QUESTIONS AND ANSWERS FOR BASE RESTAURANT CONCESSIONAIRE CONTRACT
TINKER AFB, OKLAHOMA
Date: 28 July 2009
1. 9.0 Special requirements #9.3-If ASBESTOS is found in the renovation process would Tinker AFB remove the ASBESTOS at their cost?
A (1). The government will be responsible for asbestos removal.
2. Attachment 4, Volume 3 -Do you have an estimate of cost for the renovation of: # 2. Small hood duct replacement. #3. Oklahoma Room Kitchen Hood. #4 Remove hood vent from serving line? As this not visible and there are no blueprints, it would be difficult to asses the dollar value to assign within a 60 month depreciation period. Or would it be possible to have a dollar amount of investment assigned towards this renovation in the SOW.
A (2). All estimates of costs and design will be the responsibility of the contractor. Costs associated with all rennovations will not be provided by the government.
3. Renovation of Dining and serving areas addresses mostly customer aesthetics, would it be possible to eliminate some of this for equipment that is needed to produce the food products being provided to the customers.
A (3). Equipment can be additionally proposed. The solicited requirements will not be reduced or amended at this time.
4. I do not see any mention of Wage Determination and PILOBEN in this information. Does this mean we would not be obligated to the current requirements that we are being held to?
A (4). The wage determination will be addressed in the solicitation.
5. Attachment 4 Volume 1-#A-2 the contract states a 5 year period. What is the possibility of a longer contract to extend the overall investment?
A (5). The length of the contract will be for 5 years.
6. Attachment 4 Volume 1-#C-3.1.5 – would the TAC dining facility be renovated and ready to use, or would there be an additional investment? What would be provided as a c-store location? What would be provided as a cafeteria location? For example would it be just 4 walls, or will the equipment be on site? If the current equipment that is onsite is to be used, will it be repaired and operational for the contractor?
A(6). No commitment or determination has been made regarding the TAC dining facility.
7. Would it be possible to get a list of equipment that is specifically repaired by Tinker?
A(7). TAFB will not be responsible for any equipment items or the repair of any equipment items.
8. What were the annual sales (excluding catering) for each cafeteria (for the most recent 12 month period)?
A(8). Annual sales will not be provided.
9. What were the check averages (for the most recent 12 month period) for 1) breakfast and 2) lunch - identified by each cafeteria?
A(9). Financial information will not be provided.
10. What were the average number of daily transactions (for the most recent 12 month period) for 1) breakfast and 2) lunch – identified by each cafeteria?
A(10). Financial and sales will not be provided for the current contractor.
11. What were the annual catering sales (for the most recent 12 month period) and how many catering events were managed during that period?
A (11). That information will not be provided.
12. If the current contractor left what equipment would that contractor remove?
A(12). The contractor will remove only contractor owned vending machines.
13. During the Industry Day held on 7/21/2009 it was mentioned the period of performance was 1 year with 4 renewal options of 1 year each. Can the period of performance be increased to 5 years? This would allow the contractor to amortize the capital investment over 5 years vs. 1 year.
A(13). The period of performance is 5 years.
14. Can the vending machine sales for the most recent 12 months be provided (by machine type {Coke, Snack and Pepsi} within each respective building) as identified in the draft solicitation file “Appendix_A-2.xls”?
A(14). That information can not be provided.
15. We understand that the government survey indicates that none of the material to be removed during the renovation contains asbestos; please confirm that to be the case.
A(15). The government is unaware that asbestos is present.
16. We understand that the government wants the renovation to be completed between contract award and the beginning of next calendar year at a minimum of disruption for food services; please confirm that the facilities will be available for renovation during Thanksgiving weekend or during the Christmas season and a potential subcontractor will have access to perform that work during those periods.
A(16). The transition period begins December 1, 2009. Access will be provided during the Christmas/New Year time frame.
17. Will the government make available weekly or monthly receipt history by dining location?
A(17). Will not be provided.
18. Will the government make available the number of individual clients by dining location? Can those numbers be identified by period of the day so that peak operation requirements are better understood?
A(18). Will not be provided.
19. We understand from comments made by the government during the briefing that the customer is vocal and likely to respond negatively to price changes (probably by voting with his/her feet); will the government provide a current pricing list so that we may better understand the customer expectations?
A(19). No. All prices are within the standard for this area.
20. Will the government provide sketches or blueprints for the facilities to be operated?
A(20). The government does not have accurate, up to date blue prints.
21. Will the government provide sketches or blueprints for the areas to be renovated?
A(21). Accurate blue prints are not available.
22. We understand from the Draft Statement of Work that changes to the décor are required but that those changes must be approved in advance by a government Interior Designer; considering that renovations are anticipated to be performed in a very short time, and that the tentative renovation plans are to be part of the proposal, is there any plan for government/contractor negotiations during proposal evaluation? Or during a phase-in period?
A(22). No
23. Since the SOW requires contractor maintenance of GFE, will the government provide historical cost data for such maintenance?
A(23). That information is not available.
24. Since the SOW indicates that the contractor should anticipate providing to the government a percentage return of vending operational gross receipts, will the government identify the range of such return realized during the present contract?
A(24). No
