2 states the base year consists of a one-year Basic Period (Phase-In period) and a 10 month Option Period.
Question:
How long is the phase-in period at the start of the contract? Is the Phase-In period two months or one year?
The Phase-In period (also known as the Base Period/Transition Phase-In Period) will consist of one year.
The Period of Performance for the Base Period/Transition Phase-In Period as well as all option periods will be updated in the final RFP under the attachment “Deliveries Or Performance.”

The Government has not provided PWS Appendix J C-12 Aircraft Paint Criteria. When will it be provided?
Reference: 1.25.2. Painting. The Contractor shall accomplish complete stripping and repainting of C-12 aircraft as directed by the PCO. The Contractor shall accomplish an in-depth corrosion inspection, treatment and repair of all defective areas when the aircraft is repainted. The Contractor shall conform to FAA-approved standards and Appendix J, "C-12 Paint Acceptance Criteria" lAW T.O. 1-1-691 and T.O. 1-1-8.
The Government has updated the PWS to state “The Contractor shall conform to FAA-approved standards, appropriate paint drawings, T.O. 1-1-691 and T.O. 1-1-8."
The Government has also updated the appropriate paint drawings list located in Appendix D and Appendix K of the
PWS.

In regards to the incumbent contract extension, are you able to advise if the duration is anticipated to be in terms of a base and options? If so, would you clarify what the anticipated breakdown of the duration may be?

Are you able to advise if the following milestones remain on track at this time?
As advised on FBO on 11-30-15, the Government has delayed the release of the RFP to Dec 2015. It is the Government’s intent to give vendor’s 60 days from the release of the RFP to provide proposal. Currently the acquisition is still anticipated to be awarded in Dec 2016 with the Transition/Phase-In Period beginning Jan 2017.
Dates are subject to change. Any changes in the schedule will be provided on FBO under FA8106-15-R-0007.
