SECTION 01011

CONTRACT SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK PERFORMED UNDER THIS CONTRACT:

A. Furnish plant, labor, equipment, instruments, materials, transportation, and incidentals required to recover or replace a broad range of roof systems and related assemblies for an undetermined number of facilities.

B. Provide a complete and functioning roof system for use by the government for each Project Delivery Order.

C. Field verify government-furnished information.

D. Comply with Section 01090 Reference Standards.

E. Government reserves the right for Project Summary of Work to change, reduce, and/or increase work listed here.

1.2 WORK PLAN

A.

Locate daily work areas with Project Work Plan submittal.

B.

Submit specific Work Plan for each Delivery Order Proposal.

1.3 GOVERNMENT-FURNISHED INFORMATION

Coordinate work requirements among contract documents including:

A.

Basic Contract Specifications.

B.

Project Summary of Work.

C.

Project Drawings.

D.

Project Submittal Register.

1.4 DESIGN/ENGINEERING SERVICES BY CONTRACTOR

Contractor shall provide limited design/engineering services as part of this Delivery Order. Limited design/engineering services will consist of providing “minimum design” documents in accordance with the following:

A. Design Services by Roof System Installer

1. Set final elevations for all roof drains. This may affect the final slope of tapered insulation slopes in drainage areas.

2. Final shop fabrication drawing and details of all perimeter, counter flashing, and sheet metal shapes.

3. Final insulation board setting drawings and details.

B. Design Services by Roof System Manufacturer

1. Final sizing and spacing of roof insulation anchorages.

2. Final sizing and spacing of perimeter metal counter flashing anchorages.

These services may be satisfied by contractor submittal of manufacturers’ standard data where manufacturer products have been previously tested and listed by Factory Mutual or Underwriters Laboratories.

C.

Full design of the metal roofs will be required by the Contractor for existing roofs that are being replaced with standing seam metal roof system. The design drawings shall be stamped by an Engineer.

1.5 PRODUCT SUBMITTALS REQUIRED FOR EACH PROJECT

See Form 66 included with each Delivery Order for list of required submittals.

1.6 CONFORMANCE

A.

Complete work to conform with contract documents.

B.

Where details of material and/or installation are not addressed by contract documents, follow industry practices described in Section 01090 Reference Standards.

C. Submit proposed deviation from contract documents to the Contracting Officer in written Request For Information form for government consideration.

PART 2 PRODUCTS

2.1 ROOF SYSTEM CONSTRUCTION

A.

Provide new roofs for existing buildings using the products and systems described in these Specifications and identified further in each Project Summary of Work (SOW):

B. Provide roof system(s) to meet the selected FM Global Windstorm Class. Specific design and uplift criteria will be set for each roof location in SOW.

C.

Where indicated by Project, provide in-kind deck replacement for deteriorated deck including sheathing.

D.

Where indicated by Project provide factory-tapered new insulation to establish roof drainage.

E. Provide fire resistance for exterior & interior exposures.

2.2 ROOF SYSTEM SELECTED BY GOVERNMENT

A.

Provide one or more of following roof systems:

1.

Asphalt Shingle Roof

2.

4 PLY BUR Coal Tar

3.

4 PLY MB Hot Asphalt Roof

4.

2 PLY MB Torch Applied Roof

5.

2 PLY MB Cold Applied Roof

6.

Standing Seam Metal Roof

7.

Industrial Sheet Metal Roof similar to Berridge “M-Panel” Exposed Fastener Panel to include:

Underwriters’ Laboratories UL 90 Approval

Kynar 500 Factory Finish

24 gauge steel panel thickness

Continuous sealant tape application all panel laps

Neoprene washer seals all fasteners

20 year warranty (surface coating ONLY)

8.

1 Ply EPDM Roof similar to Firestone Corporation “Rubbergard EPDM” Roofing System to include:

Rubbergard 40 mil EPDM membrane

“ISO 95+” board insulation in thickness required for minimum LTTR (Long Term Thermal Resistance) of “R20”

¼” per foot surface slope to drain

20 year NDL (No Dollar Limit) Systems Warranty

FM 1-120 Approval Listing

9.

1 Ply CSPE Roof similar to Stevens “Hypalon” Fully Adhered” Roofing System to include:

White 60 mil Hypalon membrane

Stevens-approved polyisocyanurate board insulation in thickness required for minimum LTTR of “R20”

¼” per foot surface slope to drain

20 year NDL (No Dollar Limit) Systems Warranty

FM 1-120 Approval Listing

10.

