KC-10 CNS/ATM Industry Day

The following is Preliminary Information Only.
The remarks today of Government officials involved in the CNS/ATM program should not be considered a guarantee of the Government’s course of action in proceeding with the program.
The information provided today reflects current Government intentions of how the program may be carried out, and is subject to change based on a variety of circumstances, including input from Industry.
The solicitation (RFP) itself is the only document that is relied upon in determining the Government’s requirements.

Purpose Ensure that industry has a full understanding of the Government’s existing requirements

Obtain industry input and feedback Develop a better DRFP/RFP, Source Selection & Contract

Ideas from industry may be incorporated into overall acquisition strategy
Promote competition on the proposed acquisition

Overview Provide industry with latest on the planned KC-10 CNS/ATM program

Long Term Requirements

KPP Summary Installation of CNS/ATM systems & subsystems shall support & not degrade current KC-10 operational availability (Ao)

Material Availability As Defined in CJCSI 6212.01, 8 Mar 06

Net Centric Operations Aircraft shall be capable of worldwide operations in civil & military airspace & shall meet the most current & programmed/ forecasted 2015 FAA/ICAO standards for airborne CNS/ATM functions

INU shall provide:
Navigation that supports the legacy analog autoflight system;
Simultaneous analog & digital interface capability;
Blended civil/military GPS navigation solutions
FMS shall provide flight management capability that supports attaining technical performance standards for worldwide RNP/ RNAV/PRNAV navigation standards:
RNP 2 enroute
RNP 1.0 in Terminal area
RNP 0.3 for approach operations

CNS/ATM

(Airspace Access)

KPP #

REQUIRED PERFORMANCE

PARAMETER

Airspace Access

DFD and RA will provide this KPP
Most airspace throughout the world is controlled by civil aviation agencies, e.g. FAA.
ICAO-International Civil Aviation Organization (Establishes standards used by member nations)
CNS/ATM-Communications, Navigation & Surveillance/Air Traffic Management
Block 45 equipment must accept upgrades to meet future access requirements.

Material availability

Determined by many things including supply, spares, depot possessed time, reliability and maintainability.
Most of these things cannot be controlled by the Block 45 contractor.
The SRD requires improvements in reliability and maintainability for those Block 45 upgrades installed.

Survivability Interior and external NVIS lighting is needed so NVGs can be used. NVIS lights can be operated at lower brightness and still be seen by someone using NVGs.

KSA Summary

REQUIRED PERFORMANCE

PARAMETER

1
FAA Airworthiness CertificationKC-10 shall maintain its FAA certification IAW AFPD 62-4 without reducing or losing any current capabilities
2Ownership CostsTotal CNS/ATM program Operating and Support (O&S) costs shall not increase current KC-10 weapon system O&S costs
3Mean Time Between

Maintenance Total

(MTBM-T)CNS/ATM MTBM-T shall not degrade current KC-10 MTBM-T
4GPS ObsolescenceGPS capability (military & Technical Standard Order ‘ed civilian) shall provide for necessary navigation accuracy to support currently programmed 2015 CNS/ATM mandates

Airworthiness Certification

Block 45 will potentially affect the certification by changing the safety, suitability and effectiveness of equipment. We will determine if the changes significant to require re-certification after design and testing.
Reportable mods require re-certification. Gaddis determines if mod. is reportable. Autopilot may make block 45 reportable.
