Question Set 2 for RFP FA8106-09-R-0007-0001

| ***, respectfully requests, at your earliest convenience, clarification on the recent addition of verbiage regarding the Air Force Technical Manual Contract Requirements (TMCR). Enclosures (1) [CDRL 0064 cover sheet] and (2)[TM-86-01(T)] were provided within the final solicitation package. The Enclosure (1) CDRL 0064 cover sheet specifically states that the Air Crew Training TMCR shall be submitted 10 days prior to CDR. The Enclosure (2) document makes no reference to the requirement for delivery within our proposal. This prior direction directly conflicts with the Enclosure (3) TM-86-01N document which you uploaded to the FBO website on 15 July, and specifically requires that the TMCR must be tailored and “shall be included in the proposal as a separate exhibit, referenced in the proposal SOW.” |
*** believes that this change drastically effects the proposal timeline and as a result of the required coordination with the applicable Government offices puts respondents at risk for completing the proposal by the required submission date of 28 July 2009. *** respectfully requests that the Air Force review the need for this requirement at the revised deadline of proposal submission and perhaps consider the previous submission timeline of 10 days prior to CDR as the final requirement. The Enclosure (1) through (3) documents are included within this file for your ease of review.
The TMCR TM-86-01N, dated 26 Jun 09 (enclosure 3) reduced the actual effort that would have been required if the TMCR Training Systems Document, dated 12 Mar 09 (enclosure 2), were placed on contract. Reference RFP question #19 of released Set 3 responses: “The Technical Manual Contract Requirements (TMCR) for the trainer devices appears to be a full blown technical data package. Given that the changes to the training device may be minimal, full implementation of the CDRL may exceed Air Force needs enough to justify a tailored CDRL more aligned with the scope of the proposed changes.”
The Government recognized that the Training TMCR CDRL A064, requested more data than was necessary and therefore it was replaced with the TM-86-01N, latest version available. The format allows for the contractor to provide tailoring, to include the type of TO changes and identified TOs requiring changes to be included in the document. This allowed CDRL A064 to be treated like CDRL A055 (aircraft TMCR) which always allowed for including the TO change information in the document and required submittal with the proposal.

| Part IV, Section L of the Amendment requires a draft FAA Certification Plan be attached to the proposal Technical volume and imposes the proposal formatting requirements to the draft FAA Certification Plan. SOO section 5.2.10 calls out FAA approval IAW FAR Part 25, which requires specific information to be included as part of the certification planning process, which the Offeror DAS organization has standard document contents and formats approved via the certifying office, and said standard documents do not comply with the proposal font size and line spacing requirements. SOO section 5.2.10 also calls out DID DI-MISC-80678 which specifies contractor format. |
Will the Offeror be allowed to deliver the FAA Certification Plan in contractor format and without page limitation to comply with FAA requirements for FAA Certification Plan contents? Note: The Certification Checklist is an appendix to the FAA Certification Plan and is 20+ pages by itself at 10 pt and single line spacing.
The FAA Certification Plan is the contractors' plan of how they will obtain the type certification for the CNS/ATM modification. SOO para 5.2.10 and CDRL A035 (DI-MISC-80678, Certification/Data Report) have nothing to do with the FAA Certification Plan. The RFP requirements remain the same.