Spray Polyurethane Foam Roof similar to Neogard Corporation’s “Permathane II FR” Roofing System to include:

Single Component Polyurethane Coating System

Coating applied in Base and Top Coat Applications

Minimum coating total system thickness of 30 dry mils average (minimum 16 dry mils anywhere on roof)

Over 2 inch minimum SPF (Spray Polyurethane Foam) insulation thickness

¼” per foot surface slope to drain

10 year labor and material warranty

FM 1-120 Approval Listing

2.3 APPLICATOR AND MANUFACTURER WARRANTY

A.

Warrant all roof installation(s) for 2 years.

B.

Where specified in Project Summary of Work provide Manufacturer No Dollar Limit (NDL) Systems Guarantee.

C.

Respond to roof leak warranty service calls within 24 hours on notice by government.

PART 3 EXECUTION

3.1 ROUTINE DEMOLITION

3.1.1 Structural Demolition

A.

Remove deteriorated decking.

B.

Prepare demolition opening for new edge supports.

3.1.2 Architectural Demolition

A.

Remove existing roofing system to structural deck, including metal flashings, gutters and downspouts, base flashings, pitch pans, asphalt walk pads, water-worn gravel aggregate, roof drains, cants and insulation.

B.

Establish sound supports along deck perimeter, deck openings, and at penetrations.

C.

Bring suspect field conditions to the immediate attention of Technical Representative of the Contracting Officer (TRCO).

3.1.3 Environmental - Asbestos Containing Materials (ACM)

A.

There are roofs on Tinker that contain Non-Friable ACM in the base flashing. Areas of positive contamination will be address in the Delivery Order Summary of Work.

B.

The Contractor shall follow abatement procedures as required in the Tinker AFB Specification Section 00720, Attachment 2 - TAFB ASBETSOS ABATEMENT SPECIFICATIONS, Revised 7-Aug-07, as note:

1. Non-Friable ACM may be removed by the general contractor. An Asbestos Contractor will not be required.

2. The contractor shall employ a certified competent person to oversee the removal. A Competent Person as defined in Para. B.15 is one who is capable of identifying existing and predictable hazards in the surroundings or working conditions and has authorization to take prompt corrective measures to eliminate the hazards. The Competent person shall meet the criteria of the EPA’s Model Accreditation Plan for Supervisors 40 CFR Part 763 and duties required by Subpart C of 29 CFR 1926.20 through 1926.32.

3. The contractor shall provide its employees with Asbestos Awareness Training prior to removal and conduct a daily ACM safety briefing.

4. Sanding, grinding, and dry removal of this material is prohibited.

5. Disposal as regular trash is allowed.

3.1.4 Mechanical Demolition

A.

Remove and reinstall existing equipment on new curbs.

B.

Remove from roof and provide complete disposal of all abandoned equipment and rooftop rubbish.

3.1.5 Plumbing Demolition

A.

Test drains for capacity with TRCO in attendance.

B.

Record capacity on Quality Control (QC) Record.

C.

Secure plumbing stacks against movement by work operations.

D.

Anchor drain bodies and drain pipes to roof frame.

E.

Extend vent stacks to provide required flashing clearance.

3.1.6 Electrical Demolition

A.

Test switches, circuits, and devices with TRCO attendance.

B.

Record test results on QC Record.

C.

Repair of devices, where found to be inoperative by Tests on beginning the work, is government responsibility.

D.

Remove all pull boxes, conduit, and other assemblies damaged by roofing operations.

E.

Prepare for replacement in-kind all contractor-damaged assemblies/connections.

F.

Use qualified licensed electricians for all electrical work including:

1.

device/circuit disconnection;

2.

device/circuit re-installation;

3.

new construction.

3.1.7 Fire Alarm Demolition

A.

With TRCO in attendance test devices to be removed for work area and/or roof operations access.

B.

Record test results on QC Record.

C.

Repair of devices, whose testing prove to be inoperative at the beginning of the Work, is government responsibility.

D.

Use qualified licensed Fire Alarm (FA) contractor for all alterations to FA systems.

3.1.8 Communications Utility Demolition

A.

Coordinate request to relocate communications utilities with TRCO.

B.

All communication utility line relocations are by government communications contractor.

3.1.9 Removal and Storage for Re-installation

A.

Remove equipment items obstructing roof operations.

