SRD/SOO Ref Question Response
Is there an A/C site survey planned? Time frame? What tech data will be made available?
Yes, the site survey information will be announced later. Tech data is still being developed and decisions as to content and location are still forthcoming.
SATCOM requirements - Commercial via INMARSAT? We want a system that will meet CPDLC/FAA requirements.
SRD 3.1.1.2 Certification to KC-10 specifications - If ful-mil, many CNS/ATM components are not full-mil certified. We assume the Governmnent would not want to incur the cost to redesign and certify those COTS? Also, when will the baseline specifications be available?
1. This is an FAA certification effort. We don't anticipate any military certification outside of the FAA. 2. A decision has not been made at this time regarding the availability of specifications.
SRD 3.2.1.1 Does this mean USAF wants to do a full civil certification for the aircraft or via the GATM SPO?
1. We are anticipating a full civil certification. 2. Reference to AC 90-100 has been removed from the SRD.
SRD 3.2.4.4.3 Is there a preferred commercial SATCOM provider (i.e. IRIDIUM or
INMARSAT)?
No.
SRD 3.2.10.0 This implies TCAS II, Mode S EHS, and IFF requirements but not of these systems are specifically called out in SRD. Can you clarify your desire for these functions?
If it is a CNS/ATM requirement, then it has to be addressed. We currently have ETCAS II, Mode S EHS. Remember: this effort is to make our aircraft fully compliant with all CNS/ATM requirements to 2015.
SRD 3.5.3.1 There will be equipment replaced but will the analysis also imply to include the added equipment?
Yes.
SRD 3.6.1.1.1.4 MC reserve - installed or growth? Installed.
SRD 3.2.4.1.2 Can Appendix A be provided? Yes.
Will access to classified material be required? No.
Is there an update to Appendix A of the SRD regarding NET
READY/KPP#2?
Yes.
SOO paragraph 5.2.1.7, please clarify whether the contractor or
Government is expected to obtain the required frequency allocations.
Contractor should help in obtaining frequency allocations at least to the point of filling out the DD 1494 forms.
SRD 3.8.4 Specify the AMC Aircraft MTS Conops document to be complied with. The AMC MTS CONOPS dated May 2007 will be in the bidders library.
SRD 3.2.2.2.2 Confirm that "must" is intended to convey the same meaning as "shall". This will be in accordance with the FAR
SRD 3.6.4.1 Please specify what 'other architectures' are required to be supported. The requirement is as stated in the SRD.
SRD 3.6.5.3 MIL-STD-464 defines/categorizes the effects of lightning as direct and indirect. Is the intent to be compliant with both? Is the intent ESD compliance or EMI compliance?
This is to be in accordance with FAA certification requirements. This will be reflected in the revised SRD.
SRD 3.7.4 SRD paragraph 3.7.4 states that "… software and hardware shall be managed to protect the simulation program's ability to incorporate unmodified aircraft Operational Flight Programs (OFP) into the training devices." Do the training devices currently incorporate unmodified aircraft
OFPs, or is this a new capability that the Government will require with the
CNS/ATM modification?
The KC-10 training devices currently incorporate unmodified OFPs.
SRD 3.7.4.3 Please define what is meant by 'access' to all software source code for
Training Devices. Is access a license, with complilers etc to maintain/update the code in the future?
The ATS contractor must have the ability to maintain/update the code in the future. Access means whatever it takes to allow the ATS contractor the capability to maintain/update the code in the future as needed.
