The following have been added by full text:
AMENDMENT 08
The following changes are hereby made to solicitation FA8101-08-R-0024:
FIRST:
In reference to RFP FA8101-08-R-0024, issued 14 March 2008, the following RFI’s and responses shall be incorporated into the solicitation as follows:
RFI #145 Question: Reference Amend 0007, THIRD and FIFTH. Are offerors being given the opportunity to submit new past performance information or are they required to submit new performance packages?
RFI #145 RESPONSE: All offerors are being given the opportunity to submit new past performance information. However, should you elect not to submit any, previously submitted past performance information shall remain in effect.
RFI #146 Question: Reference Amend 0007, RFI #132. The government is requested to clarify whether a site superintendent will be required for each task order or whether the “site” for this purpose is considered to be Tinker AFB. It is recognized the contractor is responsible for adequate site supervision to ensure timely and acceptable work and it is further recognized the solicitation requires a foreman for each task order. The question that remains is whether the government is going to require a site superintendent acceptable to the contracting officer for each task order. This information is important for the computation of an appropriate administrative/overhead rate.
RFI #146 RESPONSE: In accordance with clause 52.236-6 ‘Superintendence by the Contractor, a site superintendent, acceptable to the Contracting Officer, will be required at all times during performance of the task orders until the work is completed and accepted.
RFI #147 Question: Reference Amend 0007, RFI #137. The government is requested to clarify the response to this RFI. FAR 52.222-24 addresses compensation for employees and requires the contractor to pay its employees overtime under certain circumstances. However, it does not address how the contractor would be compensated by the government for work outside normal duty hours. The response indicates the issue will be addressed at the task order level. The question is how government-directed overtime will be addressed at the task order level. If the unit prices are all fixed and there is not a line item for overtime, specifically how will the contractor be compensated for government-directed overtime? Will overtime be negotiated at the task order level separately from the mathematical computation used to arrive at the task order price (qty x CLIN price = TO price)?
RFI #147 RESPONSE: Compensation will be in accordance with solicitation clause 52.222-4, and not 52.222-24. All overtime at the government’s request will be addressed at the task order level. The contractor shall review technical specifications 00 70 00, section 1.3.2 Work Schedules.
RFI #148 Question: We noticed that a unit price and extended price is indicated on Tab “Basic Year” line 0001AA. Is this to be a set price or was this shown in error?
RFI #148 RESPONSE: Inadvertent clerical error. There should be no numerical value of any sort in the extended price.
SECOND:
As a result of above, the solicitation close date is hereby extended as follows:
FROM: 1 December 2008 3:00 CST TO: 8 December 2008 3:00 CST
THIRD:
All other terms and conditions remain unchanged and in full force and effect.