B.

Provide temporary storage of removed equipment items.

C.

Protect equipment items from damage.

D.

Re-install items on completion of roof installation.

3.2 NEW CONSTRUCTION

3.2.1 Structural

A.

Install new framing for continuous perimeter supports.

B.

Install new framing to support new deck openings.

C.

Install new in-kind decking at deteriorated cut-out areas.

3.2.2 Architectural

A.

Install new roofing system(s) identified in Project SOW.

B.

Mount roof-top HVAC units on pre-fabricated steel curbs.

C.

Mount selected equipment on steel support platforms.

D.

Attach equipment supports directly to structural frame.

E.

Do not restrict stormwater flow with rooftop curbs.

F.

Install drainage saddles (crickets) on high side of curbs.

G.

Use only roofers trained in the system under installation.

H. Where deck slope exceed 1 inch per foot, apply membrane to substrate as follows:

1. Apply both plies parallel to the slope of the deck. Fully bond the base ply to the prepared substrate, utilizing minimum 3 inch side and end laps.

2. Apply each sheet directly behind the asphalt applicator. Cut Dog Ears on underlying end laps at the finish edge and the overlapping selvage edges.

3. Using a clean trowel, apply top pressure to top seal T-Laps immediately following sheet application. Offset base ply end laps a minimum of 3 feet from previous course.

4. Fully bond the finish ply to the base ply, utilizing minimum 3 inch side and end laps.

5. Apply each sheet directly behind the asphalt applicator. Stagger end laps of the finish ply a minimum of 3 feet from those of the underlying base ply.

6. Cut Dog Ear angles on underlying end laps at the finish edge and the overlapping selvage edges.

7. Using a clean trowel, apply top pressure to top seal T-Laps immediately following sheet application. Stagger side laps of the finish ply a minimum 12 inches from side laps in the underlying base ply.

8. Stagger end laps of the finish ply a minimum 12 inches from side laps in the underlying base ply. Stagger end laps of the finish ply a minimum 3 feet from end laps in the underlying base ply.

9. Maximum sheet lengths and special fastening of the specified roof membrane system may be required at various slope increments where the roof deck slope exceeds ½ inch per foot.

10. The manufacturer shall provide acceptable sheet lengths and the required fastening schedule for all roofing sheet applications to applicable roof slopes. Provide nailers and backnail felts, and as required by manufacturer on these deck slopes.

I.

Vapor Retarder Application to Metal Deck without Sheathing:

1. Apply coat of primer by roller on top of flute surfaces. Allow to dry.

2. Apply ribbon mop of bitumen to top of flute surfaces; embed one ply of factory coated base sheet; lap plies 4 inches; seal joints with bitumen.

3. Mop glaze coat over coated base sheet at 10 lb/square and embed one ply of roof felt; lap edges 4 inches; seal joints with bitumen.

4. Apply bitumen to ensure coverage rate of 20 lb/Square.

5. Extend vapor retarder under cant strips and blocking. Lap flexible flashings over vapor barrier of wall construction to provide continuity of vapor barrier envelope.

6. Glaze top surface of vapor barrier if insulation is not placed same day.

3.2.3 Mechanical

C. Replace stored equipment and return to operation including Test, Adjust and Balance service on air, water, and steam systems.

B.

Use HVAC technicians licensed by the State of Oklahoma.

3.2.4 Plumbing

A.

For Built Up Roof (BUR) roof installations install roof jacks to include metal flanges set in mastic. Strip-in and cover with three plies of mopped roofing felt or Modified Bitumen (MB) cap sheet.

B.

Do not locate penetrations in valleys or roof drain sumps.

C.

Test interior drains on roof completion to prove capacity.

D.

Use plumbers licensed by the State of Oklahoma.

3.2.5 Electrical

A.

Re-install utilities and equipment removed for work access.

B.

Restore function to equipment and utilities affected.

C.

Test equipment and utilities to ensure return to service.

D.

Use electricians licensed by the State of Oklahoma.

3.2.6 Fire Alarm

A.

Re-install devices and circuit removed for access to roof area(s) being replaced.

B.

Restore service and function to all FA equipment, devices, and circuits affected by the work.

C.

Test re-connected fire alarm transceiver(s) with the observation of the government.

D.

Use FA contractors licensed by the State of Oklahoma.

3.2.7 Communications

Coordinate with TRCO the re-installation of communications utility items by 72d Communications Squadron contractor.
