Tinker AF Base, OK
Solicitation No. FA8101-09-R-0006
We have reviewed the referenced RFP for the Tinker AF Base, OK and have the following additional questions:
1. We note that the DOL Wage Determination (WD) included as Attachment 5 is dated 05/29/08. We checked and the most current WD is 2005-2432 dated 07/22/09. Shouldn’t we be using the most recent revision to be in compliance with the DOL?
The most current DOL Wage Determination will be utilized at award.
2. Will you please include FAR 52.222-43 Fair Labor Standards Act and Service Contract Act - Price Adjustment – which allows us to request an “equitable adjustment” This contract is not set up to provide compensation for equitable adjustment due to the fact that the government is not responsible for paying wages for this contract. It is the responsibility of the contractor to abide by the appropriate DOL Wage Determination and adjust their business cost in order to compensate for their workers’ wages. The Service Contract Act, FAR 52.222-41 will be incorporated to hold the contractor accountable for paying their workers the appropriate wage rate, but FAR 52.222-43 will NOT be included in this contract.
3. Please explain the first paragraph of Evaluation Factor 6 Cost/Price - “The Offeror’s proposal will be evaluated for award purposes based to total price proposed for all years of the contract. It will be calculated for each Offeror and presented to the SSA for consideration in the integrated assessment for the source selection decision” What is the definition of total price?
Total price in reference to this contract refers to the percentage fee that the contractor proposes. This is a percentage-fee based contract.
